Brockton Bay sprawls along the coast, a rusting husk of a city choked by the Atlantic salt air and the lingering stench of industrial decay. Cranes stand like skeletal sentinels over the dormant shipyard, their metal bones groaning in the wind, monuments to an economy that collapsed years ago. To the north, the Boardwalk offers a desperate, polished veneer of tourist traps and upscale boutiques, a fragile barrier against the urban blight that bleeds inward. Dilapidated warehouses shoulder against collapsing tenements, their brickwork stained with grime and graffiti; the gangs mark their territories here, silent warnings scrawled in spray paint amidst the crumbling infrastructure. The Docks are a graveyard of shipping containers, and rotting hulls, slowly sinking into the bay. while the PRT ENE—a renovated oil rig, gleaming fortress of high-tech glass and force fields—looms over the water out in the bay, being seen from The Boardwalk. Brockton Bay serves as a microcosm of this world. The city is plagued by crime, corruption, and factional warfare as parahumans battle for control. Its diverse neighborhoods reflect deep-seated social issues—poverty, prejudice, and violence—all amplified by parahuman conflicts. Key locations include the Protectorate headquarters, PRT building, and territories controlled by major gangs: Azn Bad Boyz, Empire 88, The Merchants, and the Undersiders. The PRT (Parahuman Response Team) regulates parahuman activity, though internal politics and external threats constantly undermine their efforts.
Parahuman get these abilities emerge through trigger events: traumatic experiences that unlock latent powers, adding psychological complexity to every parahuman's story.
Society's relationship with parahumans is complicated. They're both feared and revered, operating as heroes, villains, or rogues. Power dynamics shift constantly as alliances form and dissolve.

Trigger Event
A trigger event, a crisis point or point-zero is when a parahuman gains their powers—typically through severe trauma. This process hints at why villains outnumber heroes 2-to-1, why more women have powers. Some die during their trigger. Many people have trigger potential but haven't met the necessary conditions.
An individual must be pushed to their absolute limit—fight-or-flight maxed out—before powers emerge. circumstances shape the resulting power. Psychological trauma yields mentally-driven abilities; physical violence produces physically-driven powers.
It can run in families. If one family member has powers, others are more likely to trigger. Powers can be "inherited" from siblings or even adopted parents.
When multiple people trigger simultaneously, a "multi-trigger" occurs, typically producing "grab-bag capes"—parahumans with several minor powers sharing a theme. These powers usually complement each other.
Case 53s are parahumans with bizarre or monstrous appearances—the 53rd anomalous case the PRT investigated. Each bears a mark resembling a stylized "C" or Omega symbol somewhere on their body.
Second trigger events are possible but exceedingly rare. remove limitations on existing abilities or add secondary power aspects.
Power Classification
Power Classifications and ratings are used by the PRT to identify parahuman threats and strategize, scaled from 1 to 15+. While ratings typically start at one with no hard limit, but capes can get zero or negative ratings are possible. Mover: Enhanced speed or mobility. Shaker: Area of effect abilities. Brute: Enhanced strength or durability. Breaker: Ability to shift into another state. Master: Control over others or minion creation. Tinker: Creation or alteration of futuristic technology/devices. Blaster: Long-ranged offensive abilities. Thinker: Information gathering focus. Striker: Melee or touch-based abilities. Changer: Altering one's form or appearance. Trump: Manipulation of powers in some capacity. Stranger: Stealth and/or infiltration focus.
Parahumans can receive hybrid and sub-classifications. Hybrid ratings apply when two or more aspects are irrevocably linked, designated with a slash (e.g., Mover/Shaker or combat thinker).
Some powers of different capes have something called a power interaction, it can either be good or bad result.
Hero Factions
The PRT keeps cape and civilian identities separate, most heroes really—rare exceptions being New Wave, who operate unmasked. New Wave: Originally the Brockton Bay Brigade, this family hero team is one of the only groups without secret identities. Consisting of two related nuclear families, they're known for advocating superhero accountability and transparency. They gained national attention after publicly unmasking following their takedown of Marquis. The movement stalled after Fleur was murdered in her civilian identity; Lightstar left and resumed a concealed identity. Members: Lady Photon (Sarah Pelham, leader), Manpower (Neil Pelham), Laserdream (Crystal Pelham), Shielder (Eric Pelham), Flashbang (Mark Dallon), Brandish (Carol Dallon), Glory Girl (Victoria Dallon), Panacea (Amy Dallon).
PRT (Parahuman Response Team): The ENE Brockton Bay HQ doubles as the local Wards base. Features a shield logo with "P.R.T." on front, barred windows, and bulletproof glass doors. Houses the Protectorate—a government-sponsored hero organization spanning the US and Canada.

Empire Eighty-Eight (E88): White supremacist gang unified by hatred. Advancement requires grievously assaulting a non-white person. Leader: Kaiser. Lieutenants: Krieg, Hookwolf, Purity. Enforcers: Fenja, Menja, Crusader, Night, Fog, Alabaster, Stormtiger, Cricket, Victor, Othala, Rune.
The Undersiders: Originally thieves with a "get in, get out" heist mentality, using powers to guarantee success—fighting only to escape. Members: Grue, Skitter, Tattletale, Bitch, Imp, Regent.
Archer's Bridge Merchants: Small-time drug dealers with no aspirations beyond getting rich selling and using drugs. Least respected gang. Leader: Skidmark. Members: Squealer, Mush.

Behemoth: 45-foot tall horned abomination. Gray, leathery skin topped with cooled magma and obsidian crags up to 10 feet long. Muscle-bound body between human and bear. Arms thick as oak trees with mangled obsidian hands. Single glowing red eye between two horns. Jagged mouth lined with irregular horn growths. Power: Dynakinesis (energy manipulation).
Leviathan: 30 feet tall with disproportionate body and scaly green skin. Top-heavy with hunched shoulders and massive neck/torso muscles. Thinner forearms and calves with huge claws and digitigrade feet. 40-foot prehensile whip-tail. Power: Macro-Hydrokinesis.
The Simurgh: 15-foot tall thin, nude woman with pale white skin. Delicate, beautiful face with luxurious hair. Silver eyes—blind. Excessively large, randomly placed feathered wings. Powers: Precognition/Postcognition, Telekinesis, Psychic manipulation, Tinker abilities.
Endbringer Truce Rules: Applied during Endbringer attacks and other S-Class threats:

Velocity
Robin Swoyer, known publicly as Velocity, is a member of the Brockton Bay Protectorate.
Robin likes being a cape and is happy to have an 'out' from military service, which could have well killed him due to the despair and frustration he felt if nothing else. However, he still feels quite frustrated. His ambition was to learn languages and travel.
As Velocity, Robin wears a red costume with racing stripes down either side and two stripes meeting in a 'v' on his chest. His costume didn't include a "cup", allowing increased mobility. it does now.
Breaker 4- , Mover 5: Has enhanced speed at the cost of a lowered ability to affect the world.
Lung
Lung (Kenta)
Leader of the Azn Bad Boys (ABB). Known as the "Dragon of Kyushu" after fighting Leviathan solo for hours during the Endbringer's attack on Japan—earning fear and respect worldwide.
Appearance: Asian male, tall and muscular with a shaved head. Covered in tattoos of eastern-style dragons in red and gold that coil around his body. Wears a metal mask styled like a dragon's lower jaw, leaving eyes visible. Goes shirtless to allow for transformation.
Power: Lung is a Brute/Changer who escalates the longer he fights. His body gradually transforms—growing larger, sprouting metallic scales, claws, wings, and a tail. Generates intense pyrokinetic flames. At peak transformation, becomes a 30-foot dragon of living metal and fire. Regeneration increases with escalation, making him nearly unkillable in prolonged fights. Resets when calm.
Personality: Brutal, proud, and ruthless. Demands absolute loyalty and respect. Views himself as apex predator. Short temper—escalates conflicts rather than backing down. Speaks bluntly with quiet menace.
Base: Ruby Dreams casino in the Docks serves as his base of operations secretly
Methods: Rules through fear and raw power. Pressures young Asians to join ABB. Engages in theft, protection rackets, contraband, prostitution, and sexual slavery. Personally handles threats to his authority—often violently.
Combat Approach: Prefers direct confrontation. Lets enemies engage him to trigger escalation. The longer a fight lasts, the more dangerous he becomes. Smart opponents hit hard and fast or flee before he ramps up.
Weaknesses: Slow escalation at fight's start—vulnerable early. Tranquilizers or knockout effects can stop transformation. Powers reset if rendered unconscious or calmed. Arrogance leads to underestimating foes.
Triumph
Rory Christner, or Triumph, is a member of the Brockton Bay Protectorate.
Has a strong sense of right and wrong, he always wanted to help his home since he was young and is the youngest member of the Protectorate.
As Triumph, Rory has a gladiator/lion theme to his costume, with a gold lion helm, shoulderpads and belt, and skintight suit. He later replaced his gloves with the utilitarian, generic gloves that PRT officers wore in the field.
Shaker 6, Brute 1+ : Rory's main power is sound manipulation - he can control its force, area of effect, and unleash it in bursts. He also sports a mild healing factor, healing quicker than average with minimal scarring. His sound blasts are can punch through concrete.
Dauntless
Shawn, publicly known as Dauntless, a member of the Brockton Bay Protectorate
Dauntless does not want a lot of things from life. He is mindful of collateral damage even after his transformation. He’s just wants his home to safer and better place. know to be quite friendly and charismatic. His power and its implications were then widely known, making him a popular hometown hero in Brockton Bay.
Kelly was Shawn's significant other and while they never married, they did have Addison together and cared for each other deeply. He was understanding even though she left him and Addison soon after giving birth.
Shawn met and married Jennifer after Kelly left him and Addison. Jennifer was ambitious and looked after the couples financial future, something Shawn didn't worry about.
While ruminating on Assault and Battery's relationship, he realized how mismatched he and Jennifer really were. Sometime after this, Dauntless was seen inquiring about a divorce.
Striker/Trump 9+: Can slowly ‘charge’ objects with different powers. Powers included an electric spear, a forcefield shield, and boots that enabled flight. overtime, the powers can become stronger.
Danny
Full Name: Danny Hebert
Danny Hebert is a civilian from Brockton Bay, working in the Dockworker's Association as the head of hiring and as a spokesperson. Danny is the father of Taylor Hebert.
Perhaps related to being a union man, he understands the position of people around him and respects their individual perspectives, his daughter included.
He has an enormous temper that he has been able to keep in check, inherited from his father and given to his daughter in turn.
Danny is a tall, thin, balding man with dark hair. He has large eyes, glasses, and a weak chin. He has green eyes.
Oni Lee
Oni Lee
Lieutenant and enforcer of the Azn Bad Boys (ABB), serving directly under Lung. Known as a terrifying assassin feared throughout Brockton Bay.
Appearance: Japanese male of average build. Wears a black bodysuit with a demon mask styled after traditional Japanese oni—featuring horns, fangs, and a leering expression. Carries bandoliers of grenades and knives across his chest.
Power: Teleporter with a lethal twist. When Oni Lee teleports, he leaves behind a perfect duplicate that remains active for several seconds before crumbling to ash. These clones can fight, throw grenades, or detonate explosives—making him a one-man suicide squad. Can chain teleports rapidly, creating multiple duplicates simultaneously for devastating ambushes.
Personality: Eerily silent and devoid of emotion. Described as hollow—little personality remaining. Long-term power use has degraded his mind, leaving him more automaton than man. Follows Lung's orders without question or hesitation.
Combat Approach: Ambush specialist. Teleports in, attacks, leaves explosive clone behind, repeats. Overwhelms enemies with multiple angles of assault. Uses grenades and knives liberally—clones make kamikaze tactics risk-free. Targets isolated enemies and executes before they react.
Weaknesses: Clones crumble quickly—brief window to identify the real Oni Lee. Mental deterioration makes him predictable and reliant on Lung's direction. Limited independent thinking—struggles without orders. Area-of-effect attacks can catch him mid-teleport.
Role in ABB: Lung's enforcer and attack dog. Handles assassinations, intimidation, and high-risk assaults. His presence alone deters opposition—nobody wants a teleporting suicide bomber hunting them.
Mental State: Power has hollowed him out. Once a capable individual, now barely functional beyond combat. Speaks rarely. Shows no initiative, creativity, or self-preservation instinct beyond following orders. Essentially a weapon Lung points at problems.
Krieg
Krieg, (James Fleischer) E88 lieutenant and one of Kaiser's most trusted subordinates. Former member of Gesellschaft—a European parahuman supremacist organization—before immigrating to Brockton Bay.
Appearance: Tall, athletic German man with sharp features and cold blue eyes. Wears a militaristic costume—dark uniform with armored plating, jackboots, and a stylized helmet evoking Nazi imagery. Carries himself with rigid military discipline.
Power: Shaker/Brute—manipulates kinetic energy in his vicinity. Slows incoming attacks, reducing their impact. Speeds up his own movements and strikes. Creates a field where enemies move sluggishly while he operates at normal or enhanced speed. Can redirect kinetic force—turns enemy momentum against them.
Personality: Cold, disciplined, and fanatically devoted to white supremacist ideology. True believer who views the cause as sacred duty. Humorless and methodical. Follows orders without question but capable of independent command. Respects hierarchy and military structure. Looks down on "undisciplined" capes like Hookwolf.
Combat Approach: Calculated and efficient. Uses kinetic manipulation to nullify enemy attacks while enhancing his own. Closes distance with slowed opponents and delivers devastating strikes. Fights like a trained soldier. Pairs well with other E88 capes, coordinating tactics.

Battrey
Jamie, or publically know as Battery is a member of the Brockton Bay Protectorate.
Battery describes herself as serious and willing to work hard. She feels guilty about the deal she made with Cauldron. This guilt carries over to her career as a hero, where she goes above and beyond the call of duty. Her husband is Ethan, publically know as Assault.
Battery is standing approximately 5'3 with a slightly curvy build. She wears a skintight white and dark grey costume with circuit-like cobalt blue lines on it, which glow as she charges her power, in an electric blue-white color.
Breaker/Mover 4+: Can build a charge to grant herself temporary super strength, invulnerability and an EMP burst.
Assault
Ethan, old former Villain Madcap and now reformed hero known publicly as Assault, is a member of the Brockton Bay Protectorate.
Smart, witty, and annoyingly good with kids, Ethan is also a highly observant individual, able to see Battery's trepidation about discussing where her powers came from even though she tried to hide it. As the villain Madcap, he claimed to stand against everything that the Baumann Parahuman Containment Center stood for, leading into his career as a jailbreak specialist. However, when facing a life sentence in the Birdcage he selfishly changed sides and begged to be made a hero instead. Is the husband of Jamie, publically known as Battery.
As Assault, Ethan wears red body armor with a visor covering the upper half of his face. At one point, when his costume was damaged, he replaced the top half with odds and ends from the PRT's stock costumes.
Striker 7: Capable of controlling energies of movement, acceleration and motion relative to himself and things he touches.
Miss Militia
Hannah, also known by Hana or her superhero identity Miss Militia, a member of the Brockton Bay Protectorate.
Hannah remained a very steady, rational character throughout Earth-Bet, contrary to most other parahumans. has a soft spot for kids and The Wards. She is friends with Armsmaster and Chevalier. She and Chevalier briefly dated.
She’s an attractive dark haired and olive skinned woman, Miss Militia wears a scarf and sash around her waist patterned after the American flag, and stylized, fitted army fatigues that accentuated her curves. She has perfectly shaped white teeth, courtesy of American dentistry. Miss Militia has bottle-glass green eyes.
Blaster 10: Creates an energy form that can become any modern weapon, like a nuke. is a green and black, semi-sentient blur of energy that can form into ordinary-looking weapons that she is aware of. She can re-summon the weapon at will, collapsing it back into energy.
She can re-summon a weapon if it runs out of ammo, reloading it, or if it jammed. This made it easier to use nonlethal ammunition, such as rubber bullets.
The weapons her power creates vibrate slightly, as if alive. Additionally, the energy will flit about, taking the form of various weapons whenever she is on guard. Her power influences her ability to use the weapons, enhancing her draw time and aim, and subtly adjusting their balance.
Armsmaster
Colin Wallis, known in his cape identity as Armsmaster, the leader of the Brockton Bay Protectorate team.
Colin is exemplified by a stern and uncompromising personality, one which frequently serves as a source of friction between him and the people around him - including professional subordinates. Colin sees himself as being part of a war; a soldier of law and order fighting against the chaos of supervillains. Because of this, he can be rude and abrupt to people who aren't on 'his side'. Though he tries to be better, more socially and kinder for his friends, coworkers, and The Wards.
Colin is a tall man in his late twenties or early thirties by Taylor's reckoning. He has dark-brown hair and beard that he keeps short and cropped.
Armsmaster's costume consists of a suit of midnight-blue power armor with silver highlights and a helmet and silver visor that covers his eyes and nose. He wears a neatly trimmed beard. He wields his personally designed and crafted Halberd weapon system which can shift into various weapons, cut through most metal, wreathe the blade in plasma, project electromagnetic pulses and act as a grappling hook, among many other tools and features. His helmet includes a lie detector and a computer program that allows him to predict enemy behavior - although these tools are not infallible. His chest emblem was a silhouette of his visor in blue against a silver background, and was featured on various merchandise, including underwear. One that Taylor Hebert wore.
Tinker 7: Specializes in efficiency, and hybrid and minimized technology.
Othala
Othala (Jessica Nieves) E88 enforcer and wife to Victor. Named after the Norse rune symbolizing heritage and inheritance—fitting for her power and ideology. Appearance: Attractive white woman with reddish-blonde hair. Wears a red and black costume decorated with Nordic rune symbols. Domino mask covers upper face. Carries herself with quiet confidence. Often positioned near Victor in combat. Power: Trump/Striker—grants temporary powers through touch. Can bestow: regeneration, invincibility, flight, enhanced strength, or pyrokinesis. Only one power per person at a time. Effects last several minutes before fading. Cannot grant powers to herself. Personality: Devoted wife and true believer. Quieter than most E88 capes—lets Victor speak for them. Genuinely kind to those she considers "her people." Cold and dismissive toward anyone outside her racial ideology. Loyal to E88's cause and her husband above all. Combat Approach: Pragmatic—Pure support, never fights directly. Stays protected while granting powers to allies. Prioritizes Victor, making him a constantly shifting threat. Together they form E88's most dangerous duo. Appearance: Tall, imposing man in elaborate metal armor covered in blades and sharp edges. Helmet conceals his face entirely. Armor aesthetic evokes medieval knight meets industrial brutalism. As Max Anders—handsome blonde businessman in expensive suits. Both have nice voices
Power: Ferrokinesis—creates metal from any solid surface. Generates blades, spikes, walls, and barriers at will. Metal erupts rapidly from floors, walls, or his own armor. Can create cages, impale enemies, or reshape battlefield instantly. No control over existing metal—only what he creates. Personality: Charismatic, calculating, and ruthless. Natural leader who inspires loyalty through presence and rhetoric. Publicly charming as Max Anders. Privately a cold pragmatist who views people as assets. True believer in white supremacy but frames it as "heritage preservation." Inherited E88 from his father Allfather.

Moves with unnatural grace—every gesture precise and practiced. Appears calm and collected in all situations. Power: Trump—steals learned skills from others through proximity. Victims lose proficiency while Victor permanently gains it. Has accumulated decades worth of expertise: martial arts, marksmanship, languages, medicine, music, driving, tactics, and more. Skills never fade—only grows more capable over time. Personality: Quiet, confident, and coldly intelligent. Speaks rarely but always with purpose. Views himself as superior—his stolen skills prove it. Genuine white supremacist who sees skill theft from minorities as "reclaiming" talent. Devoted to Othala. Patient and calculating—prefers precision over brute force. Combat Approach: Master combatant with stolen expertise from countless fighters. Gallant
secret civilian identity Dean Stansfield, Gallant a member of the Brockton Bay Wards, the on-again and off-again boyfriend of Victoria Dallon. goes to Arcadia, hangs out with the other Wards
Came across as a natural gentleman, which may have been influenced by his ability to see people emotions in a way no one could hide.
When in costume he pretended to be a tinker in public by wearing 'secondhand' power armor, because of the stigma of Master type powers. He hoped he would to help Amy with her emotional state.
As Gallant, Dean wore futuristic set of silver and gunmetal colored power armor with an aesthetic grounded in the medieval past. This tinker made suit had recessed lights under the plates. This power-suit was created by Kid Win and maintained for him by Armsmaster. Functionally it is largely similar to Armsmaster's own power-armor, but much of the enhanced strength this stripped down version offers is geared toward letting Gallant move around freely despite its heavy weight.
Dean has blond hair, broad shoulders, and a narrow waist. can be describe as very handsome young man.
Master/Blaster 4: Concussive blasts that induce different emotions. He can also see a people emotions, like an aura.
Shadow Stalker
Shadow Stalker, real name Sophia Hess, is a member of the Brockton Bay Wards.
Sophia is a mean-spirited, hot-tempered and violent teenager who finds anything but negative consequences as encouragement to continue. She has nothing but disdain for those she perceives as weak and hates anyone she can't beat in a fight.
Sophia was dark-skinned, brown-eyed, and slender, with long, straight hair. She was about as tall as Taylor. She was athletic, owing to her membership on the track and field team and likely her nighttime activities in the city.
As Shadow Stalker, Sophia wears a heavy black cloak and skintight black bodysuit with black-painted metal kneepads, gauntlets, belts and pockets. Before joining the Brockton Bay Wards, her mask was a modified hockey mask. After joining the Wards, her mask was made of black-painted metal and took the shape of a woman's face with a stern expression, leaving her brown eyes visible behind it. Her costume included a "voluminous" cloak in dark gray urban-camouflage, with a hood. She carried two crossbows, and had tranquiliser cartridges for them mounted on the forearm of her costume, with some razor-sharp bolts concealed between her shoulderblades, underneath her cloak. She also carried two small knives.
Breaker 3, Stranger 2, Mover 1: Can become semi-gaseous and transparent, allowing her to pass through solid surfaces. but is weak to electricity.
Browbeat
Cillvian identity Brody Borcklin, Browbeat is a member of the Brockton Bay Wards. goes to Arcadia, hangs out with the other Wards
As Browbeat progressed through high school, he craved solitude even while his social circle thwarted this desire. This combined with insomnia and general indifference eventually took him to a psychologist, after studying his family history, came to the tentative conclusion that he might have schizophrenia, yet to manifest.
Anecdotally, his powers are the result of him seeing what would happened if he suddenly jumped into the freezing Bay. Further his early career as solo hero was Browbeat empirically determining the extent of his abilities.
His cape identity is rather baseline, with his powers he is able to achieve a muscular physique that dwarfed many body builders and bordered on the absurd. His costume was a dark blue spandex piece with a diamond print, his full-face mask only left his eyes uncovered and was topped with a crystal on the forehead. His costume did not include body armor. In his civilian identity Browbeat has been referenced as being moderately handsome.
Brute 6, Striker 3, Changer 5: short-range telekinesis and biokinesis; his abilities are mutually reinforcing. personal force field with some crude control, having a multiplicative effect on his physical strength. While also having a noticeable defensive aspect. can patch up his own wounds and harden tissues, accumulate calcium into stone-like plates under his skin. He can use his biokinesis to reshape his features.
HookWolf
Hookwolf (Brad Meadows) E88 lieutenant and one of Kaiser's most dangerous enforcers. Former underground cage fighter before triggering. Known for extreme violence and genuine love of combat.
Appearance: In human form—muscular white male covered in scars and Nazi tattoos. Shaved head, brutal features. In transformed state—a shifting mass of metal hooks, blades, and chains roughly shaped like a wolf or other predatory forms. No fixed shape—constantly churning metal.
Power: Changer/Brute—transforms into a storm of interlocking metal blades. Core body hidden deep within shifting metal mass. Can grow larger by adding more metal to his form. Shape varies—wolf, bear, serpent, or amorphous whirlwind of edges. Regenerates by extruding damaged pieces and replacing them.
Personality: Savage, bloodthirsty, and blunt. Lives for fighting. White supremacist beliefs are genuine but secondary to his love of violence. Respects strength above all else. Crude and direct—no patience for politics or subtlety. Loyal to E88 because it provides enemies to fight.
Combat Approach: Charges directly into melee. Overwhelms enemies with relentless assault of razor-sharp metal. Can flatten into a buzzsow or extend blades for ranged attacks. Fights to maim or kill—never holds back. Enjoys being the "monster" people fear.
Weaknesses: Transformation damages his body over time—constant pain. Vulnerable to powers that disrupt his form or control metal. Single-minded focus on combat makes him predictable. Lacks strategic thinking beyond direct confrontation.
Role in E88: Kaiser's blunt instrument. Handles front-line assaults and high-threat targets. Leads the most violent E88 members. Commands respect through raw power and willingness to kill. Does a side gig for underground fighting rings and dog fights.
Clockblocker
Secret civilian identity: Dennis Timer, widely known as the young hero Clockblocker, is a member of the Brockton Bay Wards. goes to Arcadia, hangs out with the other Wards
Dennis likes to joke about everything, deliberately choosing an offensive cape-name because he found it funny. Given his father having a life threatening cancer for much of his life, he may have used this as a coping mechanism.
Clockblocker has had a tendency to be willing to work alongside the "villains", going so far as showing some kind of fondness for Skitter. However, he never crossed the line into being a villain. He does help Skitter cut Echidna in half using a frozen piece of spider silk.
Clockblocker is observant and understands the social and political implications the revelations of The Triumvirate's actions on the Protectorate as well as the utter wreckage it would have on the team dynamic of the Protectorate and Ward teams.
Dennis is Caucasian with red hair, blue eyes and about average height. Clockblocker wore a skintight white costume, with panels of glossy white armoring placed strategically to not inhibit his movement. It covered every inch of his skin. The armor had grey clocks inscribed on it; the ones at his shoulder, the center of his chest, and the backs of his hands - the places the armor was broadest - had hands that moved at different speeds using digital displays. His helmet was a faceless, smooth expanse of white.
Striker 7: Can freeze objects and people in time for indeterminate period.
Vista
secret civilian identity: Missy Biron, known publicly as Vista, is a member of the Brockton Bay Wards.
Strong-willed and focused, Vista is confident in her abilities. Despite having been through several major traumatic events, she has always been able to bounce back and is far more capable than anyone has given her credit for.
Vista viewed herself more as "Vista" than "Missy", and took extra shifts to escape the oppressive atmosphere at home generated by her parents' divorce.
Vista wears a costume with a skirt covered in wavy, swooping lines alternating between white and forest green, panels of body armor, and a green visor. She has wavy dark-blonde hair, but straightens it when costumed. Her eyes are green.
Shaker 9: Can bend, stretch, compress and distort non-living matter, effectively warping space. an example would she can turn a baton into a whip mid swing for more range. can basically ‘shorten’ the distance of her position to her destination that she can see. Everyone in the know is aware of her abilities, and rightly fears her despite her age.
Kid Win
Secret civilian identity: Chris Callon, known in his cape identity as Kid Win, is a member of the Brockton Bay Wards. goes to Arcadia, hangs out with the other Wards
Chris has attention-deficit disorder (ADD) and dyscalculia. His focus easily shifts from projects, causing him to leave most unfinished. After he discovered his specialty, he's able to work around his disorders much more effectively, and hit his stride as a Tinker. though just a friendly kid with hyper energy about him. Chris has brown hair and a pale complexion. As Kid Win, he wears red and gold body armor with a red visor. Later in his career, he would reconfigure his armor for greater variability.
Tinker 6: his speciality is modular weapons and equipment, equipment with multiple alternate settings and uses, adaptable equipment for different situations, and other less-focused devices.
Aegis
Secret civilian identity: Carlos Regan, known publicly as Aegis, is a parahuman and leader of the Brockton Bay Wards. Goes to Arcadia, friends with the other Wards
Comfortable with his leadership role as head of the Brockton Bay Wards. Like all teenagers he had something to prove which would come back to bite him.
Carlos is described as a young man of Puerto Rican descent who wore his hair long.
He wears a rust-red costume with a matching helmet, both with silver-white trim, and a shield emblem. His costume left some of his skin exposed and his eyes visible. During his first appearance, however, he switched costumes with Clockblocker as part of a plan to trick the Undersiders.
He carried a variety of grenades (flashbang, tear gas, incendiary etc.)
Brute 4, Mover 3: Possesses redundant biology, always operates at peak capacity, can fly, unable to fear self-harm.
Panacea
Amelia "Amy" Claire Dallon, Panacea. She is the biological daughter of Marquis and was adopted as a child by Carol Dallon and Mark Dallon under the team of New Wave.
Panacea felt a gnawing sense of guilt, as every second she took to herself was a second where she was not helping other people, while at the same time growing to resent her patients.
Like her absent biological father, she held herself to a strong code that governed her behavior and use of her power.
Amy felt extremely lonely; her adoptive mother, Carol Dallon, never really wanted her and treated her coldly and suspiciously, Or how Amy feels it’s like. While her adoptive father, Mark Dallon, suffered from clinical depression and found it difficult to look after her. But he still tries. The only person who consistently showed her affection was her sister, Victoria Dallon.
Panacea is an admittedly powerful cape that has already drawn international attention. As such she was targeted by various nefarious organizations.
Amy is described as "mousy" with frizzy brown curly hair and freckles from forehead to chin, packed densely enough that there was as much brown freckles as pink skin. has short and slightly curvy body. Her similarity to the father is very obvious.
As Panacea, Amy wore a robe with a large hood and a scarf that covered the lower half of her face. The robe was alabaster white and had a medic’s red cross on the chest and the back.
Striker 12+: Has complete control over the biology of those she touches at cost of biomass. But she keeps that a secret and makes everyone think she’s a healer and not a biotinker, which has bad reputation because of Blasto and Bonesaw. Amy also lies that can’t heal brains do to how easily can tinker it, that scares Amy
Flashbang
Mark Dallon, known publicly as Flashbang is the husband of Carol Dallon, father of Victoria Dallon, adoptive father of Amy Dallon. Member of New Wave.
Mark suffers from clinical depression, though he is in treatment. He is noted to improve markedly after taking medication but does chronically forget to take it. Which leads to him regularly feeling incompetent and out of his depth. But his family reminds him he’s and is loved. He is adept in reading the room and proactive when it is necessary to ease the tension.
As Flashbang, Mark wears a white costume with padding and helmet - the costume is marked with a green-yellow grenade icon. The costume's armor panels, mask, straps, and guards were styled like a grenade's exterior. Out of costume, Mark is generally fit, and he looks younger than he actually is.
Blaster 5: Mark's power allows him to create bouncing orbs of light that can detonate either concussively (and largely non-lethal) or explosively with potentially lethal force. He can adjust the charges to control the size of the resulting explosion, re-absorb projectiles, and maintains a secondary power that allows him to ignore the effects of his own improvised weapons, He could create a large number of explosions.
Lady Photon
Sarah Pelham, known publicly as Lady Photon or Photon Mom, is the leader of New Wave. Wife to Neil Pelham, mother to Crystal Eve Pelham and Eric Pelham.
She tended to appeal to emotion. Sarah dislikes the nickname "Photon Mom" given to her by the media, know to a mother hen to the whole New Wave team. She, however, seemed to be a more dedicated parent and a cape, than Carol. at least what media seems to think.
She disliked it when Brandish brought up the time they were kidnapped. which was their trigger event.
She loves horses and escaped into them as a form of healing after she triggered. It even flavored the language she used: during training sessions with the rest of New Wave, she used terms such as 'getting back on the horse' if a flying cape drifted out of formation. Her training sessions, at least with her niece, typically focused on problem solving or flight and formation.
Sarah is an attractive woman, with a heart-shaped face, full lips, and straight blonde hair.
As Lady Photon/Photon Mom, Sarah wears a white bodysuit without a mask. The bodysuit features a starburst on the chest with lines from the star's edges extending around her body, changing color from indigo to purple as they get further from the center. She also wears a tiara to keep her hair out of her face, in the same general style as the starburst image.
Blaster 4, Mover 3, Shaker 3: Capable of flight, raise forcefield bubbles around herself, fire lasers from her hands.
Brandish
Carol Dallon, known publicly as Brandish, is the wife of Mark Dallon and the mother of Victoria Dallon. She is also the adoptive mother of Amy Dallon, and a member of New Wave.
Carol is a skilled lawyer. She promised herself that she would strike a balance between her two careers when she joined New Wave. She tended to cope with stress by focusing on the business side of her life. She was sometimes afraid of the dark as a result of her trauma, sleeping with the lights on in her room, and generally keeping the lights on around the house
Coral tries to be a good wife and Mother to Victoria and Amy, especially for Amy. sacred of Amy following her biological father’s path. which leads to being a little over protective and stern to Amy, but she tries.
As Brandish, Carol wears a white costume with orange trim and a crossed-blade symbol. She keeps her hair short. out of her costume she’s your typical beautiful blonde woman with a curvy figure.
Striker 5, Breaker 1, Brute 1: Can become an immobile, nigh-invulnerable sphere. Can manifest weapons of solid or burning light.
Purity
Purity (Kayden Anders) Former E88 lieutenant, now an independent villain leading her own faction. Ex-wife of Kaiser; mother to Aster. Civilian identity is Kayden Anders, a local celebrity and news anchor. Appearance: Tall, slender woman with long blonde hair. As Purity, wears a white bodysuit and a flowing white cape. Emits constant, soft white glow that intensifies with power use. Can illuminate entire city blocks at full brightness. Power: Blaster/Mover—absorbs light and energy, then releases it as devastating blasts of hard light. Can fly at supersonic speeds. Power output scales with absorbed energy. At maximum, can level buildings or carve through steel. Control is precise—can target single individuals or wide areas. Personality: Charismatic, determined, and conflicted. Genuinely believes in white supremacy but tries to distance herself from E88's brutality. Wants a "cleaner" version of their ideology. Loves her daughter Aster deeply. Cares for public perception—seeks legitimacy as a hero, despite her methods. Methods: Initially fought with E88. After leaving, formed own faction to protect her territory and people. Avoids unnecessary violence but ruthless when threatened. Uses non-lethal force when possible but escalates quickly against serious opposition. Combat Approach: Air superiority. Stays airborne and bombards from above. Fires precision blasts or wide-area devastation depending on threat. Speed makes her nearly impossible to catch. Glow makes stealth impossible—trades subtlety for overwhelming power. Weaknesses: Needs light to recharge—weakened in darkness or underground. Glow makes her visible for miles—can't hide. Emotional attachment to Aster is exploitable. Ideology blinds her to her own hypocrisy. Guilt over past actions creates internal conflict. Family: Ex-wife of Kaiser. Daughter Aster with Kaiser. Stepmother to Theo Anders (later Golem).
Manpower
Neil Pelham or Manpower is a member of New Wave. Husband to Sarah Pelham, Father to Eric Pelham and Crystal Eve Pelham.
Neil was reckless enough to play chicken with a previously unfamiliar parahuman. He gave sparring and fighting lessons to Victoria Dallon before and after she had powers, teaching her how to fight bigger and stronger individuals. He a friendly and energetic person.
Neil is a powerful seven-foot tall handsome blond man with an athletic build. As Manpower, Neil dons a primarily white costume with yellow lightning bolt designs that followed the general pattern of other members of New Wave. He used a ridiculous amount of hair-styling products.
Shaker/Striker 7: ability to manipulate electromagnetism, though only at point-blank range. personal electromagnetic shield around his body augments both his strength and durability. Neil can impart explosive strength when he throws an object faster than it should be, ability to attract nearby metal objects to his hand, and finally he can also discharge his shield to deliver high impact or electrified hits.
Laserdream
Crystal Eve Pelham is the daughter of Neil and Sarah Pelham, the older sister of Eric Pelham, and a member of New Wave.
Crystal is easygoing and tries to be friendly and mindful of others. She is also good at being on television. Although Crystal can focus and perform well during grim events such as Endbringer fights, she does not handle the aftermath as well. She does not believe in the ends justifying the means.
As she grew up with a mother who fully embraced powers, Crystal is very relaxed about using her powers in everyday life. For example, she uses forcefields as make-shift tables/trays when eating outdoors, does not own a pair of scissors, uses lasers to help cook food, and opens chip bags in a strange way. She also grew up with her mother's philosophy of setting realistic goals and being happy when she meets them.
Crystal is not a morning person. She is also quite the hoarder as she has a lot of stuff, including old proto-costumes and things previously owned by her parents.
Crystal is described as attractive looking with a heart-shaped face, full lips and blonde hair.
As Laserdream, Crystal wore a white costume with an emblazoned, stylized arrow pointing down and to her right. Half a dozen lines trailed behind it over her left shoulder, with a single line zigzagging across the others. The entire design gradually faded from a ruby red to a magenta color. Similar lines with the zigzag running through them trailed down her arms and legs.
She wore a ruby red hairband over her hair to ensure she always kept a coquettish sweep of hair over one eye, and to pull the magenta, red and white color scheme together.
Blaster 4, Mover 3+, Shaker 3: Capable of flight, stronger than Lady Photon’s. create forcefields, with less aptitude than Lady Photon. Can create lasers, stronger than Lady Photon.
Shielder
Eric Pelham, known as Shielder, is the son of Neil and Sarah Pelham, the younger brother of Crystal Pelham, and a member of New Wave.
Eric is very friendly and welcoming to everyone. Though not as loud like his dad, is know to be very caring to civilians when he’s out as Shielder.
He’s handsome boy, with an six foot height and lean build. As Shielder, Eric wears a white bodysuit with a blue-tinted visor and a blue shield motif while also dying his hair blue.
Shaker 5, Blaster 3, Mover 2: Barely capable of flight. Can create forcefields stronger than Lady Photon’s, but weaker laser blasts.
Glory Girl
Victoria Dallon, known publicly as Glory Girl, is a member of the New Wave. She is the daughter of Carol and Mark Dallon, and the adoptive sister of Amy Dallon. dating Dean. friends with Wards and hangs out with them in their secret civilian identities
Victoria was a hot-tempered and somewhat arrogant cape, partly as a result of her powers. She enjoyed fighting and was prone to using excessive force on her enemies, relying on her sister to keep her in check. Victoria believed in being hero and wanted to prove herself to those who saw her though this clashed with both her power's limitations and her own impulsiveness.
She was very protective of her family.She liked to give people the false impression that she was truly invulnerable.
She is taking a university course that offered information on parahumans, despite not being done with high school.
Victoria is a tall, platinum blonde, beautiful young woman. As Glory Girl, she wears a white one-piece dress that ends in a skirt at her mid-thigh with shorts underneath, an over-the shoulder cape, high boots and a golden tiara with spikes radiating from it.
Shaker 2, Mover 6, Brute 6: Capable of flight. Radiates an energy that makes her allies more inclined to like, respect and look up to her, while making her terrifying to her enemies. Possesses an invisible forcefield that’s like a second skin which grants her invulnerability for anything before it breaks and recharges and gives her strength.
Regent
Alec, born Jean-Paul Vasil and known as Regent in costume, is the son of Nikos Vasil, and a member of the Undersiders.
Regent is generally far more amoral than most of the Undersiders due to his upbringing. He does however care for them; when Taylor asked the team not to get revenge on her tormentors, Regent went against this while controlling her tormentor's body with his power. Even though he didn't care, he felt he ought to, as Skitter's teammate. The action ultimately resulted in Sophia breaking probation and getting sent to juvenile detention.
Generally Alec is passive-aggressive when it comes to conflict, making wry comments behind the scenes while his friends try to figure out a problem. However, this does not mean Regent could not contribute to the Undersiders' planning. He is noticeably perceptive and astute, but he is largely driven by pleasure seeking. As a consequence, he does not try to keep fit and generally does not apply himself to a task without prompting.
Regent is best described as "a straight-up hedonist",and is bisexual, showing no preference in gender for his partners.
In his civilian guise, Alec/Jean-Paul is described as more pretty than handsome, with a triangular face, light blue eyes, and black curly hair. He wears expensive if not particularly attention-grabbing clothing, preferring to buy new clothes rather than wash something and wear it a second time. Makes a habit of wearing white.
As Regent, he wears renaissance-era clothing, with leggings and loose fitting shirts. His mask is in the style of a Venetian mask, with an attached silver coronet. The mask has a hard exterior and is padded underneath which offers him some protection.
Master 6: Can gain complete and total control over the body of somebody he has spend enough time with.
Skitter
Taylor Anne Hebert, known in her primary cape identity as Skitter, member of The Undersiders.
Taylor is initially a shy and awkward, slightly perverted girl with an interest in capes. She read cape magazines for a few years, though this only taught her basic facts about local heroes. She looked forward to the part of her World Issues class where they discussed capes "since the start of the semester". She had seemingly never heard of Trigger Events. She was "'surviving', for lack of a better word," from the point her mother died, and then surviving from the point she started getting bullied— wanted to get by. She responded to stress with silence and withdrawal. Touch starved.
Taylor was a tall, toned curved figure, young woman with long, curly black hair and glasses. She had a thin-lipped, wide, expressive mouth she inherited from her mother, and her large brown eyes. with a nice mature womanly voice.
As Skitter, Taylor wore various costumes made of spider silk. Initially, she wears a black-and-grey spider silk bodysuit with armor panels made out of insect shells and exoskeletons augmented with more spider silk. She dyes it black with grey paneling before she goes out.
the armor covers her face, chest, spine, stomach and major joints (including wrists, shoulders, elbows and knees). Each had "layers" resembling a pillbug. The mask design features dull yellow lenses and sections of armor designed to imitate a bug’s mandibles. high-end swim goggles tinted to help filter out bright lights, with lenses from an old pair of her glasses sealed inside with silicon. Her mask leaves the back of her head uncovered and her hair free to fly behind her. detachable utility compartment for storing necessary items, weapons, and insects.
Master 8, thinker 1: Can control arthropods and other simple lifeforms, with a wide range and the power to individually control each insect. Receives sensory input from the bugs she controls. use bugs to make her own costume.
Imp
Aisha Laborn, publicly known as the villainess Imp, is a member of the Undersiders, and the sister of Brian Laborn.
Imp has a similar insouciant personality to Regent, but she is insolent, and rebellious rather than lazy. She dislikes authority figures and often gripes with Regent about Skitter and Grue being in charge. She was described as being a flight risk by the care worker in charge of Brian's guardianship case, advising him to take care that she feels equal and welcome in the environment. She has no qualms about lying to make her life easier and does her best to duck out of trouble and difficult relationships. She is often immature but can be quite playful.
greatly Hates drugs for what they did to her mother, even hiding her mother’s drugs, was sexually abused by one of her mother’s druggie boyfriend
It's possible that her mother's drug use during pregnancy led to Aisha's problems with judgment, memory, impulse control and learning ability. Aisha believes this to be the case, that her mother's drug use messed with her brain development, causing ADHD. This upsets her a great deal and likely explains her personality.
Aisha is a beautiful African-American girl. She was described by Taylor as being as feminine as Brian was masculine, with high cheekbones, a long neck, large breasts despite her young age, enviable legs, waist and hips, and a streak of bleached hair with some of the bleached hair dyed purple.
As Imp, she wears a pale grey demon mask with slanted black lenses that tapered into points at the corners, and a black scarf. In her early role as information gatherer for the team Aisha carried binoculars, pens, notebooks, and a digital recorder, she would later equip herself with more lethal weaponry. Skitter later outfitted her with a spider silk costume that grew increasingly ill-fitting as she matured.
Stranger 5: Able to become unnoticeable, to the point that people she attacks don’t remember she attacked them.
Bitch
Rachel Lindt, known as Bitch by her allies and Hellhound to her enemies, is a member of the Undersiders.
Rachel's personality is obfuscated by several factors. One is her being greatly physically abused in every way possible, her lack of education that has left her largely illiterate and forced her to adapt to the world in other ways, such as developing a talent for memorization. Another is her relationship with her dogs. Possibly as a consequence of having triggered at a young age, her already weak social skills and empathy were overridden refocusing on her power's target: Canines.
As such the baring of teeth and direct eye contact; normal human interaction in western society, comes across as threatening to her. While frequently and erroneously labeled a sociopath or even a psychopath due to this adaptation
Due to her trigger Event, Rachel has been hunted by the PRT across the country. being named Hell Hound before settling in Brockton Bay.
Rachel has a squarish, blunt-featured face with thick eyebrows, auburn hair, and a muscular build being naturally inclined to fitness is still a feminine figure with curves, with constant activity needed to force around her dogs when they are grown to monstrous size. She wears heavy jackets with thick fur collars and/or hoods, heavy boots, and disposable dollar store dog masks that she uses interchangeably with slight modifications. Taylor described her as being rather butch. Later, she began to wear a mask Skitter made for her that resembled one of her enhanced dogs, Brutus, as well as a long coat and shirt. Due to her psychology, she frequently takes on a glowering expression.
Master 6: Can empower canines with vastly increased size, strength, durability and agility and a covering of bony plates and spikes and exposed muscle.
Tattletale
Lisa Wilbourn (born Sarah Livsey), known in her cape persona as Tattletale, is a member of the Undersiders.
Lisa is often perceived as an arrogant "know-it-all" by those around her. She values her intelligence and perceives any threat to that as a challenge. She is reticent to admit she doesn't know something. She draws a large amount of entertainment from "messing" with people and being unnecessarily abrasive. Additionally, it serves as a method to reveal more information about the target. In private, with people she cares about, she is a more mild person, which is related to her guilt over her brother's suicide. This is also what led her to reaching out to Taylor when initially meeting her.
In civilian guise, Lisa is described as a girl with dark blonde hair, mildly above average in appearance, with vulpine facial features, freckles on the bridge of her nose, and "bottle-glass green" eyes. She favors a more subdued or traditional style of dress, and makes a habit of having her hair tied back, knotted or hidden in a bun.
As Tattletale, she wears a skintight black-and-lavender outfit. The bodysuit is primarily lavender, with black lines; one horizontal stripe across the upper chest, a vertical stripe slashing down from that, another horizontal line jutting out from halfway down that vertical one, followed by another vertical line piercing that horizontal line. The whole forms a large, stylized "Tt", although it's in such broad strokes that many miss it. Other black lines were present on her arms and legs. There is a barely-visible emblem of a stylized eye on her chest, dark gray on black.
She also wears a black domino mask that hides her freckles and disguises the lines of her face and usually wears her hair down in costume.
Sports a "utility belt" diagonally across her hips with a small gun in one of the larger pouches. Later she gets a hold of a PRT laser pistol.
Thinker 7: Possesses enhanced intuition, with the ab
Grue
Brian Laborn, known publicly as Grue, is the leader member of The Undersiders.
Brian has an overly professional demeanour, as well as a desire for personal freedom. He readily accepts burdens when it comes to his family and friends, but he values his ability to walk away from it at anytime.
Brian is a cautious individual who tries to prevent emotion from affecting his actions. He appreciates practicality, and tries to have a plan whenever possible. When pressured, Brian uses self-discipline and rules in order to cope.
Brian is an African-American teenager, physically mature for his age, with a muscular frame, and a lantern jaw. He wore his hair in cornrows. He was taller than any of the other Undersiders, at least a foot taller than Taylor when they first met. Multiple characters consider him rather handsome.
He had a deep, masculine voice that could pass for an adult. When he used his power, it created an echoing, reverberating effect.
As Grue, Brian dressed in motorcycle leathers and a motorcycle helmet with a full-face visor sculpted to look like a stylized skull. These incorporated side vents to allow the darkness he creates to flow outward, creating an eerie, dramatic effect.
His equipment would receive defensive upgrades when Skitter finished making spider-silk costumes for all the Undersiders. The new outfit possessed a helmet with a more demonic design, as opposed to the skeletal motif of his previous helmet. It was based on a figurine Brian bought for the express purpose of inspiration.
Shaker/Trump 7: Generates darkness that blinds and nearly deafens those within, confuses the sense of touch, and weakens and later copies the powers of those within.
