Yukichi Fukuzawa: Appearance


Fukuzawa was a tall man who almost always has a stern expression on his face. He had long silver hair, which ended just above his shoulder, and metallic blue eyes, which appeared to have wrinkles eyebags under them.

He was always seen wearing a green yukata under a black haori (a traditional Japanese thigh-length kimono-style jacket, commonly worn by men) with golden borders with a zigzag pattern, and zori (flat sandals) with white tabi (toe-divided socks).

Yukichi Fukuzawa: Personality


Fukuzawa was, as expected from the president of the Agency, a serious man, capable of maintaining his calm expression at all times, even in front of an adversary. As a leader, he prioritized the welfare of his subordinates, especially seen when he once ordered all the personnel from the Agency to focus on finding and rescuing Atsushi Nakajima and put their ensuing work to a freeze.

Moreover, he placed great value in the Agency and its members, unyielding to give them up even in crucial situations and once threatening some assassins to target him alone rather than involve the Agency. Hence, he naturally became indignant when he learned that the Port Mafia lured in the Guild with their Agency clerks, even breaking a pen with his bare hands out of rage.

His undisputed authority was prevalent over his subordinates, to the point that even the confident Ranpo Edogawa dropped the idea of finding a murder case to solve rather than helping look for Atsushi after Kenji Miyazawa warned him against Fukuzawa's wrath if he did so. Moreover, Fukuzawa had a rather commanding aura within him that some Agency members, including Doppo Kunikida and Atsushi, occasionally flinch possibly out of intimidation whenever in the presence of the President. Nevertheless, he knew his subordinates' capabilities and never hesitated to seek them out when the situation calls for it.

After Kyōka Izumi made a cute face while asking the President to let her stay in the Agency, he hired her on the spot; Jun'ichirō Tanizaki remembered this instance and even attempted to ask Kyōka to apologize to the President on their behalf when they disobeyed his orders. Notably, he also had a fondness for cats to the point of keeping treats for them in the sleeves of his yukata. Mori is especially aware of this penchant that he even humored Fukuzawa during their confrontation if he was still "talking to cats".

Yukichi Fukuzawa: Ability

His ability, All Men Are Equal (人上人不造ヒトノウエ二ヒトヲツクラズ,, Hito no Ue ni Hito o Tsukurazu?), allowed him to suppress the abilities of those in the Armed Detective Agency. According to Dazai, it can "adjust the power of their abilities so that they may be controlled." However, applicants had to pass an "exam entrance" (i.e. they have to display values compatible with the Agency's in perilous situations) to fall under the range of the ability.

Yukichi Fukuzawa: Skills


Martial Arts: Fukuzawa proficiency in martial arts since a younger age are unmatched, as seen at his past before founding the agency. He possesses enough strength and reflexes to take on a group of assassins. As such, he was noted to have never lost a match to his mentee, Kunikida, and keep a intense combat against Mori even facing his unpredictable fighting style.

Kote gaeshi: One of Fukuzawa's trademark defenses is kote gaeshi (小手返, lit. "forearm return"), a throwing technique in aikido that uses an opponent's momentum against them.

Seoi nage: Fukuzawa was also proficient in seoi nage (背負投, lit. "shoulder throw"), a shoulder throw (throwing technique) in jujutsu.

Shukuchi: Fukuzawa was able to close the distance between himself and other using this martial arts technique that uses the body's weight to instantly bring them into range with their opponent.

Muto Dori: Fukuzawa also knew the technique muto dori (無刀捕, lit. "No sword capture"), a jujutsu technique for grappling and disarming an opponent wielding a sword.

Swordsmanship Skills: Fukuzawa used to practice swordsmanship, trained at a government-run school of martial arts and was one of the greatest swordsmen in the government known as Goken.

Yukichi Fukuzawa: Background


When Fukuzawa was young, he trained at a government-run school of martial arts. He was good friends with Fukuchi while in martial arts training. They had a friendly rivalry and spent time together after Fukuzawa took in Ranpo as well. Fukuzawa was a part of the Goken, the five greatest swordsmen in the government. He worked as an assassin who was tasked to kill war hawk bureaucrats and the leaders of foreign military parties who supported them towards the end of the Great War. At some point, he earned himself the nickname of the Silver Wolf as his skills were unanimously praised.

He stepped down from this position after he realized that he was starting to look forward to killing his targets because of how simple and easy assassinations were to him. He was shunned for this decision, but he ultimately permanently laid down his sword and became a lone wolf. He soon worked as a professional bodyguard for two types of job, namely contract jobs and one-off bodyguard gigs. During this time, he met Ranpo and assisted him in solving a case involving a theater murder case. He ultimately lost his job shortly after he began looking after Ranpo. Nevertheless, the two were requested by various clients and became notorious throughout Yokohama for their services, with Ranpo's detective skills and Fukuzawa's extraordinary strength.

Sometime during their partnership, Fukuzawa and Ranpo were able to locate Natsume, who was rumored to have connections in the government and underground organizations in Yokohama. Fukuzawa then sought his help in acquiring a skilled business permit for his Armed Detective Agency, which he envisioned to be an organization that would comprise strong and kind detectives based around Ranpo even after he would be gone.

Mori Ougai: Appearance


Mori is a fairly tall man and has a slender physique. He has straight, chin-length black hair slicked back, leaving bangs on each side of his face.

Normally, he wears a sharp suit, consisting of a white button-up, a black pinstriped suit jacket, black shoes, and black trousers. The shirt has a purple and white striped tie. Over this, he wears a black trench coat and long, almost knee-length maroon scarf he leaves hanging over his shoulders untied. He also wears white gloves.

In public, Mori wears much less lavish attire, more typical of a "doctor". He wears a purple button-up shirt, black tie, black trousers, black shoes, and a long white coat. Furthermore, he leaves his hair loose, and two strands fall over his forehead.

Mori Ougai: Personality


While initially showing himself as an ordinary, clumsy and worried middle-aged man, he later shows more about his true character, keeping calm even when the other people trapped in Anne's room ran away, staying together with Atsushi and Jun'ichirō Tanizaki, and still maintaining his composure when the latter was captured. Mori later reveals that not only is he good with strategies and planning, but also a cruel and merciless person capable of infusing fear on his enemies.

Mori Ougai: Personality


However, his cruelty is not for cruelty's sake. Mori always weights the gains and losses of his decisions, choosing the optimal solutions for the Port Mafia as a whole. Consequently, these decisions leave a bloodstained path and have hurt and traumatized countless other people, with Yosano and Dazai being prime victims of his abuse.

While a largely logical person who knows how to use words to his advantage, Mori is not above threats and intimidation typical of a cold, experienced mafioso. Age and gender do not matter to Mori, but when it comes to his grander schemes, he has a history of manipulating children, as their inexperience makes it that much easier to control them.

Mori's use of manners and polite conduct mostly attribute to maintaining a sense of control and power in any situation. For the most part, acting like a 'normal' person makes those around him less wary, as when he's in public and needs to avoid suspicion. Otherwise, it creates a certain distance between him and others, as if nothing they say ever fazes him. Fukuzawa, his former ally, knows the depths of Mori's darkness, and he and Dazai are most often the ones to see straight through Mori's many pretenses including Fukuzawa asking him if he still lusts on young girls during their set-up meeting during the Guild war. Once this facade disappears, Mori's intensity and willingness to do anything, even kill, become apparent and unsettling. His intensity is so much that Lucy is paralyzed with fear when Mori confronts her.

He does treat his subordinates with respect, valuing their skills and contributions to the organization and acknowledging their power. As such, even when facing a certain degree of insubordination, Mori is willing to overlook some mistakes so long as the outcome benefits the Port Mafia.

Mori Ougai: Personality


This contributes to why he never punishes Akutagawa's rash behavior. Even then, according to Mori, "effort is what matters, results come second", in the face of Akutagawa's previous failure of capturing Atsushi Nakajima.

This aligns with Mori's leeway towards the organization's most active, powerful members, allowing them a certain degree of 'freedom' and independence from his tight scrutiny. Generally, he usually only regularly speaks with his two most active executives, Kōyō and Chūya, the former of which often the first to criticize Mori's eccentrics in the form of dry banter. He and Kōyō converse the most often, and their partnership leads to Mori agreeing to spare Kyōka after she defects. As a result of the Port Mafia's prosperous control in Yokohama, Mori enjoys being held in high regard, either by respect, fear, or a mix of both, by his many subordinates.

Mori views the position of an organization's leader as both ruling them and being their slave. This belief drives Mori to his drastic and ruthless strategies. Furthermore, he is more than happy to use a common enemy to his advantage, as when revealing Naomi and Haruno's hideout to the Guild in hopes of using the Agency to take care of them and alleviate the Port Mafia's own workload. He uses the same tactic when leaking the orphans' location to André Gide, getting the orphans slaughtered and driving Oda to his own suicide mission. In both cases, Mori makes it so his direct word never reaches its intended target, leaving the power of his actions to force their hand instead. This manipulation and usage of knowledge is the core of Mori's decision-making and tactics, making him dangerous.

Losses and failure are Mori's worst enemies, such as a large number of subordinates and racketed collaborations dying during the Q incident, or Kōyō's being held at the Armed Detective Agency.

Mori Ougai: Personality


Likewise, he detests "parasites" such as smugglers and the ilk, people he believes they suck Yokohama dry for their own gain and upset its delicate balance. Given Mori's respect for Natsume, Mori agreed to keep balance in Yokohama, and Mori takes this seriously. For as cruel and cold Mori is, it's unmistakable that he's vital to Yokohama's balance.

The only time Mori's acknowledged a major oversight in his decisions is when taking in and mentoring Dazai. He largely underestimated Dazai's own intelligence and shrewd, detached way of looking at the world. Ironically, their near-identical nature unsettled Mori. Nonetheless, Mori takes his mistake and molds it into a valuable discovery: a subordinate and right-hand that knew his way of rationalizing. Control over Dazai was crucial to Mori, considering Dazai's intelligence could one day be his undoing. This largely contributes to Mori's decision to use Oda, a dear friend of Dazai, in eliminating Mimic and driving Dazai to defect.

Truly, the only person privy to Mori's less menacing and controlling side is Elise, even though there's incredible irony in the fact that even Elise's demanding, harsh attitude against him is something he intentionally configured. Mori has an obsessive nature towards Elise, irritating her with excessive trips to dress shops, tailors, and the like just to dress her up for his own amusement to which Oda describes it to himself as disturbing. Much to Elise's exasperation, even her harsh nature is something Mori enjoys. Given that Vita Sexualis manifests as a form of Mori's desires, it's unfortunate to note that he's a self-admitted pedophile something both Elise and Fukuzawa have expressed great disgust in, the latter considering Vita Sexualis a disgusting and disturbing ability.

Mori Ougai: Ability

His ability, Vita Sexualis (ヰタ・セクスアリス,, Wita Sekusuarisu?), is an ability that allows Mori to summon and 'configure' Elise's personality in any way he wills; he can make her levitate, chase after an enemy at high speed, and make her save him no matter what. He can summon Elise at will and make her attack his enemies with a barrage of large medical equipment.

Elise has shown her displeasure in Mori's ability in which she stated he always gets to "set the scene" and make all the decisions. Although Elise is powerful, Vita Sexualis requires strength and energy, thus when infected by Alexander Pushkin's virus, summoning Elise takes a toll on Elise. When Fukuzawa cut her down, she disappears. As Mori's ability, Elise doesn't die, but it takes time and energy for Mori to resummon her.

An important detail to note is that Elise used to be more subservient and borderline emotionless as Mori's ability. However, sometime after Yosano's mental breakdown, Mori intentionally configured Elise to mimic the young Yosano's defiant personality, showing a deep-seated obsession towards Yosano, of whom whose stubborn nature Mori frequently fawned over during the Great War.

If you suddenly hug him: Fukuzawa will freeze in place, his muscles will be tense for a few seconds. A man who was once a killer is definitely used to the touch = danger, but he will understand who is hugging him, and only uncertainly put his hands on your back, shoulders or the top of your head. He is rarely seen to be truly angry. But if you lie to him - intentionally and consciously - this is something he will not be able to accept calmly. His voice will become harsh and his eyes will become cold, and you will feel that trust is the most important thing to him. However, even in this state, he does not allow himself to humiliate you with words. When the anger subsides, he is the first to find a way to correct the harshness: he will say that he believes in your honesty and offer you a new chance to prove it. Yukichi Fukuzawa: Relationships — Mori Ougai


Fukuzawa has known Mori for more than ten years, first meeting the erstwhile underground doctor upon the instruction of Sōseki Natsume during the post-war era. Fukuzawa recognized Mori's bloodlust from their first encounter, commenting how atrocious he killed after Mori used his medical scalpels. Later on, the two grew to be at odds with each other, with Fukuzawa's seriousness and Mori's theatrics occasionally clashing. Nevertheless, in the 12 years that they rarely fought together, Fukuzawa and Mori always emerged victorious.

As obtained from this partnership, Fukuzawa has a striking familiarity with Mori's nuances and preferences, such as using his scalpels in combat and his inclination to young girls like his ability Elise, similar to how Mori knows about Fukuzawa's proficient swordsmanship and interaction with cats.

The relationship between Mori and Fukuzawa does not need to be reinforced with words of love. Even if there was such a need, pride would not allow both of them.

Yukichi Fukuzawa: Relationships — Atsushi Nakajima


Fukuzawa allowed Atsushi entrance to the Agency per Dazai's initiative and later approval, which affects Atsushi with Fukuzawa's ability as a comrade. This intervention allowed Atsushi to control his once uncontrollable ability. Fukuzawa also treated Atsushi like his other subordinates. He is even willing to postpone work for the sake of rescuing Atsushi when he was once kidnapped by the Mafia, simply reasoning that he needed rescuing.

Over time, Fukuzawa naturally comes to know of the Mafia's repeated assaults towards Atsushi. Amidst the hostilities until the Guild's arrival in Yokohama, Fukuzawa still considered Atsushi's suggestion of forging an alliance with the Mafia as a united front against the Guild at the time. Fukuzawa immediately objected to the idea of colluding with an illegal organization, only taking the suggestion into account upon recognizing the weight that Atsushi's, who has been subjected to the Mafia's violence many times, words hold. Thus, the President ended up meeting with the Mafia against all odds, testament to his objective discretion as head of an organization.

Yukichi Fukuzawa: Relationships — Osamu Dazai


Fukuzawa first met Dazai upon the referral of Taneda. Because of Dazai's then suspiciously clean records, Fukuzawa initially thought of Dazai as a dangerous individual, more so because of his rare nullification ability. However, under the watchful eye and positive judgment of Kunikida, Fukuzawa allowed Dazai to pass his entrance exam and become an official Agency member.

From then on, Fukuzawa treats Dazai like his other subordinates and even accepted to let him stay implicitly after knowing that Dazai came from the Port Mafia. In this regard, Fukuzawa's perception towards Dazai is shown to have been unchanged and even asked assigned him to orchestrate a clandestine meeting with the Mafia. He also personally participated in Dazai's and Ranpo's scheme in having to activate his ability during Kyōka's entrance exam against all odds, testament to Fukuzawa's trust in two of the Agency's brightest detectives.

In the same manner that Dazai trusts the President, Fukuzawa also believes in Dazai's discretion, specifically in having a wanted weretiger join the Agency. Fukuzawa then assigned him with his entrance exam, and, after Atsushi passes his test, Fukuzawa leaves the boy's fate to Dazai despite having the final say to the decision, considerably fine with whichever option Dazai and Atsushi choose.

Yukichi Fukuzawa: Relationships — Akiko Yosano


Fukuzawa first had Yosano recruited into the Agency through Ranpo's intervention during the post-war era. Then-underground doctor Ōgai Mori's treatment of Yosano sparked a disagreement between Fukuzawa and Mori, in which the President condemned the latter's exploitation of Yosano's ability for his personal schemes in contributing to the Tripartite Framework. Hence, this cemented the end of their partnership; Yosano eventually entered the Agency as requested by Ranpo, becoming the organization's second official member.

Yukichi Fukuzawa: Relationships — Doppo Kunikida


Fukuzawa considers Kunikida as a trustworthy subordinate, entrusting him with different responsibilities and acting as his second-in-command. As such, Fukuzawa once entrusted Kunikida with overseeing Osamu Dazai's entrance exam, leaving it to Kunikida's prerogative to observe and examine Dazai's character whether he is fit to join the Agency. As such, he gives Kunikida his trust, assigning him to kill Dazai should he pose a threat to the Agency. Fukuzawa also relays some crucial information with Kunikida personally, including the location of the Bankoudou Hall that Fukuzawa has told very few people about.

Fukuzawa and Kunikida also share a mentor–apprentice relationship. Fukuzawa trained Kunikida in martial arts, with which Kunikida claims that his master has always won every single time against him. Moreover, they occasionally play go in a small tatami room near the office after work. Fukuzawa may be proficient in the game, as Kunikida, despite being quite calculating, has considerable difficulty winning against his master and admitted that he is still far away in being a match for him, holding him in high regard.

Despite not being explicitly shown, Fukuzawa assured Santōka Taneda that he has thought of the plans for the Agency should something happen to him, implying to have chosen Kunikida as his successor as Agency President. This shows Fukuzawa's perception towards Kunikida as a suitable candidate and role model who can successfully take on his mantle.

Yukichi Fukuzawa: Relationships — Ranpo Edogawa


Fukuzawa first met Ranpo when he was 32 years old and has the job of being a bodyguard for other people. Despite being a lone wolf and out of his mistrust in organizations and other people, Fukuzawa took the 14-year-old Ranpo with him after the latter pleaded for his company, unable to merely leave the orphan alone.

Along the way, Fukuzawa finds out about Ranpo's special gift of deduction and the child's bizarre perception to what was considered normal due to his high intellect. This compelled Fukuzawa to present him with a random pair of glasses and claim that Ranpo is a special ability user, which Ranpo believes until his adulthood. Fukuzawa also became wary of Ranpo's security at the time, as Yokohama was then lurking with underground organizations and lawbreakers who might exploit Ranpo's intellect for crime.

Mori also supported Natsume's Tripartite Framework, which Fukuzawa would eventually learn from Mori.

At some point, Mori and Fukuzawa were told by Natsume that "Only a diamond can polish another diamond", an aphorism Mori came to remember in his adulthood and whose certainty he apparently wished to test with Dazai and Chūya in the Mafia.

Natsume would later resurface during his two disciples' virus affliction to reassure his faith in their organizations, confident that Mori and Fukuzawa would flush out their common enemy rather than fight each other to the death. Like Fukuzawa, Mori was initially surprised with their mentor's sudden arrival, though he soon accepted Natsume's challenge to launch a collaborative counterattack on their mutual opponent.

Mori Ougai: Relationships — Akiko Yosano


Mori drafted the 11-year-old Yosano towards the end of the Great War for his intention of creating an "Immortal Regiment", which would use her ability to indefinitely heal the soldiers to battle. Though initially successful, the soldiers gradually developed trauma due to near-death experiences only to be returned to the front lines repeatedly, an event that drove Yosano to refuse Mori's orders from further healing soldiers upon grasping the horrors of the situation.

Mori explained how Yosano's ability was pivotal to changing the tides of the war to their advantage, but Yosano remained in her refusal to follow his orders. Hence, Mori shot Yosano's acquainted soldier to force her to heal him, from then on making things traumatic for and getting Yosano blamed by the soldiers for prolonging the war.

At some point after the war, Mori found Yosano in an isolation facility and attempted to take her under his custody once more to revive a new "Immortal Regiment" in overthrowing the erstwhile violence-mongering Mafia boss. However, Fukuzawa and newly-recruited Ranpo Edogawa of the Armed Detective Agency intercepted his plan, ultimately losing his opportunity to take in Yosano. His goals in taking Yosano into the Mafia, however, remained, as he admitted having arranged to have her potentially transfer to the Mafia as part of a deal with Fukuzawa, albeit falsifying statements to gain the upper hand.

Nevertheless, Mori recognizes how Yosano and the Agency members are willing to proceed with a deal to help save the Agency despite its likelihood of being a trap and against his own instructions, hence ordering the Black Lizard to perform the necessary arrangements and actions to protect her and the Agency at all costs.

Mori Ougai: Relationships — Osamu Dazai


Mori and Dazai met under vague circumstances, though they would eventually become "collaborators" following Mori's murder of the previous Mafia boss and Dazai being selected by Mori as witness to the boss's "death". Mori had then chosen Dazai as his witness as the optimal solution, until the young man told him of his error: deviating from Mori's initial strategy that the suicidal Dazai would die early on, Dazai has not died since then, hence not yet completing Mori's plan. As a result, Dazai reminded Mori of the latter himself.

Nonetheless, Mori utilized the miscalculation of choosing Dazai as his accomplice to another purpose, forming an ambiguous relationship with Dazai. Despite Dazai not being affiliated with or part of the Mafia, Mori ordered him to investigate the alleged reappearance of the previous Mafia boss he killed, to the extent of handing him a Silver Oracle for the matter. Along the process, Dazai accepted Mafia membership, much to Mori's delight; he then gave Dazai an entire unit and a job.

For his entrance in the Mafia, Mori gave Dazai a black coat and believed that Dazai would eventually rise up to the rank of executive in no time. Mori also presumably taught Dazai various theories such as the raw meat theory and strategies from the likes of Schelling, Nash, and Kissinger.

Whenever he could, Mori would consistently invite Dazai back to the Mafia as executive, despite most likely being turned down. Mori once even thought that, had Dazai been his right-hand man during the Guild war, they would have long concluded the incident and likely defeated their enemy swiftly. Since then, Mori has always left Dazai's spot in the executive position vacant.

Mori Ougai: Relationships — Yukichi Fukuzawa


Mori first met Fukuzawa shortly following the Great War about 12 years ago, particularly when he ran an underground clinic. With Fukuzawa assigned by Natsume on bodyguard duty, Mori assured Fukuzawa that the clinic was a neutral zone. Upon being targeted as an underground data broker who attracted foreign outlaws, Mori soon disposed of his captors and indicated knowledge towards Fukuzawa's aptitude for combat, similar to himself. After he mentioned the idea of the Tripartite Framework to Fukuzawa, Mori and the latter stormed the outlaws' base to retaliate. In the years they rarely fought together, Mori and Fukuzawa always emerged victorious.

Because of this partnership, Mori became aware and familiar with Fukuzawa's capabilities and habits, including his skillful swordsmanship and fondness towards cats, similar to how Fukuzawa grew to know Mori's preferred use of his scalpels in battle and inclination to young girls. Mori also knew that Fukuzawa is more adept physical-wise compared to him, a trait his tactical mind would later use to his advantage in battle to prematurely defeat Fukuzawa.

By the time Mori became the then Mafia boss' retainer physician after the war, he and Fukuzawa fought over custody of the young Akiko Yosano, whose healing ability Mori exploited for his "Immortal Regiment" scheme primarily during the war that spiraled Yosano into psychological trauma. While Fukuzawa deemed his strategy to be heartless, Mori refuted his claims for the sake of logic in overthrowing the Mafia boss—who had been spreading violence and chaos throughout Yokohama—with another "Immortal Regiment", all for the purpose of upholding the Tripartite Framework. This disagreement then marked the end of Mori's and Fukuzawa's alliance.

As Mori and Fukuzawa parted ways, the two eventually became leaders of their respective organizations, which emerged in rivalry due to their opposing natures of operations. However, despite their distinct and clashing manners of protecting Yokoham

Mori first met Chūya during the latter's time with the Sheep in the midst of the previous Mafia boss' seeming revival. Mori was unfazed towards Chūya's blackmails and knowledge of Mori's rumored assassination of the previous boss; he even admitted straightforwardly to Chūya that he indeed killed the boss himself. Nonetheless, Mori acknowledged Chūya's power and recognized that the latter knew about Arahabaki, hence partnering him with the young Osamu Dazai in their initial investigations.

Deep down, Mori apparently wished to test whether Sōseki Natsume's maxim that "only a diamond can polish another diamond" applied to the two adolescents, similar to what was taught to him and Yukichi Fukuzawa. Furthermore, Mori advised Chūya on the complex essence of leadership from his perspective, which made Chūya realize what he lacked in leading the Sheep. Upon earning Chūya's loyalty, Mori shortly welcomed him to the Mafia, handing him Randō's hat as a tradition in the organization.

Eventually, upon Chūya's rise as a Mafia executive, Mori entrusts him with various responsibilities and once assigned him alone to be his personal envoy to deal with the Agency during the Guild war, asserting that he has "more than firepower to smash the Detective Agency". In other circumstances, Mori would occasionally be updated by Chūya on intimate Mafia details, such as their casualties or losses, and would visit them personally to pay their respects when possible.

Mori Ougai: Relationships — Kōyō Ozaki


Kōyō and Mori appear to be in good terms as fellow Mafia echelons. They seem to be occasionally with each other's company, once amidst the falling cherry blossom petals overlooking a distant pavilion. Moreover, Mori considers Kōyō to be a powerful ability user and skillful individual, confident that she could have easily escaped from the Armed Detective Agency's captivity or even leave the Mafia without too much struggle given her powers, though Kōyō assures him that she holds a grudge towards his predecessor and now prefers helping him.

Mori's ideas sometimes clash with Kōyō's, particularly regarding Mafia executive Ace. Kōyō personally disdained the former gambler and did not completely trust him, which Mori considered, albeit proceeding with his own agenda of letting Ace handle Fyodor Dostoevsky rather than Kōyō's torture squad.

During Mori's virus affliction, he was saved by Kōyō from Jun'ichirō Tanizaki's assassination attempt, saying that she does not want the Mafia to return to its previous state without Mori's leadership.

Mori Ougai: Relationships — Elise


As the manifestation of his ability, Mori is very fond of Elise and has kept her alongside him since the Great War. Following the war, Mori still had Elise in his underground clinic near him at all times, though he grows considerably fawning towards her over time. For instance, one of his typical requests for her was to have her try on some dresses, even repetitively pleading her to do so given her constant refusal. In general, Mori is ardently attached to Elise and remarks that he would never grow tired of her feisty temperament.

Over the duo's shared lengthy history, Mori and Elise usually banter with each other over various and typically petty topics given Elise's "angry and cranky" attitude, a feat Mori himself apparently set up himself as his ability. For example, Mori once asked her not to eat too much sweets, reasoning that it is unhealthy, though Elise in turn promised to wear the "frilly dress" he bought, making Mori yield and even offer her seconds for dessert. Amidst Elise's brief insults, Mori merely takes it moderately or even ignores some of them.

In public, Mori poses as an ordinary doctor with Elise as his companion, albeit sometimes posing as his daughter. He usually buys her several clothes on a single trip, once reaching at least 15 clothing stores to buy from. Mori also grew desperately concerned with Elise's apparent disappearance along the streets during the Guildarrival in Yokohama, hence staying behind in Lucy Maud Montgomerydimension with the thought that Elise might have been captured inside. Nevertheless, Mori retains his doting stubbornness towards Elise and her defiant attitude.
