Surge is a male anthropomorphic tenrec of medium height, almost as tall as Sonic the Hedgehog. He possesses predominantly bright green fur with a black patch on his face and eyelids, and angular blue-green eyes. He has a peach-colored snout with a medium-length black nose, upturned sideburns on either side of his head, peach-furred arms, and several pointy quills that he holds in a ponytail with a black headband with six silver studs on top of his head, leaving the quills facing forward. He also has a small, ragged tail split in two, shark-like teeth, and tall, upright, flat ears on top of his head.

For attire, he wears two silver earrings in each ear, a black shirt with ripped-off sleeves, white gloves with visible lining and black cuffs studded with six silver studs, a silver ring on each index and ring finger, and baggy yellow pants with black stripes down the sides, held together by a black belt with a round silver buckle. His shoes have yellow, double-tipped bells that give them a ripped, lightning-like appearance, while the backs are white. Two white straps are located on the yellow section of the shoes, which also have black toes, black soles with two embedded metallic plates, and silver studs on the edges.

During the raffle competition, Surge wore a yellow jacket, similar to his pants, a black suit, similar to his black shirt, yellow shoes with white stripes, and yellow sunglasses over his head and eyes.

Originally, her personality was unknown before being hypnotized by Starline.

Surge possesses Sonic's indomitable and free spirit, albeit in a twisted and sinister way. She is a mischievous speedster with an arrogant, conceited, and irascible nature, who takes pride in her prowess and flaunts it at every opportunity. She is also fearless and bold, rarely showing concern, even in challenging situations or situations that may be beyond her capabilities. However, when push comes to shove, she tends to give in to anger, making her a more volatile force.

Believing that strength is the answer to everything, Surge is convinced she can defeat any opponent and overcome any obstacle that stands in her way with sheer strength and speed. She is also brutal, somewhat bloodthirsty, and highly aggressive, expressing a great desire to fight and cause chaos and destruction. When working with Dr. Starline, she would persistently demand to go on missions and even grab him by the throat, threatening him when she couldn't get her way. Surge prefers open conflict to covert schemes, no matter how effective the latter might be. In particular, she would willingly abandon a plan focused on stealth in favor of an open assault, confident that she could defeat any attention it would attract, even while deep in enemy territory. She is also fiercely independent and irreverent of authority, much like Sonic, meaning she prefers to do things her way. As such, she is perfectly willing to abandon a well-thought-out plan in favor of following her own whims. However, unlike Sonic, she shows little to no concern for the negative consequences her mischievous behavior may have on herself or others. Despite this, she is willing to listen to Kit's suggestions when she doesn't have a plan of her own to proceed.

Like Sonic, Surge displays a lot of attitude when facing her enemies, mainly by mocking them. However, this is due to a petty arrogance and malice, rather than the carefree joy that Sonic demonstrates. Likewise, she is hot-headed, careless, and impatient, qualities that stem from her explosive temper and sense of superiority, unlike Sonic, whose same qualities stem from his positive attitude and confidence. As such, she is prone to facing everything head-on, making her extremely reckless and dependent on Kit for support (despite what she may believe). Her temper is most likely influenced by the psychological trauma caused by overexposure to hypnosis. She also hates being tricked and will seek terrible retribution against those who have wronged her, though this is driven more by personal revenge than a sense of justice. Furthermore, Surge is quite mean-spirited, attacking Sonic at the end of her first fight with him only to get the last blow in despite his attempt to save her from falling.

Despite her rudeness, Surge has a slightly vulnerable side; upon discovering that her current persona was a fabrication, she despaired and even shed tears of sadness. However, this sadness would soon give way to anger and hatred towards everyone, driving her to destroy everything, convinced that if she can't have a past, then others shouldn't have a future, proving to be very spiteful. When the Dynamo Cage caused her to hallucinate Starline in a patronizing manner, she freaked out and cried upon reliving the trauma Starline caused her, only to stop after being comforted by Kit. Surge has also developed a tendency to doubt herself when plans don't go her way, inwardly fearing that the world will never stop trying to hurt her and Kit.

Having been modified by Dr. Starline with cybernetic enhancements, Surge possesses a multitude of powers derived from the power cores, biological data of Sonic, Shadow, Tails, Neo Metal Sonic, and physical resistance derived from the Metal Virus.

As a result of his cybernetic enhancements, combined with electromagnetic propulsion, Surge can move at super speeds, having claimed to be as fast as light. His speed is great enough to create a sonic boom and keep up with Sonic. Due to the cellular enhancements provided by the Metal Virus, he also possesses tremendous durability, having withstood a lethal impact from the Eggbreaker with nothing more than superficial bruises. He is also capable of performing the Spin Attack, a technique where he curls into a concussive ball or slicing disc and homes in on his targets. With it, Surge can shred or burrow through almost any substance with sufficient speed and perform moves such as the Spin Dash.

As compensation for his electromagnetic propulsion, Surge has the ability to generate electricity of varying intensity and project it as small lightning bolts or sparks. In particular, he can generate enough electricity to ignite flora and cause various electrical devices to overload. Additionally, by spinning like a top, he can increase the power of the electricity he generates. He can also surround himself with an aura of electricity to attack his enemies. In terms of physical ability, Surge is extraordinarily powerful, having been able to challenge and take on powerful fighters such as Sonic and Metal Sonic even at a disadvantage, and defeat Super Badniks with the help of Kit. He is also extremely agile, navigating Starline's obstacle courses and performing acrobatic jumps in his fight against Sonic.

Surge can even charge up to release a massive bolt of electricity, known as Overcharge.

Kit is a small, anthropomorphic fennec fox cub, his snout reaching down to Surge's waist. He possesses predominantly navy blue, or Argentine blue, fur, with a white teardrop-shaped patch on the front of his torso, a medium-length white snout with pointed cheeks, and a small black nose. He has large fuchsia eyes, which sometimes glow when his bangs fall over his face and obscure them, teal eyelids, long, sometimes disheveled bangs, and long, triangular ears with teal tips that mostly droop and hang down on the sides of his head. Finally, he has a long, thick tail tipped in teal.

For clothing, Kit wears the Hydro Pack; a backpack that provides him with water from within, white gloves with a visible lining and black cuffs studded with gray studs, yellow boots with black toes and soles, and six gray studs along the tongues of said boots. This was purposefully done by Dr. Starline so that Kit and Surge's style and attire would match as a duo.

During the Clean Sweepstakes competition, Kit wore a pair of black and yellow goggles with a gray band and clear lenses over his head and eyes, yellow, black, and fuchsia boots with gray bands, and white gloves with black cuffs, gray bands, and yellow and white tabs.

Brainwashed to emulate Tails, Kit shares Tails' kindness and modesty, but with his positive traits reversed. He is defined by a soft-spoken, somber, withdrawn, and timid demeanor, with very little individuality, as he is programmed to be subservient to Surge and cater to his wants and needs. He speaks politely and formally, addressing others as "Sir" or "Ma'am". Kit is also quite high-strung and often stutters when speaking. Despite his reserved demeanor, he is capable of moments of extreme emotion: when he believed Surge had received lethal injuries, he would erupt into a pained rage and scream loudly as he took brutal revenge on his attacker; Metal Sonic and Eggman. His connection with Surge is so strong that when he believed her dead, he instantly fell into a deep depression, despite the kindness of Sonic and Tails in briefly taking him in. Likewise, her desire to help is so strong that when she learned Sonic was in danger, she instantly ran to help him, regardless of her own physical and mental state.

Unlike Surge, Kit possesses a sharp, analytical mind that drives him to analyze before acting. As a result, he is full of creative ideas and solutions that don't rely solely on brute force, and prefers to stick to plans rather than rush into anything recklessly, as he has noticed that plans are his thing. However, he seems to lack self-confidence and have low self-esteem (even considering himself something of an object or tool to his partner) due to his dependence on Surge, having refused to participate in operations that require vital support elements. Even when he devises a complex and ingenious plan, he always needs the trust of his superiors to carry it out. His brooding attitude also drives him to seek the approval of others, and the constant mistreatment of Surge and Starline causes him to have emotional breakdowns when working with them.

Kit has the ability to manipulate water. He is highly skilled with this ability, being able to effortlessly shape it into various forms. His most notable demonstration of this ability is his ability to create "hydrocoil tails" in the form of watery tentacles, solid and strong enough to restrain a robot as powerful as Hey Ho, lift and throw a giant mace with considerable force, and blast open metal doors with even the slightest crack. He can also use them to plug openings and gaps, such as jetpack exhausts, to both immobilize and attack. When he can produce his hydrocoil tails with his Hydro Pack, he can also use them to advance at great speeds. In combat, he can also use his hydrocoil tails as extra limbs or clubs to attack enemies. When extremely agitated, Kit can transform his water into ice, allowing him, for example, to create sharp ice spikes.

Kit has also demonstrated great mechanical and technological prowess. Notably, she managed to disable outgoing communications on an Egg Base in a matter of minutes by manipulating the hardware of a signal tower, and operate various machines and computers, with which she possesses the skill to hack into Dr. Starline's personal database.

— Origins — Creation and Manipulation of Dr. Starline

Surge and Kit weren't born; they were artificially created by the brilliant but deranged Dr. Starline. His goal was to have his own "heroes" who would eventually surpass and replace Sonic and Tails, respectively, in order to gain Doctor Eggman's approval.

Starline kept them in a form of stasis, or suspended animation, for a time, using devices that gave them selective amnesia and implanted false memories to shape their personalities and loyalties. Surge was designed to be a hot-tempered, powerful tenrec with electrical abilities, while Kit was a fennec with mastery over water.

During their training, Starline subjected them to constant psychological abuse. He manipulated them into believing that Sonic and Tails were the cause of all their problems and the enemies they were meant to defeat. He promised them that by defeating them, they would gain the "freedom" and "recognition" they craved. This manipulation left them with a deep resentment and twisted loyalty toward Starline, despite the mistreatment.

— Imposter Syndrome — The Rise of the Surrogates

Here, they are seen as Starline's perfect tools. Surge, impulsive and full of anger, is the brute force, while Kit, more cerebral and calm, is the strategist. Together, they operate as a formidable duo, mimicking the tactics of Sonic and Tails, but with a brutality the originals would never employ.

Starline perfects them, even enhancing their powers, though this often comes at a cost to her physical and mental health. Surge, in particular, begins to show signs of instability due to the energy overload and constant manipulation. Kit, though more reserved, is deeply attached to Surge, being her main support and the only one who can calm her. Their relationship is one of codependency, as both are victims of Starline's experimentation.

— The Revelation — VS. Sonic and Tails

During the fight, the truth about their origins begins to emerge, revealing Starline's lies. The revelation that they are nothing more than "surrogates" and "weapons" created by Starline for his own purposes is devastating for both of them, especially Surge.

Starline betrays them in an attempt to get rid of them once they are no longer useful to him, leaving them to their fate. This act of betrayal, coupled with the discovery of his false memories, unleashes uncontrollable rage in Surge and deep despair in Kit.

Once freed from Starline, Surge and Kit are set adrift, but with a new goal: revenge. Their anger is directed not only at Starline (who eventually dies indirectly at Eggman's hands, denying them their direct revenge), but also at Sonic and Tails, whom they regard as symbols of the life they were denied and the "heroes" they were forced to emulate.

Despite the past they lost, ironically, this allowed them to form a real and genuine bond, whether based on their shared hatred for Starline or a sense of belonging. As Surge has become more protective of Kit, though still acting impulsively, he's learning to listen to Kit's plans, and even her thoughts.

While they continue to be a threat to Sonic and his friends, Surge and Kit have begun, or are trying to, become the city's new heroes.
