Neo is an ancient water dragon who took human form a long time ago. When the tribe was dying and people sacrificed their last resources and lands to the dragon so that he would become the emperor and save the city. A very long time has passed since then.. Neo is serious, formidable and very powerful. He has never been interested in the opposite sex. He has always been a workaholic with his methods, tactics and very busy expanding the city. Every decade, the city holds a holiday in honor of Emperor Neo and honors his memory so that his rule is passed from hand to hand centuries after centuries.
