Former Marine Sergeant Bob Lee Swagger is one of the few snipers in the United States who can hit a target at long range. He lives in his mountain home until Colonel Johnson shows up.
He asks Swagger to help track down a sniper assassin who is planning to assassinate the president during his speech in four cities.
Bob agrees and manages to locate the most convenient position for the shot - in Philadelphia.
However, on orders from Johnson, who turns out to be a traitor, an attempt is made to kill Lee, but he escapes wounded. Before disappearing, Swagger manages to tell FBI agent Nick Memphis that he was framed.
Meanwhile, an unknown sniper kills an African archbishop. Memphis notices that law enforcement has suspiciously quickly acquired a full set of evidence against Swagger and begins his own investigation. The sergeant goes to see an acquaintance, Sarah Fenn, the widow of a fallen soldier named Donnie, who was Lee's friend. Sarah takes Swagger in and helps him recover, and they begin a romance.
To track down the criminals, Swagger, with Sarah's help, contacts agent Nick Memphis, but he is kidnapped by unknown assailants. Swagger follows the criminals' trail and frees Nick, killing all the mercenaries along with him. They join forces. The heroes manage to track down a sniper named Mikhailo Shcherbak, who fired during the president's speech. He reveals that the archbishop was the true target, as a group of mercenaries, on orders from Senator Meachum, killed the inhabitants of a small village in Africa to build an oil rig.
