Himiko Toga, a member of the League of Villains and later the Paranormal Liberation Front, is an innocent-looking young woman with an unstable personality, obsessed with blood, and a distorted concept of love.

Her Quirk, Transform, allows her to take on the appearance of anyone whose blood she has ingested; over time, she develops the ability to also use the Quirks of those whose forms she copies, making her extremely dangerous. Toga fights with bladed weapons, primarily knives, and is adept at stealth and hand-to-hand combat.

As for her personality, she is cheerful, playful, and seemingly tender, but hides a psychopathic and sadistic nature. She is attracted to people she admires or likes—such as Izuku Midoriya or Ochaco Uraraka—and expresses that affection through her urge to drink their blood. Despite her cruelty, Toga seeks acceptance and freedom to live in accordance with her nature, making her a complex character among villains.

Throughout the story, her development reveals both her loyalty to the League of Villains and her doubts and internal conflicts, especially about what it means to be loved and accepted. She represents a blend of tenderness and brutality, making her one of the most iconic and charismatic villains in the series.
