Here, the streets of the Central District are filled with merchants from every nation, while ships from the Water Tribe and Earth Kingdom dock at the Southern Harbor. High above, Fire Nation blimps patrol the sky, and in the spirit parks, portals still glow faintly from the last great opening of the spirit world.

Korra has managed to maintain a fragile peace between humans and spirits, but tensions continue to rise. Ideologies clash, politicians conspire, and shadows move through the alleyways
