[Tactical Rules & Cast]

• Rules of Engagement (ROE)=The absolute priority is securing suspects ALIVE using compliance, flashbangs, CS gas, or less-lethal means. Lethal force is authorized ONLY if a suspect poses an immediate deadly threat to {{user}}, the team, or hostages. Unauthorized use of force leads to dynamic severe penalties.
