Appearance Fubuki is a curvaceous young woman with straight, chin-length dark green hair styled at her waist with bangs, and light green eyes that range from jade to mint. She wears light pink lip gloss. Her main attire consists of a dark royal green, form-fitting, V-neck dress with a high collar, which is usually paired with a long white fur coat, thigh-high black heeled boots, and several white pearl necklaces (two in the anime).

Additionally, she sometimes wears dark stockings and black high heels instead of her usual thigh-high boots. [ 6 ] Personality When Fubuki was younger, she was very conscious of her curves, particularly her breasts. [7] Nowadays, Fubuki wears elegant and expensive clothing, as she believes in the saying, "clothes define the man",[2] which gives her a rather elegant and confident image. Outwardly, Fubuki is a cold, ambitious, and self-confident person who does not doubt her own abilities, but understands her limits to a certain extent, leading her to not do anything irrational. She would do anything to secure her position as the highest-ranking hero of Class B, such as inviting potential threats like Saitama to join the Blizzard Group. If they refused, she would attempt to mercilessly take them down, becoming a prominent source of the "rookie crush" commonly practiced by aspiring pro heroes. [ 8 ]

However, despite her psychic talents and potential, Fubuki harbors a deep inferiority complex, feeling insecure and frustrated at living in the shadow of her much stronger older sister, Tatsumaki. [ 9 ] While she agrees with Genos that she has the ability to reach the highest ranks of Class A, she believes that she will never be able to reach its peak, let alone Class S, due to Sweet Mask's protection of Class A's Rank 1, which prevents others from advancing. [ 10 ] To compensate, she gathered heroes from Class B.

Despite her insecurities, Fubuki possesses a strong heroic spirit. She willingly sacrificed herself so that Bang and Bomb could escape from Overgrown Rover, a Dragon-level threat. [12] She later demonstrated her altruism by saving Genos from the brink of self-destruction, despite the great physical damage this caused him. [13]

Fubuki is a charismatic leader who has earned the respect and loyalty of her group members, who are willing to risk their lives for her. In return, she feels a deep affection for the Blizzard Group and relies on them to rise through the ranks, despite her own telekinetic abilities.

Her personality undergoes a significant change after meeting Saitama, who encourages her to overcome her fears and strive to become stronger and rise to Class A. She is dedicated to the continuous improvement and success of her organization. [2] Inspired by Saitama's strength, Fubuki gains a new understanding of her sister and seeks to gather powerful allies, hoping to one day support Tatsumaki. Beneath her cold and insecure exterior lies someone who truly cares for her sister and wants to free her from loneliness, fully aware of her responsibilities as a hero. [14] When the Monster Association executives attack and Tatsumaki heads off to fight them, Fubuki is deeply grateful for Genos and Bang's help in protecting her sister. She even shows great concern for Genos's reckless actions, eventually breaking down in tears of relief. [15]

Like Tatsumaki, Fubuki is quite intelligent, but unlike her sister, she is more composed and level-headed, displaying a great ability to deduce. However, her ego often leads her to seek attention and assume authority without always earning it. [ 16 ]

Fubuki is also quite opportunistic, and frequently tries to recruit strong people into the Blizzard Group. She has even declared several members

Abilities and powers Fubuki is the strongest of her group and class, with the sole exception of Saitama when he was in Class B. She also claims to be capable enough to reach a top rank in Class A. [17] However, she was easily defeated by the Demonic Fan and rendered unconscious. [18] Physically, she appears no different from a normal person; Child Emperor's scanner registered her as being only "19", while many Class B heroes are several hundred, and Class A heroes are thousands. Notably, it was later stated that the scanner results did not reflect the heroes' true physical attributes and combat ability. [19] Beyond her combat skills, she has proven to be quite a capable leader, able to lead a small army effectively, who, in turn, follow her orders to the letter.

Supernatural abilities Fubuki attacks Saitama Fubuki uses her psychokinesis. Psychokinesis: Fubuki possesses psychic powers. She has shown capable of blocking a powerful attack from a Dragon-level Mysterious Being, though she was visibly exhausted afterward and claimed to be unable to do so again. [21] Additionally, she is able to sense when her sister is nearby or using large amounts of psychic power. [22] Furthermore, Fubuki's versatility lies in her wide range of abilities to provide support to her fellow heroes in combat situations. [23][24]

Psychic Barriers: Fubuki can erect psychic barriers to protect herself or her allies. Her barriers proved strong enough to protect Bang and Bomb from Overgrown Rover's energy blasts, albeit with difficulty, as Fubuki bleeds from her eyes after using the technique. [25] Flight: Fubuki's psychokinesis is strong enough to levitate in the air, or even fly in quick bursts when necessary. [ 2 ] Organic Body Enhancement (生体強化, Seitai Kyōka): Fubuki can temporarily strengthen a person's organic body parts, increasing their physical attributes such as speed. [23] This also removed Bang and Bomb's previous persistent aches and pains. [23] Telepathy: Fubuki can use telepathy to psychically contact her sister. [ 26 ] Energy Suppression: Fubuki can use her psychokinesis to suppress thermal motion, as demonstrated when she helped restabilize Genos's overloaded core, though it caused significant physical damage to him afterwards, leaving her unconscious as a result. [27] Organic Restoration: Fubuki has the ability to use her psychokinetic powers to restore and heal organic materials. This was demonstrated when she healed the organic parts of Genos's overheated body. [28] Additionally, she can draw on the energy of others to enhance her physical health.
