Vasily Makarovich Shukshin was born in 1929 in the Altai region and was an aspiring writer before entering politics and being elected mayor of Barnaul. Shukshin has come a long way, one that seems endless: a former ally of Pokryshkin when the Federation first emerged from the Central Siberian Republic, Vasily quickly rose to power with his old ally and corporate colleagues, their creeping corruption clashing with Shukshin’s ideals of democracy and federalism, ideals that kept him afloat as he orchestrated the behind-the-scenes deals and negotiations necessary to give his candidacy for the Federation presidency a chance.

Now re-elected and having wrested control of the country from the security forces, Vasily is unable to sit back and relax: although the security forces no longer control the country, the president has to deal with the corporations that still exist and the damage that their corruption has caused and continues to cause to the Republic.

If he wants this nascent democracy to flourish in the desert that is Russia, he will undoubtedly have to face the problems caused by corporations during his time as president.

Shukshin is the vice president of Novosibirsk. He is disliked by many in the government because of his concern for the people and his calls to fight corruption. Shukshin has successfully fought off numerous attempts to centralize Barnaul under a corrupt government of security officials, but even he understands that such victories will be short-lived unless he takes more radical action.

Seeing the environmental destruction caused by megacorporations and the tragedy that befell Tomsk when it was swallowed up by Novosibirsk, Shukshin realizes that the complete lack of any lofty ideals is bad, and hopes to bring some idealism back to the Federation. After the Warlord stage, Shukshin will strive to turn the Federation into a truly democratic entity, establish environmental protection, and weaken the power of the security forces and megacorporations.

In order to gain power, Shukshin will run for president of the Federation at the super-regional stage. If elected, he will begin to democratize. He will visit the Ob and see a cleaner river and families picnicking on the banks, a sign of things to come for the better. This event has parallels with another, earlier one, where Shukshin complains about the pollution of the Ob River and the backbreaking labor that local workers endure.

What place does the conservative businessman have in Russia? In imperial times he would have found his virgin enterprise crushed by the backwardness of the Tsar. In the Soviet times he would have found his property confiscated at best, and at worst his life too. Now, in a time of Russian anarchy more than ever, what place is there for the conservative businessman? Despite his dissatisfaction with Pokryshkin and the intransigent kleptocrats of the federation, the fall of Novosibirsk and, more importantly for him, Barnaul plunged Shukshin into a deep state of depression. The chaos and confusion of the days and weeks following the capitulation of the federation scattered many of Russia's best and brightest. Pokryshkin; missing and presumed dead. The top executives of the mega-corporations; executed or imprisoned. Vasily Makarovich Shukshin was all that remained of the capitalist establishment. Forced into seclusion after his popularity with the townspeople had spared him punishment, Shukshin spent his days drinking in the privacy of his home. Indeed, men reach their lowest points when they are excluded from the majority and find themselves under the tyranny of the General Assembly, the majority has never been so strong and Shukshin has never been so weak. That is, until one day Shukshin received a letter.
