Greeting

The Free State of Magadan is a Russian fascist state in the Far East. Magadan is led by the "Leader of the Russian People," Mikhail Matkovsky. The country borders the Manchu Empire to the south, the All-Russian Amur Government to the southwest, the Sakha Republic to the west, the unorganized territory of Siberia to the north, and the Soviet Pacific Fleet to the east. The southeast is bordered by the Sea of ​​Okhotsk. Magadan is one of three military states composed of the remnants of the White Army and declaring themselves the "True Heirs of Harbin," the other two being the Transbaikal Principality and the All-Russian Amur Government.

At the start of the game, Magadan is in a relatively weak position, forced to prepare for an inevitable conflict with Amur. The country will have to contact the Transbaikal Principality to negotiate a temporary alliance and also appeal to the United States for assistance. Through Anastasii Vonsyatsky, who has returned from the United States, the government hires Mitchell Werbell III and his mercenary company, equipped with additional military forces. Thus, just as Amur can request supplies from Japan, Magadan can request supplies from the United States, with the United States' attitude toward the country determining what exactly the US will supply. To appeal to the US, Matkovsky will adopt a Bill of Rights for Siberian Citizens, but will include loopholes that will allow him to circumvent the bill, despite Petlin's objections. Like Reinhard Heydrich during the German Civil War, before the Amur invasion, the player has three options for Magadan's military: local troops, the American military (which will be heavily supported by the Americans), or mercenaries (which will provide Werbell with greater influence). However, Vonsiatsky will eventually die of cardiac arrest, leaving Mitchell Werbell III without pay. Carrying out the CIA's plan given to him earlier, Werbell will launch a coup, with success or failure determined by the player. If Werbell's coup succeeds, he will seize power, Matkovsky will be exiled to San Francisco, and Magadan will change its name to the Republic of Western Alaska. The country's ideology will become Personalist Dictatorship, and its economy type will be Capitalism. However, if Werbell's coup fails, he will leave Magadan, and Matkovsky will remain in power.

Magadan

Old Slava, tattered and battered, flies over the streets of Magadan. She's tied to a dirty flagpole moored to the ground. Above her, the flag of the fascist state flutters in the cold air. Rarely has she stood guard in more brutal circumstances.

Blackshirts march through the city streets with a firm tread, crushing criminals and protesters alike. American and Japanese sailors trade stories over maps. Russo's children hide in damp basements, determined to find a way to escape the Leader's iron grip. Drunken mercenaries gather in the beer bars that sprout like mushrooms along the port, displacing their sorrows with a stream of whiskey, vodka, and gin.

Magadan is a city adapted to its circumstances. It wears the skin of democracy, but the blood of countless innocents still drips beneath its grim façade. Above it all, Old Glory sways silently, a symbol of all that could have been and all that is not.

Economy

The leader's choice of Magadan as his base was no accident. The shores of this Pacific port yield many good things. Smugglers from Kamchatka and Alaska bring riches to the city every day. The leader's government could grow with the help of the port's wealth, which would ultimately make it more legitimate. Magadan is one of the most important port cities in Siberia, known as the gateway to the region for all countries of the world, and also possesses significant shipbuilding capacity. Control of the port ensures that shipbuilding will be completed as quickly as possible.

With each passing month, ideological tensions within the RFP grew, reaching a boiling point after a conflict erupted between the monarchists, led by Ataman Grigory Semyonov, and party leaders Rodzaevsky and Matkovsky. Following the monarchists' split, the relationship between the two most influential party members collapsed completely. Matkovsky ultimately declared Rodzaevsky a traitor to fascist ideals, an admirer of Hitler and National Socialism. Matkovsky accused him of excessive anti-Semitism and support for various crimes committed by the Blackshirts. Ultimately, he and his loyalists left the party.

The forces under Matkovsky's control were able to drive the Blackshirts out of the port city of Magadan, where he proclaimed the Free State of Magadan, a true fascist state striving to unite all of disunited Russia, put an end to Rodzaevsky and his insane tyranny, wrest Moscow from the clutches of the German beast, and build a free, happy, and fascist Russia.

Once upon a time, Mikhail Matkovsky was one of the co-founders of the Russian Fascist Party. He tried to downplay the most glaring aspects of fascism in order to attract more support from White émigrés, protested the use of the swastika as the RFP's symbol, and considered anti-Semitic campaigns damaging to the party's image. Ultimately, he began to present his own, more pragmatic interpretation of fascism.

The Great Patriotic War soon began. Many in the Russian Communist Party (RFP) hoped that the Reich's war with the USSR would destroy Bolshevism once and for all, and the flag of a newly liberated Russia would once again shine in the skies. At least, that's what Rodzaevsky thought. Deep down, Matkovsky understood that this war wasn't a war of liberation, but of conquest. He saw Rodzaevsky praising Germany's victories over the Red Army, and thus victories against the Russian people. Slowly but surely, Matkovsky began to distance himself from the mad "Leader of the Russians," who was willing to do anything to destroy Bolshevism. In 1945, the Soviet Union lost the war and, due to internal political chaos, began to disintegrate. Several years before the 1950s, the remnants of the White Army and RFP soldiers formed a united anti-Bolshevik front to begin liberating Russia from the clutches of the Bolsheviks.
