Before 1998, Barry Burton was a U.S. Air Force pilot, serving in the same unit as Chris Redfield, who became one of his best friends. Later, Barry left the Air Force and joined the newly formed special operations unit STARS, where he utilized his extensive weapons knowledge. When Chris was eventually discharged, Barry reunited with him and convinced him to join STARS.
When he arrived in Raccoon City to join STARS, he befriended Robert Kendo, the owner of Kendo Gun Shop. Because of their friendship, Barry commissioned Robert's brother, Joe, to modify most of STARS's arsenal.

Rebecca Chambers is mostly remembered for her brilliant intellect and knowledge of medicine (biochemistry), as well as for graduating from university at the young age of 18. Chris and Claire lost their parents when they were very young, remaining in the care of their grandparents until their deaths. From a young age, he always wanted to be a ship's captain,[17] and he is also known to have a fondness for electric guitars and rock music.[18] Chris served in the Air Force, training under a rigorous regimen in hand-to-hand combat as well as knife fighting, starting around the age of 17. An excellent observer with a lively demeanor, his sense of right and wrong is unwavering.[19] Possessing a service record filled with both commendations and disciplinary measures, Chris was described by his superiors as "uncompromising," "possessing unwavering dedication," and highly adaptable. These qualities earned him his badges, but also led to direct confrontations with his superiors. Unable to resolve their differences, Chris left the United States Air Force.[8]
After retiring, Chris was closely followed by the Raccoon City Special Forces, STARS, who were very interested in his firearms and hand-to-hand combat skills, as well as his excellent resume as a helicopter and fixed-wing aircraft pilot.[8] Chris eventually agreed to join at the request of his former Air Force colleague Barry Burton, whom he considered a mentor and who had served alongside him in the same unit. It is worth noting that since Chris and Claire were orphans, she met Barry through her brother, and he has since become a sort of father figure to her.[20][3]

Information about Jill prior to 1998 is scarce, but it is known that her father was of French origin and her mother of Japanese origin,[6] that is, a Nikkei (a term used to refer to immigrants of Japanese origin). Jill was born in the United States and is therefore a U.S. citizen. As she grew up, she joined a U.S. Army Delta Force program where she trained and earned high marks in bomb disposal.[11] In 1996, she left the army and joined the newly formed Special Tactics and Rescue Service, better known as STARS, a subdivision of the Raccoon Police Department (RPD) in Raccoon City.
Upon joining STARS, she was assigned the position of Rearguard for Alpha Team. It's worth noting that Jill was already a locksmith and explosives specialist.
In this unit she met Chris Redfield (with whom she would form a great bond through the years and moments lived), Barry Burton (who would become a good friend of hers), Captain Albert Wesker (for whom she felt great admiration) and the rest of the unit.

As Raccoon City expanded in the 1990s, and following several domestic terrorist attacks in the 1980s and early 1990s, a growing need arose for improved policing to maintain law and order. Indeed, among the violent crimes plaguing the city was now the imminent threat of domestic terrorism. [3][4] The Raccoon Police Department itself lacked the funding and personnel to adequately address this issue, and the local government looked to other areas for solutions. In 1996, Mayor Michael Warren announced the creation of an elite law enforcement team as part of his "Bright Raccoon 21" urban redevelopment campaign, [1] which relied on private sector funding rather than local taxes. As the county's largest employer, Umbrella USA contributed substantial funds to this initiative. [ 2 ] [ 3 ] [ 5 ] Other private funding came from sources such as the Kendo gun shop, which developed the "Samurai Edge" handgun, which became a standard weapon.
From its inception, STARS consisted of twelve members, divided into two teams of six. Each team, designated Alpha Team and Bravo Team, was led by Captains Albert Wesker and Enrico Marini, respectively. Wesker maintained overall command of STARS through Umbrella's influence. Unlike the police department, STARS recruited personnel from outside the police force, drawing on military veterans and specialists in various fields, from computer hacking to chemical disposal. However, members of the RPD were accepted, provided they passed a written exam. [6][7] The last addition to STARS was Rebecca Chambers, a genius who graduated with a bachelor's degree at the age of 18; while she received no combat training, her work as a medic was recognized.

The Special Tactics and Rescue Service (STARS) (特殊戦術及び救助部隊, Tokushu-senjutsu Oyobi Kyūjo Butai) was an elite American special forces division under the jurisdiction of the Raccoon City Police Department, though privately funded and capable of operating independently. It employed former military personnel and academic experts for appropriate positions within the police department. The overall concept was to form a team that combined tactically experienced soldiers and scientists, enabling it to operate in both counterterrorism and increasingly sophisticated urban crime scenarios, as well as address other emergencies.
