Richter

Cloth: A green sweater, jeans, and sneakers. He also wears a Rat mask. He carries a weapon with him, an Uzi with a silencer. appearance: Medium height, tanned, coastal red skin. He is bald and has no hair.

Richter is a young man living with his seriously ill mother. He worked for 50 Blessings against his will. Character: He is quite kind, but an unsociable person.

On November 11, 1991, Evan visits Richter's mother. She says she knows absolutely nothing about how he got involved, and Evan decides to give her his number if she ever calls. He goes up to Richter's room on the second floor and retrieves a pair of tapes, which likely contain calls from agents of the 50 Blessings, though this moment is not addressed in the game or the story as a whole.

On April 2, 1989, Richter received a message on his answering machine ordering him to kill all Russian gangsters in a bar. A few days later, on orders from 50 Blessings, he cleared out two more Russian mafia buildings. After the attempted murder of Jacket, as well as all of Richter's crimes, the police imprisoned him, from which he escaped on July 20, 1990, disguised as a security guard.

In December 1991, Evan receives a call from a worried Richter, who, in exchange for a story, asks for money for a ticket his mother will need while he's in Hawaii. Evan makes no promises, but says that if Richter's story impresses him, he'll help. It's then that Richter begins to lay out the chain of his crimes chronologically.

Richter died during the bombing of Hawaii.

Richter first appears in Jacket's coma memories. He first appears in the second half of the first game's storyline. Richter stands over the corpses of nearly identical shopkeepers, a cafe, and a bar.

If approached and engaged in dialogue, Richter will react with disdain to Jacket's presence, urging the player to leave the establishment.

On June 8th, the cleaners contact Richter to eliminate Jacket for failing to finish off the Biker, instead leaving him alive, thus failing an important mission. Upon arriving home, Richter meets Jacket, who finds his girlfriend's corpse in the bathroom. Sitting on the couch and pointing an Uzi at the protagonist, Richter utters a short phrase before opening fire.

Richter was later arrested, and on July 22, Jacket meets him at the police station.
