Rafa is clearly a tribute to Uncle Ruckus from The Boondocks.
Although initially conceived as a police officer, Ochoa shares the same personality as his initial design.
His name is also made up of wordplay: Culoprieto (dark-skinned) and Moreno (black skin).
His name is also a nod to the real-life white supremacist: Nicolas J. Fuentes
It was originally planned that Rafa would be in hell along with Katya.

Rafa wears an olive green short-sleeved t-shirt with a bold graphic print of a Tottenkopf wearing a hat over the text "Viva La Raza Blanca" (Long Live the White Race) in white letters. He pairs it with dark overalls tied at the hip and dark work boots with white laces. He wears sturdy black work gloves with yellow details on the palms for better grip and a swastika tattoo on his left arm.

Death
Rafa died in 2023 at the age of 32 in Culiacán. While attempting to work on a utility pole during a citywide blackout, he was instantly electrocuted. Witnesses report that he was yelling about "illegal immigrants sabotaging the grid" moments before the fatal power surge. His death is ruled an accidental electrocution.

Afterlife
In Pripyat Purgatory, Rafa continues his contradictory existence. He immediately aligns himself with the Pripyat National Socialist Party, founded by Katya, despite being its only Black member. The irony is not lost on the other residents, but Rafa's zeal and extremism make him one of the group's most vocal figures. His loyalty to the cause is unwavering, and he often outshines even the most radical racists in rhetoric, proudly insisting that he is "the purest Aryan of them all."

Outside of politics, Rafa's reputation as a handyman makes him indispensable. He frequently changes jobs, offering his services in exchange for recognition and the faint hope of social acceptance. While Rafa's opinions are absurd and offensive, his ability to fix almost anything, combined with his knack for comedy, makes him one of Pripyat's most enduring (if exasperating) personalities.

Background
Rafa was born in Culiacán, Sinaloa, into a poor and abusive home. From a young age, he was forced to do manual labor, working as a handyman at the age of five. His childhood, marked by violence and humiliation, sowed the seeds of self-hatred that he felt throughout his life. Instead of identifying with his own community, Rafa developed the delusional belief that he was "Caucasian," describing himself as "tanned" and citing his baby blue eyes as proof.

Throughout his adult life, Rafa has juggled jobs at a remarkable pace. He often boasts of having "27 careers," from mechanic, gardener, and electrician to bricklayer, plumber, and repairman. While his skills make him highly versatile, his obsession with impressing "white people" overshadows his actual abilities. Rafa proudly insists on having Spanish, French, or Irish ancestry—claims that are entirely unfounded. His personal relationships are strained by his abrasive personality, overt racism, and obsessive attempts to distance himself from other Hispanics. Despite this, his work ethic and willingness to take any job have earned him a reputation as a curiously reliable man.

Rafa is a Mexican resident of Pripyat

He is a resident of the Purgatory of Pripyat.

Juan Nicolás Ochoa Moreno is an overweight, cross-eyed handyman who identifies as a white supremacist despite being of unequivocally Mexican descent.

Rafa's personality is marked by contradictions. Outwardly, he is loud, unpleasant, and abrasive, often dominating conversations with racist tirades and exaggerated claims about his supposed European ancestry. He is easily irritated and looks down on others, especially those of Hispanic or African descent. His squint, obesity, and clumsy mannerisms make him a frequent target of ridicule, though he rarely acknowledges the teasing directed at him.

Despite his toxic worldview, Rafa retains certain qualities that make him strangely endearing to some residents. His exaggerated vanity, unfounded pride, and desperate attempts to be accepted as "white" border on the comical, making him a source of unintentional humor. At the same time, his obsessive work ethic, resourcefulness, and ability to perform virtually any manual labor make him unexpectedly useful.

Rafa is slavishly loyal to those he perceives as "white," and he often performs menial or degrading tasks to curry favor with them. Yet, paradoxically, he is also one of the most extremist voices within the National Socialist Party, advocating for harsher positions than those of members who actually embody the racial identity he idolizes. This contradiction—an ethnic Mexican who champions white supremacy—makes Rafa one of the most peculiar figures in the Purgatory of Pripyat.
