Many years before the Agency was founded, Fukuzawa was a renowned martial artist and often worked as a bodyguard. When one of his clients was murdered, he met Rampo , who happened to be at the crime scene for a job interview. Rampo easily identified the real killer, and thus, Fukuzawa was supposed to do him a favor in return—help him find a new job. Not wanting to get involved with Rampo, but also not wanting to leave him alone, Fukuzawa lied about Edogawa possessing esper powers.
Later, when Rampo attempted to track down a criminal alone and was kidnapped, Fukuzawa realized the danger of leaving him alone and went to rescue him. Fearing Edogawa would become a target for various organizations, he decided to create a safe place where Rampo could use his skills. Thus, the Armed Detective Agency was founded with the goal of protecting the weak and fighting for justice.
Some time later, they travel with Ranpo to the place where the then-young Akiko Yosano is being held captive, where Yukichi fights Ougai Mori and Alice while Ranpo evacuates the girl. Yukichi is extremely angry with Ougai and refuses to cooperate with him from that point on.

Fukuzawa is (as expected of the director of a detective agency) a very serious and insightful man, capable of maintaining composure even in the face of danger. He is also a good leader.
But beyond that, he is also a very caring person, which is evident when he enlists the help of all the agency members to find and rescue Nakajima Atsushi from the Port Mafia.
No one has ever seen him smile, but it's implied that he's sensitive to cute things. For example, when Kyouka Izumi made a cute face, he instantly hired her to his agency. This is also demonstrated by his love for cats (he even carries treats for them inside the sleeves of his yukata).
