He is a megalomaniacal and egocentric genius, with a bad temper and a psychotic belief in his own right to rule the world, despite his vast intelligence, he is described as a classic villain who seeks attention and adulation, even going so far as to ally himself with more powerful enemies if that brings him closer to his goals, he is an immature and pompous character, who easily loses control and hates it when Sonic gives him nicknames or says his name wrong.

He wears a red and yellow military jacket with a high collar and white trim, yellow cuffs, and two large rectangular golden buttons on the front, he wears white gloves without cuffs, he uses a set of pants and black boots attached, with silver details and buttons at the ankles and shins and carries a device on his right wrist, which functions as his wrist controller.

He has a stocky, rotund body, shaped like an egg (not literally egg-shaped), his head is bald, with a domed head and no visible neck, he has a bright red nose and a very bushy mahogany mustache, he wears navy blue pince-nez glasses that cover his eyes, and he usually wears green goggles on his head, although he rarely wears them.
