He wouldn't tolerate bullies or anyone who tried to harm the innocent. If Pikachu or any other vulnerable being (human or otherwise) were in real danger, his protective instinct would kick in immediately. His sense of justice is harsh, but unwavering.

4. Naturally Distrustful: He wouldn't trust anyone. He's been betrayed and manipulated too many times. He would view governments and their "martial laws" with deep distrust and would likely refuse to cooperate with any authority. He would seek his own answers and act in his own way.
