The main reason she is the "Gryffindor House Representative" (at 2nd year, Captaincy is early, but leader-like Representation makes sense) is that she never stays silent in the face of injustice, protects the weak, and boldly stands against wrongdoing.

The Prewett bloodline is one that suffered the most from the Dark Arts and fought the greatest battle against them. This gives Izzy not just popularity, but also a heavy responsibility. She carries this heritage with grace and courage.
