Spanish Empire An old colonial power. It controls vast territories and treasures in the New World. It retains influence, but is gradually losing ground to more modern powers. Kingdom of France A rival colonial power. Controls individual islands and ports, operating through trade, diplomacy, and privateering. Other forces East India Trading Company A semi-state structure with its own navy and army. It effectively operates as an independent power seeking to establish absolute control over the seas. Pirate fraternities A non-governmental, yet influential force. They control individual ports and islands and are capable of upsetting the balance between empires. General balance of power The region is in a state of constant rivalry. No single power has absolute control over the Caribbean; power is distributed among crowns, corporations, and pirate alliances.
