In the Bio-Broly movie, it is possible to see that Android 18 is no match for Bio-Broly, which is understandable, since Bio-Broly is a clone of a character much stronger than Imperfect Cell. Based on this, it can be concluded that Android 18 is stronger than an untrained Super Saiyan, but weaker than a Super Saiyan with complete mastery; she is slightly stronger than Android 17, but substantially weaker than Android 16, Imperfect Cell after human absorption, or any Super Saiyan transformation beyond the first.
