The minions of Deception try to understand you, but they fail. You and Ana accidentally end up in Maximilian's base. Soldiers and veterans are the strongest regular agents fighting their minions on the island of Maliriliano.
Notes on gameplay Soldiers and veterans will arrive on the island of Maliri in squads of 2 to 7 members, although it is more common to see them in squads of 4 or more. They will begin to arrive when their level of hostility with a particular faction reaches a moderate to high level.
Like other agent types, Soldiers and Veterans are classified into four levels: pathetic, bad, good, and exceptional. Pathetic and bad Soldiers and Veterans will only attack Military Minions on sight and will generally leave other types of minions alone if not provoked, but they can be easily eliminated if there are a sufficient number of armed Military Minions present.
Good and exceptional soldiers and veterans will attack any minion or henchman in sight (though they will leave the Science minions alone until Objective 7 is completed) and will do so with ruthless efficiency—in most cases, killing any minion and even incapacitating some henchmen before they have a chance to react. They will also quickly destroy security doors if they manage to get into your base. Using Jubei's Evisceration skill or Eli Barracuda's Super Headshot skill can help reduce their health attributes, making it easier for your other minions and henchmen to deliver the killing blow. It is also advisable to put the entire squad into melee combat when attacking them, as they are significantly weaker with their hands compared to their assault rifles. To this end, Lord Kane can be used due to his relatively high health attributes and his efficiency in melee combat, while armed military minions and long-range henchmen can be used to provide supporting fire from a distance.

Investigators and Agents are a class of agents who are enemies of the Malirilian faction, tasked with patrolling the Malirilian base, photographing incriminating items, and reporting the incident to the Malirilian faction, thus raising suspicion if they are successful.
Notes on gameplay Investigators and Agents are the first agents a Malirilian is likely to encounter and are classified into four levels: Pathetic, Bad, Good, and Exceptional.
If a specific faction's hostility level is zero, pathetic investigators from that faction will regularly arrive on the island, either individually (in the case of SMASH and ANVIL) or in pairs (in the case of SABRE, PATRIOT, and HAMMER). A mild to moderate level of hostility with a specific faction will cause it to send higher-level investigators, usually individually, but sometimes in groups of up to four.
Insufficient or higher level Investigators also act as Thieves and/or Raiders. While Insufficient Investigators tend to steal only gold from the Strongroom, Good and Exceptional Investigators will also steal loot items if given the opportunity. Good and Exceptional Investigators are also particularly bold and will attack armed Military Minions on sight. They may also be attacked by Investigators, Agents, Soldiers, and Veterans from rival factions if Objective 7 has been completed.
The amount of time an investigator spends on the island and the amount of evidence they are willing to collect before attempting to escape are also determined by their level. While pathetic investigators will be content with collecting only a few body bags before fleeing, an exceptional investigator will attempt to penetrate deeper into the Malirilian base.

Traps are used to hinder the progress of agents and other enemies in their attempts to infiltrate Maximilian's base. By building and connecting sensors and traps, Maximilian can create effective and fun ways to get rid of unwanted visitors.
Overview Due to criminal activity occurring on the island and worldwide, agents will visit the island to search for the organization and mastermind behind these crimes. Maximilian's minions can be quite helpful in dealing with these troublesome agents, but they need to neglect other tasks such as guarding the Control Room and the Arsenal's security posts, relaxing in the Staff Room, training new units in the Training Room, conducting research to build new objects for the base, and of course, executing Acts of Infamy on the World Map, among many other tasks. Obviously, the minions can't spend all their time detaining agents to keep the base functional and progress the plans.
This is where Traps come in. These objects, if built and positioned correctly, will make it very difficult for agents to enter or even locate the player's base. Furthermore, traps don't require the player to mark every agent to weaken or eliminate them, allowing them to explore the World Domination Map for longer periods without worrying too much about new agents who may have arrived on the island. This also allows Minions to remain occupied with their more important tasks, requiring intervention only in emergencies (for example: when a Super Agent visits the island or a squad of veterans is using heavy weapons against objects in their base and their Minions).
Setting traps Every trap has two essential parts for its activation: sensors, which detect the presence of the target, and the trap itself, which will execute a specific action designed to kill or incapacitate the target in some way.

Unlike other {{char}} games where pickaxes are used, the Workers utilize large, portable laser cannons to clear space in the lair. How it works: When Maximilian marks an area for excavation, an available minion walks to the location and continuously fires the laser at the rock until it disintegrates into small pieces, which then disappear. Upgrades: Initially, lasers only drill through soft rocks. To penetrate denser materials, you must research Mining Techniques in the Lair research menu. There are several levels, such as the "Ultimate Mining Technique," which allows you to drill through almost any type of rock. Construction (Boxes and Teleportation) The construction of items and furniture utilizes a simplified logistics system: Delivery: New items arrive at the lair via crates that the minions retrieve from the island's Depot. Installation: Upon reaching the designated location, the minion uses the same laser tool (or a variant thereof) to "activate" the crate. The item then instantly pops up with a whomp sound, expanding from its compact form to its actual size. Removal and Sale: If you decide to remove an object, the minions will transform it back into a compact box to be taken back to storage or sold. Maximilian's henchmen (specifically the Construction Workers) use a high-tech, multi-functional tool called the Lair Builder 5000 to dig, construct new rooms and objects, and even collect bodies. This tool was designed to be a more technological and "stylish" solution than simply giving pickaxes and shovels to the henchmen. Only construction workers are able to use this tool to create new rooms and place items, although technicians may, in certain cases, take on some item placement tasks.

Maximiliano's Deception minions are the type of minion tasked with deceiving tourists and Agents (damaging their non-vitality attributes), which mainly occurs in the Casino. Jacks are the only minions who can operate most of the Casino's equipment. Due to their function, Deception minions tend to roam the Casino, actively interacting with marked agents and unmarked tourists.
Jacks are basic lackeys of Deception. They operate various equipment in the Covert Operation, from gaming tables to the bar. They can be promoted to Masters of Manipulation or Socialites. Salary: 500. Socialites spend their time in Cover-Up Operation, distracting tourists and agents. Salary: 1500 Opinion Analysts can reduce Suspicion and Skill. Opinion Analysts can be promoted to Counter-Attack Agents. Salary: 1500 Counter-Attack Agents possess a high detection capability. They can escort and interrogate prisoners. Salary: 3500 Emma's deceptive minions deal +5 damage to skill and +5 to determination when interacting with agents in the casino.
The ability and resolution damage for social minions from all other Geniuses is as follows. The returned value indicates the damage dealt when an agent is escorted out of its lair. If any non-social minion escorts agents out, it will only deal 15 resolution damage and no ability damage.

The Muscular Minions take on the role of your combatants. Advanced minion training is done using training equipment in the Training Room. Although they can train without assistance, an advanced minion of a higher level in the skill tree can act as an instructor, speeding up the training.

The difficulty and Evil Genius modifiers are applied separately and independently, rather than being added together before application.
Worker The workers are the backbone of every Evil Geniuses lair. They are the only type of minion capable of digging new rooms and the only ones, besides the Technicians, who can place, move, and sell items in the lair. When not actively building, they operate various stations, including food counters, radio repeaters, security desks, and computer consoles.
The workers receive no salary, and 2 free workers will arrive on the island every minute, but if desired, 5 extra workers can be hired immediately for $5,000 in the Minions Menu. Alternatively, there may be opportunities to hire 10 workers in the world scenario in exchange for some information.

Body Bags: When a minion or enemy dies, they automatically turn into a body bag. Cold Storage (Freezer): The main method is to build a freezer room. The minions automatically take the bags there to hide them. Decomposition: Inside the freezer, the bags take up space on racks and slowly decompose until they disappear.
Incinerators: Collection is done through incinerators, which must be built in the Power Station. Maximilian cannot access the map without a Control Room established at the base. After that, minions can be sent to regions simply by selecting one of the twenty regions on the map and then choosing the minions you want to send from the Minion list at the bottom of the screen. To bring the minions back to base, simply select them from the Minion Regions list. However, it takes a little time for the minions to travel to the map and back.
Within a region, Maximilian has three options to select, which determine how he will execute orders to his minions. These orders are: Steal, Plot, and Hide.
The world can be a dangerous place for Maximilian's minions. The Forces of Justice occasionally operate in specific regions. If Maximilian spots an enemy agent in a region of the world map, he must use the "Hide" option to keep them safe. If Maximilian has enough control panels with enough personnel, he can discover the hidden agents in the region. This determines the likelihood of attracting the enemy's attention.
Minions cannot commit Acts of Infamy and hide at the same time. Ordering minions to hide will cause them to abandon any Acts of Infamy they are involved in; similarly, ordering minions to commit an Act of Infamy will cause them to stop hiding.

Maximilian has good personal combat skills and is one of the few characters who starts with a firearm, which makes him quite capable in direct combat confrontations, especially at the beginning of the game. The Hotel is the only outdoor building available in the game, besides the Surface Cabin.
Overview This location can be situated anywhere on the island, although certain areas with dense vegetation do not allow construction. The hotel itself consists of a Hotel Core, which is the main entrance to the hotel complex, and an expansion option with the Hotel Wing, which connects to the side of the Core.
Three environments can be built within your hotel: the Lobby, the Lounge, and the Casino. The hotel's primary objective is to keep tourists happy and entertained, attracting them and preventing them from discovering your secret base. A secondary objective is to entertain the Agents, who will behave like tourists if their Loyalty is reduced to zero. However, ill-tempered Agents will not hesitate to wreak havoc on your hotels, reducing them to a pile of smoldering rubble before your subordinates can contain them.
Many hotel items need to be supervised by Social Minions. If aggressive agents attack the hotel, it's always useful to have a fire extinguisher nearby for the valets to use. A rooftop cabin with an internal hallway is a good solution.

Maximilian's guards are trained in combat and vital to defending their base from direct attacks. They have more health and stamina than the construction workers. With the ability to wield more powerful weapons (assault rifles) than the workers, they are more skilled at defending their base.
Guards can help manage the rooms when they're not in combat. They only arm themselves during a yellow or red alert and fight off intruders. They're also useful for acquiring money for your island.

Construction Workers are the most basic type of Minion and can be trained in Social, Military, or Scientific areas to become Jacks, Technicians, or Guards.
Despite being the lowest-level minions, they are the only ones capable of building new rooms and creating new objects.
Maximilian doesn't need to worry too much about their safety. They are disposable, and new recruits can always be found. On the Minion Management screen, you can acquire these minions one at a time at regular intervals that you set, at the cost of a certain amount of money each time one is generated.
They also possess basic combat skills, making them useful as cannon fodder. Construction Workers will attack any character marked for death or capture, and will also attack any character who attacks them.
If an arsenal is built and a weapons rack is installed, construction workers can arm themselves with pistols when the base goes into yellow or red alert.

Technicians are the most basic scientific minions.

The Evil Genius's base is the beating heart of his operations on an uninhabited and unknown island, making it vital that its secrecy and security be maintained. Upon commencement, a temporary depot is established, and Maximilian must immediately begin expanding into the mountain; giving orders to the Construction Workers, they will begin excavating his base into the mountain.
A base is composed of traps, corridors, and rooms. Corridors serve as the main pathways of your infrastructure, rooms constitute the functional parts of the base, while traps and reinforced doors help defend your base from troublesome agents. Other rooms serve to keep your minions in top shape, research new items, train new minions, store your resources, and help manage your operation smoothly.

Minion Behavior A minion assigned a task by Maximilian will perform it and will not stop until its turn ends or until it runs out of an attribute other than Health (although some tasks consume Health, they do not kill on their own). A room with extra staff may allow minions to end their turn sooner, resulting in more consistent availability.
Minions without base-related functions generally roam the base, "patrolling" it, as they define it. Science minions often roam the entire island searching for items to research, which can be extremely dangerous to their health. Minions tend to concentrate on loot items, the mess hall, the barracks, and the staff room. If your hotel is near the base, some minions may choose to visit the lounge and dance. They are also frequently seen in freezers or outside the base entrances, chatting and smoking. Coincidentally, these areas are also often out of range of the security loudspeakers, which may influence their decision. Your minions are loyal, but they are also typical useless minions that you don't even know why you pay them for, and they may very well try to avoid being called for break by all means possible.

Health is lost in physical combat with enemy Agents or through environmental damage, such as traps and excessive proximity to dynamite detonations that create rooms. Minions cannot be directly controlled by Maximilian. Here are some indirect ways to control them.
The cabinets are very useful, as they increase the minion capacity of Maximilian's base. The base capacity value is determined by Notoriety, but this number is increased by the number of cabinets your base possesses. The security levels of the doors can either allow or block the entry of minions into certain areas of the base. The minion management screen allows the player to set the desired quantities of each minion type, up to the maximum minion capacity level. The Evil Genius can prioritize construction tasks by pointing to them. The minions will automatically start working in a room, but this can be controlled more precisely by building time clocks. This allows you to shut down a room, which can be useful for saving energy in case of a blackout. Alternatively, surplus minions can be allocated to the room so that the equipment never sits idle between shifts. The henchmen can use their special "gather minions" ability to guide nearby minions to a specific area of the base or island. In the World Domination screen, minions can be ordered to leave the island and carry out evil acts around the world.

Research is only possible when Maximilian has Science Minions at his disposal. They are used to unlock more advanced items, such as new traps, more secure doors, and better surveillance systems to better protect his base. Technicians are capable of conducting research, but they are the worst at it and have the essential function of making repairs to the base, so it is recommended to have higher-level Science Minions. Helping other lackeys Whenever a Minion or Henchman is unable to function (Resistance, Intelligence, or Attention at 0), Social Minions can assist (most often a Jack). Social Minions will carry or guide their companions to a room in the base where they can recover this attribute. Maximilian's minions will need help defending the base. Military minions are best suited for this task. Social minions can help, but not by killing agents, only by distracting and confusing them. Construction workers can also be useful. By putting your base on "alert," construction workers will pick up a pistol, guards a rifle, and mercenaries a heavy rifle. These weapons generate heat. Note that Maximilian needs to purchase weapon racks to have weapons and can put his base into sleep mode so that the minions return the weapons.
