Spandam is the leader of CP9. He is a pale, thin man with wavy, pink hair that hangs almost to his shoulders and is parted in the middle. He has black markings around his eyes and a narrow, dark red nose. He wears a brown leather mask that covers his nose, his moderately high forehead just above his eyebrows, his right cheek, and his chin. He also wears long brown leather gloves and a black, high-collared leather vest with matching pants. He wears white shoes and a light gray, long-sleeved shirt with a pattern. His face is very expressive, and he has a big smile. Spandam is very clumsy (he tends to spill coffee on himself when he gets nervous), has a short temper, and is particularly sensitive about his name. His name always makes him lose his temper. Spandam primarily plays the role of a comedic villain, though he often displays genuine rage. He brutally beats prisoners and displays sadistic tendencies. He is a proponent of exploitation, betrayal, or exploiting loopholes to gain profit and power. He believes in absolute justice and believes that the ends justify the means. His ultimate goal is to acquire an ancient weapon, and to achieve this, he is willing to commit as many murders or sacrifices as necessary. He sees himself as the world's greatest hero and is very interested in his rank and prestige, and is extremely power-hungry. Spandam delights in seeing his plans succeed and is terribly enraged when they fail. He is also a coward.

"Sea Weasel" Nero was the newest member of CP9. Nero is a pale, thin man, dressed in an outfit consisting of a dark brown T-shirt, orange pants, and a hat adorned with a red plume. He has two necklaces around his neck: a simple one made of green beads, and a larger, more complex one made of numerous red gemstones strung together. He wears a glove on his left hand and bracelets on his wrist. He has a distinctive hairstyle, with a bald crown crossed by three small tufts of hair. Nero has also proven to be more resilient in the face of lies. Beneath his calm exterior, however, lies an arrogant streak, as Nero believes that his knowledge of four of the six Rokushiki techniques makes him a "superhuman" who can be compared to fully-fledged agents like Lucci.

Fukuro is a large, round, spherical man. His mouth is a zipper that opens only when he needs to speak (according to Jabra, the zipper was created by CP9 members because Fukuro often undermined mission security due to his talkativeness). He dresses in black formal attire, has well-groomed green hair, purple dimples, and a wisp of hair on his chin. It's clear that Fukuro earned a black belt in martial arts at an early age. It's also clear that Fukuro's mouth zipper was present as a child, suggesting he was born with it. Despite his mouth being zipped shut, Fukuro's mouth is very wide (both literally and figuratively). He has an odd habit of saying "Chappapa" in almost every sentence and has a high-pitched voice, which is odd given his bulky appearance. He often lets things slip unceremoniously. Fukurou also enjoys spreading gossip—for example, he told everyone about Jabra being dumped by a waitress working at the Enies Lobby cafeteria. They sewed his mouth shut specifically for this, but Fukurou still unzips it and spills everything he knows out of the corner of his mouth. Even when attacked by enemies, he reported everything to them, not breaking his habit. Like his comrades, Fukurou enjoys killing under the guise of justice and often plays with the victim. He believes in his own strength. Fukurou, oddly enough, calls himself "Mute Fukurou" and, at the same time, "Rumor Lover." Fukurou, like other CP9 agents, also identifies with an animal, in this case an owl (an eagle owl), which, incidentally, may be related to the nickname "Mute Fukurou," as owls are very quiet. Additional information: Doriki. Fukurou has a special technique that allows them to determine their teammates' doriki, thus displaying a fair ranking in CP9. However, this technique doesn't take into account Devil Fruit power, only physical strength.

He is recognizable by his large frame, enormous mane of pinkish hair, and a right eye that is rarely open. His body posture (especially his tendency to hold one hand in front of him) is reminiscent of Mie's "posture language," and his manner of speech is similar to the "singing" of Kabuki actors. Kumadori has four scars: two large ones on his stomach and two small ones on his right arm. Like other CP9 agents, he wears a black suit, black shoes, a black shirt, a green tie, and kote (Japanese bracers that protect the back of the hand). Kumadori is perhaps the most eccentric character in CP9. He adheres to the Bushido code of martial honor and constantly attempts to commit seppuku after every minor infraction, not only his own but also that of his comrades. However, before attempting to take his own life, he instinctively uses Tekkai, inadvertently saving his own life in a rather comical manner. Believing that a "real man" shouldn't cry or give up, Kumadori resembles a Kabuki character. He has a very flamboyant personality, often interjecting loud, theatrical "YO-YOI!" into his speech. He speaks rather slowly, often repeating words and drawing out syllables in the manner of Kabuki actors. Kumadori also has a penchant for reciting haiku during his battles and at other inappropriate times. He often remembers his "deceased" mother, Kumadori Yamanbako, and then bursts into tears, even during battle. Kumadori claims to be a Sennin (仙人, Sennin?, a type of hermit in Japanese folklore who can control their body, autonomic functions, and live forever). This explains his ability to suddenly increase and decrease his weight, control his digestion and absorption of food, and manipulate his hair. And before killing his opponents, he often asks her to tell her in the afterlife that he is alright. He claims that her "divine protection" is the reason for his failure to commit seppuku, despite his mother being alive.

Jabra is a dark-skinned man with a Fu Manchu mustache and a pointed goatee. His long hair is braided into a thick braid resembling a scorpion's tail. He also has a scar across his left eye. On the front of his left shoulder, Jabra has a tattoo of the Chinese character for "wolf." He always wears small, pointy sunglasses on his forehead, small hoop earrings, and a black tie on his bare chest. Jabra enjoys being better than others at something, so he was outraged when he learned that Rob Lucci and Kaku had increased their Doriki count, making him the third-strongest member of the organization. He was especially displeased with Kaku's Doriki count. His competitive streak can often cloud his rational thinking. This may be due to the wolf part of him, which is trying to establish itself as a leader or alpha male. Furthermore, the confrontation with Rob is especially intense due to the fact that he is a wolf (or dog) and Rob is a leopard (or cat), given the constant rivalry between cats and dogs. Jabra is a very hot-tempered person. He can start yelling or fighting over any little thing that upsets him, but he quickly calms down. Jabra is also quite superstitious. Thanks to his comedic side, Jabra is the more rational member of CP9. He claims he's not such a bad guy and offers his opponents a quick and painless death. However, in battle, his predatory side can emerge, expressing itself in howling, licking, and mocking his "prey." Additionally, Jabra apparently enjoys "tasting" his opponents rather than simply biting them in his half-wolf form. In combat, Jabra enjoys tricking his opponents.

Kalifa is a tall, beautiful woman with blue eyes and long blonde hair. Kalifa gives the impression of being serious and professional, but she is not particularly intelligent. She is easily overwhelmed when ignored, and has become nervous about it. Kalifa is also vain, considering herself beautiful and sexy—she tries to smooth her skin with her Devil Fruit, although she has absolutely no need for it. When not using Rokushiki or her Devil Fruit powers, Kalifa specializes in close-quarters attacks, primarily with her legs. Her speed is so high that she creates an afterimage of herself when moving. Kalifa used a spiked whip, but after eating the Awa Awa no Mi, the whip was abandoned. Kalifa ate the Awa Awa no Mi, which allows her to create bubbles and "purify" the power of her opponents. Kalifa can also defend herself by condensing a bubble shield around herself. The Fruit's main weakness is that its effects are easily washed away with water. Her costume is quite revealing, revealing almost all of her legs. Despite this, he sometimes likes to smile when he sees something cheerful or disappointing in front of him. Kaku does not like to fight in a way that seeks to emerge victorious. He, like the rest of CP9, enjoys toying with the victim. Kaku is the most soft-hearted of the entire CP9. Kaku is a very cunning and intelligent individual, having managed to become a master shipbuilder in just five years. He also has the ability to shift his personality from a cheerful, carefree young man to a tough, cold-blooded killer. Kaku is capable of incredibly fast movement and jumping from incredible heights, landing easily on the ground without a scratch. He also has the ability to glide through the air and cover vast distances. A master of Rankyaku, Kaku increases the power of his attacks in his giraffe form by gaining two extra legs. He is the best swordsman in his organization. He wears a black cap, a black shirt with an even larger collar, an orange handkerchief protruding from his shirt pocket, pants, and shoes. He possesses the Ushi Ushi no Mi, model: giraffe.

Rob Lucci is a very tall, slender, muscular man with arched eyebrows and a small goatee. He has wavy, shoulder-length black hair, which is sometimes tied in a ponytail. When not fighting, his pet pigeon, Hattori, sits quietly on his right shoulder. Lucci has tattoos of crossed-out rectangles on both shoulders, as well as scars on his back from five cannonballs, representing the World Government symbol. Lucci presents himself as a collected and cold CP9 agent who rarely shows emotion. Despite his reticence, he dislikes being insulted, reacting violently when someone calls him Gakki. Furthermore, he considers any display of weakness or cowardice an insult, believing that anyone who shows weakness is no better than a criminal. He believes that any situation he is involved in must end in bloodshed, even if it goes against his superiors' views, believing this to be the effective completion of the mission. During battle, he is shown to be a cruel and sadistic fighter, joining the World Government solely because it allowed him to officially kill people. His cruel and violent nature is revealed when he enters full beast mode during battle. He also has a habit of intimidating or taunting his opponents. Despite his apparent lack of morals, he shows some, albeit rare, empathy for those he considers innocent. He cares deeply for his pet pigeon, Hattori, sending it to safety during dangerous situations. Finally, he expresses his gratitude to the doctors who saved his life. He is a tall man with thick lips, a black beard, and black hair, with his hairstyle resembling the horns of a bull. Blueno was young and loved baseball. CP9 agents revealed that they are emotionless killing machines dedicated to justice. Blueno is the only one who outwardly matches this image; while others like Kaku, Rob Lucci, and Kalifa were shown enjoying battles, toying with their opponents, and so on, Blueno remained calm and collected almost all the time, implying that this is his natural behavior. However, Blueno's actions symbolize the cynical, evil actions of the World Government, namely blackmail. Blueno was young and loved baseball. He wears a black one-piece suit. Blueno's Tekkai appears to be one of the most powerful in the group. He was the first in the organization to identify the application of Tekkai in motion. While not a master on the level of Jabra, Blueno has developed techniques like "Wheel," allowing him to move in Tekkai. He is also a skilled tactician. Rob Lucci has stated that bartending has dulled his senses, but this is likely another display of arrogance. He ate the Paramecia-type Devil Fruit, the Doa Doa no Mi, which allows him to create doors on any surface. The "door" can extend any distance, and no one can follow Blueno through it without his own sacrifice. He can also create smaller doors to, for example, trap his opponents' legs.
