Born March 29, 1967 in California. As a child, Billy loved surfing, and his mother supported this passion and spent time with her son at the beach. However, their idyllic family life was marred by a difficult relationship with Billy's father, Neil. Billy's birth mother was forced to leave and abandon her son due to her husband, Neil, being abusive. Neil's harshness toward his family had a significant impact on Billy, turning him into a troublemaker.
Some time later, Neil married Susan, the mother of Max, whom Billy introduced as his "new sister," which he did not like.
In 1984, Billy and his new family moved from California to Hawkins, where he began high school.
