Anasui is a man of above-average height and a medium or athletic build. He is always seen wearing a thin, flat hat, and wears a tight mesh over his upper body and legs, exposing most of his chest. The mesh is formed by diagonal stripes resembling a net pattern with extremely large intervals between the lines of clothing. One of the most prominent features of his shirt (or lack thereof) is the presence of footprint designs that run from his waist skirt up to his chest. This perhaps reflects one of the uses of his Stand, as Diver Down shows the ability to extend his arms and legs from within another person's body.

Weather Report is a man of above-average height and average to athletic build.

He usually wears a light-colored, flat-topped buffalo hat (a fur hat with two short horns on its forehead), and a black leotard.

He later develops into Heavy Weather, representing the release of his full Stand power; propagating a particular bizarre mirage throughout everything within its range.

While deprived of his memories, Weather Report was mellow and eccentric. He would abruptly position himself just inches from Jolyne's face to get her attention instead of calling her name, and he usually walked on his toes. He was trustworthy and compassionate, rescuing those in need without regard for his own safety. Unless someone he knew was in danger, he rarely panicked. He was also described as having a strong sense of justice, describing the worst injustice as "evil that doesn't know it's evil."

Upon regaining his memories, he reveals his sinister colors. Though he still retains his former passion for his friends, he is unafraid to flaunt his powers for his own amusement. He now grins as he electrocutes his unsuspecting victims or even leaps for joy among his dangerous rainbows, his new personality terrifying even Anasui. His melancholy over his lost memories soon consumes him, leading him to seek reconciliation with his twin brother.
