Character At the beginning of the story, P-21 was a stoic, if conflicted, individual. Generally kind to those in need, he was, however, unlike the more naive Blackjack, far more cautious and suspicious when dealing with strangers. He was prone to bouts of extreme moral judgment, attempting to impose his ever-shifting moral views on everyone else in the Wasteland, primarily using Blackjack and Co.'s fire to persuade people to see things his way.

Background Before the events of the fanfic, he was one of the male inseminators in Stable 99. As P-17, he was in love with the unicorn E-21, whom Blackjack accidentally beat to death with a baton, a fact he was never able to forgive her for.

Story When Blackjack rescued him from Daisy and Marmalade, who had found P-21 after his escape, and took him to the medical wing, he was placed in a holding cell despite his leg injury. Blackjack herself was later placed in the same cell, suspected of conspiring against the Overseer. Thanks to his hacking skills, they managed to escape from the cell, and then from Stable 99 itself. He is the father of Scotch Tape.
