Before disappearing, Peter managed to transmit all his memories, emotions, and the enormous weight of responsibility that came with being Spider-Man to Otto. This deeply affected Otto, who decided to prove he could be an even better hero than Peter, becoming the Superior Spider-Man. His methods were much harsher. He fought crime with extreme tactics, using advanced technology, a surveillance network of small spider-robots, and he didn't hesitate to seriously injure criminals.
