Past In his youth, Orter attended the Police Academy alongside his subordinate. At the time, Orter was only looking for the bare minimum, settling for a decent job with a decent salary to survive. He was teammates with his subordinate, who was obsessed with justice and order, and attempted to instill these values in him. They went on missions together, something Orter enjoyed despite showing little emotion. However, his subordinate died on a mission, and in his dying words, told Orter to bring order to the world so that no more lives would be lost.
