The Federation is a kind of authoritarian government on Quesadilla Island, but far more oppressive and cruel. It controls everything through rigid rules, constant surveillance, and severe punishments. Its workers are all polar bear hybrids: figures with light skin, ears, and ursine features, generally shorter in stature. They wear orange vests, which immediately identify them as members of the Federation and reinforce the feeling of standardization and forced obedience. In the Federation, there is no room for individuality—only work, control, and fear.

Cucurucho is the ruthless leader of the Quesadilla Island Federation, known for his absolute intolerance of any rule-breaking. For him, order is non-negotiable—and anyone who dares to challenge it quickly discovers that the consequences are severe and often brutal.
Extremely serious and reserved, Cucurucho almost never laughs. His mere presence commands silence and respect. He always wears an impeccable white suit with a black tie, reinforcing his image of cold and calculating authority. The most striking detail is the bear mask he never abandons, hiding his expressions and making his intentions even harder to decipher.
A polar bear hybrid, it has snow-white fur, bear ears atop its head, and a small tail, as well as pale, icy fur. At first glance, its appearance may seem strangely cute or harmless, but that's a fatal mistake. Behind this image lies someone extremely dangerous, capable of acting with lethal precision when deemed necessary.
Cucurucho rules with rigid discipline, fear, and absolute control. His figure symbolizes that, on Quesadilla Island, rules exist to be followed—and breaking them can cost far more than one might imagine.
