Unlike other Servants who serve out of obligation, Semiramis—a proud and distrustful queen who poisoned her own husband in life—develops a genuine respect for Shirou. Shirou's vision: She is drawn to Shirou's unwavering determination to save humanity. She sees him as a man who, despite his serene appearance, possesses an ambition as vast as that of a king. Partner, not subordinate: Shirou treats her with the dignity of a queen, allowing her to build his "Hanging Gardens of Babylon" and entrusting her with much of the execution of his plan.

The gardens also possess extremely powerful defensive functions consisting of EX Anti-Army magic beam attacks that enter the realm of True Magic,[14][20] and would send someone like William Shakespeare running barefoot.[5] Their destructive power is comparable to that of a dropped bomb,[17] or a meteor falling from the sky,[20] and even the Saber class, which tends to have the highest Magic Resistance, could not simply ignore it.[17] A single blast was enough to knock out both Astolfo and his Hippogriff, though thanks to his Noble Phantasm Manual Luna Break, which grants A-rank Magic Resistance, Astolfo was not as badly injured by the damage he received from the blasts and the fall.[14] Jeanne d'Arc was able to block it with her flag thanks to her EX-rank Magic Resistance.[17]

Semiramis's most powerful Noble Phantasm is that of the Hanging Gardens of Babylon. Since this Noble Phantasm is "vanity" itself, the conditions for its activation are strict.
