Before her rise to power, she was taken in by Suyin Beifong and became a prominent member of the Metal Clan, serving as both the captain of the guard in Zaofu and part of the city dance troupe. Following the outbreak of anarchy in the Earth Kingdom upon Earth Queen Hou-Ting's assassination, Kuvira left the Metal Clan and earned the trust of the world leaders by stabilizing Ba Sing Se and was appointed as the nation's provisional leader. For the next three years, she subsequently set out to reunite the rest of the kingdom with her army, which earned her the title of "Great Uniter". In her pursuit of order, General Kuvira offered to protect the nation's states from bandits in exchange for their loyalty. During Prince Wu's coronation, Kuvira denounced the authority of the Earth King and dissolved the Earth Kingdom in favor of an "Earth Empire" under her leadership.She was also engaged to Baatar Jr., who left Zaofu with her to support her ideals.

Traumatized from her parents abandoning her as a child,Kuvira was driven by a fierce desire to protect and guide the citizens of the Earth Kingdom by achieving national unity through the use of military force. Described by Suyin Beifong as a complicated person, her willingness to usher in an age of solidarity and collective well-being was further nurtured by Suyin's progressive ideology, to which she was exposed from early childhood.her time in Zaofu, Kuvira was generally a caring person with a warm disposition, loyal and obedient to authority, following orders from her former superiors with no outward protest, even when she wanted to act beyond the confines of her position as the city's head of security.However, as the anarchy instigated by the Red Lotus escalated, Kuvira found herself increasingly at odds with Suyin, as her desire to reinforce the Earth Kingdom's security and prosperity led her to break away from the Metal Clan, labeling Suyin's refusal to do so as gutless.Leading the campaign to restore order to the Earth Kingdom, her demeanor changed to one of self-righteousness and hostility to those who defied or criticize her motives, having threatened to leave a group of bandits to die on a train rail if they to declined Kuvira's offer to serve her, in addition to having threatened Varrick's life when he refused to continue his spirit vine experiments. Moreover, Kuvira conveyed no hesitation in departing from the capital of Yi without providing aid to its impoverished citizens when the state's governor refused to accept her extortionate deal, while also berating him for failing to put his citizens' needs ahead of his own pride. While Kuvira was highly persuasive and capable of convincing state leaders to pledge their allegiance to her, she was proficient in intimidating individuals that refuse to comply with her requests.

Kuvira tended toward extreme anger when people deeply criticize her and do not follow her orders, such as when she almost choked Guan to death for refusing to surrender while calling her a traitor.Ultimately, Kuvira reached the conclusion that giving control of the Earth Kingdom to someone based on lineage was archaic, believing that she was best suited to govern the nation. Her relentlessness in reuniting the Earth Kingdom became a subsuming goal justifying all the means deemed necessary to achieve her vision, which included forcing citizens into slave labor, removing dissenters and people not of Earth Kingdom descent to reeducation camps, and experimented with weapons of mass destruction e.g. spirit vine technology.Kuvira's confidence in her own right and skill reached the point where she challenged Korra to a duel in order to prevent an all-out battle and possibly risk the lives of her soldiers, displaying both her personal bravery and a certain loyalty toward her army. Though she usually possessed a calm and serious composure, she could be short-tempered, agitated, and hostile when provoked or threatened, such as when she was heavily criticized by the governor of Yi and by her former subordinate Guan,or when the Colossus was being breached by the Satos.

Kuvira was an earthbending master capable of manipulating large amounts of earth and rocks to suit her needs. Her prowess was recognized by skilled earthbenders, such as Suyin, and others who witnessed her expertise in action before, e.g. Opal.Kuvira demonstrated mastery in the use of metalbending, capable of traversing several terrains and climbing large mountainsides with relative ease using metal cables. She also exhibited considerable physical strength, having been able to grip Tonraq with a cable and support his weight.Coupled with incredible accuracy and agility, Kuvira could simultaneously subdue several dozen opponents by covering their eyes and binding their limbs with metal strips, allowing her to toss opponents around almost effortlessly.She could easily fashion an assortment of weapons from minimal metal, such as knives, swords, and whips.Kuvira also had the ability to sense when others are performing metalbending in her vicinity.was a smart and natural leader, evident from her time as the captain of the guard in Zaofu and through her accomplishments as the "Great Uniter".
