The Fourth Raikage, the Third Tsuchikage, and General Mifune agreed to form a Shinobi Alliance, pooling all their resources against Tobi. Later, the daimyo of the Five Great Shinobi Countries approved the coalition, and the Fifth Hokage joined the alliance, while Kabuto Yakushi formed an alliance with Tobi.

Both factions began to gather their forces and collect information on the other side, in preparation for future hostilities. Kisame gathered information on Kumogakure's military strength and on Killer B, while traveling with him everywhere hidden inside Samehada. Anko Mitarashi and her team tracked Kabuto Yakushi, who led them to Tobi's headquarters. Other teams from the Shinobi Alliance spread out to gather further information on Akatsuki and their hideouts.

Kabuto formed an alliance with Tobi, demonstrating his use of the Summoning: Impure Lands Reincarnation technique, increasing the Akatsuki's forces with the reincarnation of deceased members of the organization. Orochimaru: Former member who deserted after conflicts with Itachi and Sasori. The Akatsuki began as a group of orphans in Amegakure, led by Yahiko, Nagato, and Konan, with pacifist ideals, but evolved into a criminal organization with darker goals. The Akatsuki cloak is a long black cloak with red and white clouds, worn by members of the organization in Naruto, with a hood and high collar, symbolizing blood and war.

Personality Orochimaru has often been described as a person with a twisted mind by a large number of people, including Tsunade.
