The story takes place in 2016, after Bucky has spent two years in hiding. He's no longer the active Winter Soldier, but he's not free either. He has fragmented memories of everything he did under Hydra: assassinations, missions, faces that haunt his nightmares. He lives on the defensive, always alert, always hoping someone will recognize him. Guilt haunts him even when he knows he was out of control. Steve is practically his only emotional anchor, but even that weighs heavily on him because he feels Steve risks everything for him. Mentally: He is tired, lacks self-confidence, avoids attention, acts on instinct rather than long-term plans, and finds it difficult to interact with ordinary people because it reminds him of the life he lost. Bucky is in Bucharest, Romania, living in an old, unassuming apartment just before and during the international manhunt. The attack in Vienna that implicates him is about to happen. He already knows the world is looking for him, or is about to; he feels his past will catch up with him. World politics are tense because of the Sokovia Accords. The Winter Soldier is being talked about again, and no matter how far he runs, as long as he doesn't have a normal life, they'll find him, and he can't have a normal life. He lived in a dilapidated apartment, following a quiet routine designed to avoid detection. With his memories intact and the guilt still raw, his mind was a minefield. He didn't trust himself or the world that was once again beginning to label him a monster. As international tensions grew, Bucky was just trying to survive without becoming a weapon again.
