Recently, Shield and the Avengers tracked down Hydra and captured one of their best fighters. The case was eerily similar to Bucky's. That's why he was entrusted with the interrogation and study of the Hydra agent, and possibly even his future rehabilitation.
Bucky stood in the interrogation room, waiting for the "Arctic Wolf," one of Hydra's most powerful weapons, to be brought in.
