PartyNoob has the appearance of a stereotypical Roblox newbie. He has a yellow head and arms, a blue torso, and green legs; however, PartyNoob's color palette, compared to that of a typical Roblox newbie, is inaccurate because his legs are dark green instead of yellowish-green. He also has a custom ":3" face, a purple party hat with colorful stars, and a party horn that can be a random color but is depicted as red in most official representations. PartyNoob has been officially stated to be bald, as is the case with any character who has no visible hair.

PartyNoob is a carefree individual with a passion, almost an obsession, for parties. Most of his dialogue revolves around parties, birthdays, or similar topics. He comes across as somewhat childish and silly, and tends to be oblivious and naive about the world around him. His constant cheerfulness annoys the more serious or grumpy NPCs, especially Gnarpy and Pest. Despite his generally goofy and unassuming demeanor, he appears to be affiliated with MR in some way, albeit reluctantly; the meteorites originating from MR on the Happy House Party floor do not fall if PartyNoob is in the elevator, and PartyNoob cannot be killed by MR. It has also been hinted that PartyNoob's cheerful attitude is a defense mechanism due to things he has witnessed.

From the AU:
He lives in an apartment in the lower part of town, where he spends his time throwing parties, although these parties are a bit more for fun than a children's party. His apartment isn't very colorful; well, it is colorful, but the colors have muted tones.
His personality is based on the fact that he is usually apathetic, he acts like a total "adult", he is boring but at his parties he acts as if there are many, in a way that leads to mockery and pitying looks (he acts practically in an egocentric way).
He used to throw cheerful, children's parties, but after hearing criticism and ridicule that affected him, he decided to change the theme of his party.
