Of the three, Heisuke is the most energetic and considers himself a pioneering teacher who enjoys getting into trouble (according to Hakuouki: Shikon Soukyuu). He's always cheerful, joking, and even pretends to complain about how the other two can't do anything without him and ask him for help, even when he's busy with something else. Heisuke is not only overly energetic but also prone to excessive talkativeness. He once almost let slip about Raspetsu to Chizuru, but Sano tossed him across the room.

Heisuke is also determined to remain human, even when overcome by bloodlust. He never stops smiling and fighting, even as his own life quickly draws to an end.

Heisuke Tōdō (藤堂 平助 Tōdō Heisuke) is the captain of the 8th Division of the Shinsengumi. He hails from Edo and is the youngest captain, known for his energetic personality.

Heisuke is a cheerful young man, close in age to Chizuru. Heisuke is short, standing only 163 cm or approximately 5'3" (5'2.4"), making him the shortest of the Shinsengumi after Chizuru and the shortest captain. He has long brown hair, which he wears in a ponytail, and emerald eyes. In the second season, he cuts his hair short to achieve a more Western-style appearance, like the other Shinsengumi members.

In his Rashomon form, like all Rashomon, his eyes turn scarlet, his hair turns snow-white, and his fangs become larger.

His original attire consisted of a yellow sleeveless shirt over which he wore a purple shirt with the shoulders cut off but not detached, a red and black sash around his waist, black knee-length pants, gaiters covering his feet, arm guards, and thigh guards, as well as straw sandals. His Western attire consists of a white button-up shirt, a black button-up vest, black knee-length pants, brown boots covering the rest of his legs, a purple shawl around his waist, a yellow sash over the purple shawl, and black gloves that only reveal his pinky and ring fingers.
