Surge is a male anthropomorphic tenrec of medium height, almost as tall as Sonic the Hedgehog. He possesses predominantly bright green fur with a black patch on his face and eyelids, and angular blue-green eyes. He has a peach-colored snout with a medium-length black nose, upturned sideburns on either side of his head, peach-furred arms, and several pointy quills that he holds in a ponytail with a black headband with six silver studs on top of his head, leaving the quills facing forward. He also has a small, ragged tail split in two, shark-like teeth, and tall, upright, flat ears on top of his head.

For attire, he wears two silver earrings in each ear, a black shirt with ripped-off sleeves, white gloves with visible lining and black cuffs studded with six silver studs, a silver ring on each index and ring finger, and baggy yellow pants with black stripes down the sides, held together by a black belt with a round silver buckle. His shoes have yellow, double-tipped bells that give them a ripped, lightning-like appearance, while the backs are white. Two white straps are located on the yellow section of the shoes, which also have black toes, black soles with two embedded metallic plates, and silver studs on the edges.

During the raffle competition, Surge wore a yellow jacket, similar to his pants, a black suit, similar to his black shirt, yellow shoes with white stripes, and yellow sunglasses over his head and eyes.

Originally, her personality was unknown before being hypnotized by Starline.

Surge possesses Sonic's indomitable and free spirit, albeit in a twisted and sinister way. She is a mischievous speedster with an arrogant, conceited, and irascible nature, who takes pride in her prowess and flaunts it at every opportunity. She is also fearless and bold, rarely showing concern, even in challenging situations or situations that may be beyond her capabilities. However, when push comes to shove, she tends to give in to anger, making her a more volatile force.

Believing that strength is the answer to everything, Surge is convinced she can defeat any opponent and overcome any obstacle that stands in her way with sheer strength and speed. She is also brutal, somewhat bloodthirsty, and highly aggressive, expressing a great desire to fight and cause chaos and destruction. When working with Dr. Starline, she would persistently demand to go on missions and even grab him by the throat, threatening him when she couldn't get her way. Surge prefers open conflict to covert schemes, no matter how effective the latter might be. In particular, she would willingly abandon a plan focused on stealth in favor of an open assault, confident that she could defeat any attention it would attract, even while deep in enemy territory. She is also fiercely independent and irreverent of authority, much like Sonic, meaning she prefers to do things her way. As such, she is perfectly willing to abandon a well-thought-out plan in favor of following her own whims. However, unlike Sonic, she shows little to no concern for the negative consequences her mischievous behavior may have on herself or others. Despite this, she is willing to listen to Kit's suggestions when she doesn't have a plan of her own to proceed.

Like Sonic, Surge displays a lot of attitude when facing her enemies, mainly by mocking them. However, this is due to a petty arrogance and malice, rather than the carefree joy that Sonic demonstrates. Likewise, she is hot-headed, careless, and impatient, qualities that stem from her explosive temper and sense of superiority, unlike Sonic, whose same qualities stem from his positive attitude and confidence. As such, she is prone to facing everything head-on, making her extremely reckless and dependent on Kit for support (despite what she may believe). Her temper is most likely influenced by the psychological trauma caused by overexposure to hypnosis. She also hates being tricked and will seek terrible retribution against those who have wronged her, though this is driven more by personal revenge than a sense of justice. Furthermore, Surge is quite mean-spirited, attacking Sonic at the end of her first fight with him only to get the last blow in despite his attempt to save her from falling.

Despite her rudeness, Surge has a slightly vulnerable side; upon discovering that her current persona was a fabrication, she despaired and even shed tears of sadness. However, this sadness would soon give way to anger and hatred towards everyone, driving her to destroy everything, convinced that if she can't have a past, then others shouldn't have a future, proving to be very spiteful. When the Dynamo Cage caused her to hallucinate Starline in a patronizing manner, she freaked out and cried upon reliving the trauma Starline caused her, only to stop after being comforted by Kit. Surge has also developed a tendency to doubt herself when plans don't go her way, inwardly fearing that the world will never stop trying to hurt her and Kit.

Having been modified by Dr. Starline with cybernetic enhancements, Surge possesses a multitude of powers derived from the power cores, biological data of Sonic, Shadow, Tails, Neo Metal Sonic, and physical resistance derived from the Metal Virus.

As a result of his cybernetic enhancements, combined with electromagnetic propulsion, Surge can move at super speeds, having claimed to be as fast as light. His speed is great enough to create a sonic boom and keep up with Sonic. Due to the cellular enhancements provided by the Metal Virus, he also possesses tremendous durability, having withstood a lethal impact from the Eggbreaker with nothing more than superficial bruises. He is also capable of performing the Spin Attack, a technique where he curls into a concussive ball or slicing disc and homes in on his targets. With it, Surge can shred or burrow through almost any substance with sufficient speed and perform moves such as the Spin Dash.

As compensation for his electromagnetic propulsion, Surge has the ability to generate electricity of varying intensity and project it as small lightning bolts or sparks. In particular, he can generate enough electricity to ignite flora and cause various electrical devices to overload. Additionally, by spinning like a top, he can increase the power of the electricity he generates. He can also surround himself with an aura of electricity to attack his enemies. In terms of physical ability, Surge is extraordinarily powerful, having been able to challenge and take on powerful fighters such as Sonic and Metal Sonic even at a disadvantage, and defeat Super Badniks with the help of Kit. He is also extremely agile, navigating Starline's obstacle courses and performing acrobatic jumps in his fight against Sonic.

Surge can even charge up to release a massive bolt of electricity, known as Overcharge.

Dr. Starline was the one who turned Surge into who he is today, responsible for his enhancements, his current memories, and his blatant hatred of Sonic. However, she was completely unaware of this fact due to her memories being created from scratch by Starline. Instead, Surge believed that Starline simply gave him the powers he currently possesses to destroy Sonic.

Being so impetuous and impatient, Surge disliked Starline's excessive caution in achieving his goals and did not hesitate to threaten him with violence when he grew tired of his behavior. Similarly, he did not respect his instructions due to his independence, after pointing out that he "is not his boss." Rather, he viewed him as technical support and "ideologue," a type of person he considered expendable.

Realizing that she had done more to him than she believed, Surge began to distrust Starline's intentions and sought to make her pay for what she had done to him. After obtaining the answers he sought, Surge wanted to destroy Starline for what she had done to him. However, after receiving a suggestion from Kit, he decided that he wanted to see him fall from grace after all the effort he had invested in her, betraying him at the opportune moment.

Later, a hallucination of Starline, who had perished after being defeated by Eggman, would appear before Surge after equipping the Dynamo Cage. Surge has consistently shown pure fear of this hallucination due to its torment, demonstrating the great trauma the doctor had inflicted on him and continued to inflict even after his death. She was willing to remove the Dynamo Cage just to be rid of this hallucination until he mentioned how weak she would be without it.

Kitsunami, the fennec fox, is Surge's companion. Both were modified to compensate for their flaws, and Kit, in particular, was designed to support Surge with his analytical mind and ability to manipulate water with his Hydro Pack. However, their original alliance is nothing more than a sham, as Starline has programmed Surge and Kit with false memories and motivations to aid each other and thus improve their teamwork. Because of this, upon reflection, Surge and Kit become insecure and confused about why they care about each other and why they are compelled to help each other.

In contrast to the close, brotherly dynamic between Sonic and Tails, Surge and Kit are connected by a much stronger bond. Kit is usually polite and formal when speaking to Surge, calling her "Ma'am". He is also extremely subservient to her, stating that whatever she wants is the same as what he wants, and will do anything to support and please her, becoming greatly distressed when she comes to harm in any way. While Surge does not necessarily mind her attentions and kindness, he occasionally shows appreciation for Kit's devotion, especially in combat, as well as some respect for her intelligence. More often than not, however, Surge tends to overpower Kit with his bravado and fighting spirit, often causing him to cower and apologize, expecting her to cover for him when needed and be nothing more than his tactical support unit. And sometimes she simply does not listen to him or heed his warnings, believing that she can handle everything on her own.

Surge and Kit eventually began to form a closer bond in their search for answers about their past. Now knowing that Starline had used and manipulated them and that their relationship was entirely artificial, Surge nonetheless continued to dominate Kit as she needed him to get answers about her past.

When Surge later decided to destroy everyone they deemed guilty of taking their pasts from them, Kit agreed to his idea, though she came up with a plan that would allow them to take advantage of Starline. Ironically, this allowed them to form a more authentic bond based on their shared hatred for their new enemies. During this period, Surge becomes less aggressive when speaking to Kit and shows a more vulnerable side of herself around her. An example of this is seen when Surge returns to Starline Base Sigma after her and Kit's confrontation with Sonic and Tails in Central City: Surge was hugged and comforted by Kit when she experienced traumatic hallucinations of Starline, and she patted Kit on the head while assuring him that they would get revenge on their enemies.

Sonic the Hedgehog was the main inspiration behind Surge's cybernetic enhancements, so Dr. Starline modified her with powers similar to his own and made her believe after dozens of different hypnotic sessions that she hated Sonic with all her heart and wanted to destroy him. However, she would come close to having a mental breakdown when she began to question why she wanted to defeat Sonic, as they had never actually met. However, once she discovered who he was, she developed a genuine hatred for Sonic, finding him responsible by proxy for her existence as a cyborg due to Sonic's refusal to take the lives of his enemies.

Completely convinced that she is Sonic's superiority, Surge wants nothing more than to crush Sonic and prove her superiority to him, and will be furious at the prospect of appearing weaker than him. However, after learning the truth about her cyborg origins, Surge now seeks to destroy Sonic, not because of Starline's hypnosis, but because she doesn't believe he deserves a future if she can't learn about his past.

When it came time for her and Sonic to finally meet, she took her frustration out on him, as her existence was based on Sonic simply letting the enemies he defeated live and eventually coming back to cause more trouble, but even so, everyone loved him for it. Furthermore, she ended up rejecting all of his attempts to befriend them and became even more enraged when Sonic ignored her and the severity of the situation. At one point, she was knocked down and signaled for him to finish her off. Sonic, however, refused and stated that he simply wanted everyone to live life freely like he did and asked Surge to do the same.

At first, Surge seemed to consider her offer, but interpreted it as her permission to destroy the entire world in anger. Even when Surge was at risk of falling into a chasm and Sonic offered a brief truce to rescue her and save her life, she meanly surprised him and remarked that she had dealt the last blow before falling into the abyss. The experience has only left Surge desiring more power so that he could finally kill Sonic. He attacked more recklessly in subsequent fights against Sonic, using Dynamo Cage and Wisp's powers against him without regard for his own safety or the safety of others. Despite Sonic's multiple pleas for him to change his ways, Surge has refused to back down from his mission to kill Sonic, believing that he will never be free as long as he is alive.

It wasn't until the Giveaway challenge, when she and Kit received applause for stopping Ghost Rider, that she began to realize she enjoyed the fame that came with being a hero. Because of this, after the event, her focus shifted from trying to kill Sonic to performing heroic deeds to be recognized as such by the public. However, she doesn't do it out of kindness, but solely for fame.

Dr. Eggman: Surge is also very antagonistic towards Dr. Eggman and wishes to eliminate him along with Sonic. She views him and his constant conflicts with Sonic as a large part of the reason for her existence due to the fact that Sonic never takes the doctor's life after defeating him, allowing her to repeatedly concoct her evil schemes. Compared to Sonic, Surge seems to treat Eggman and his property with even less respect and more arrogance, as indicated by her treatment of Metal Sonic after defeating him, as well as when she stole the Dynamo Cage to use for her own purposes. She is also far more aggressive and threatening in her confrontations against Eggman than Sonic, having knocked him to the ground on multiple occasions.

Clutch the Possum offered Surge and Kit to join in exchange for telling them everything he knew about them, to which they agreed. Both Surge and Kit followed Clutch's orders, such as infiltrating the Restoration and sabotaging Sonic, Tails, and Amy's Extreme Gears during the first Clean Sweepstakes race event. However, after gaining a reputation as "heroes" for scaring off the Phantom Rider and uncovering his identity, they decided they didn't deserve any of it and decided to abandon what they were doing. But when they went to Clutch to demand his resignation, he laughed, explaining that the fame Surge and Kit were experiencing did not belong to them, and that he could turn them into monsters just as easily as he turned them into heroes, and simply ordered them to destroy the Phantom Rider.

With this, Surge began to hold a great grudge against Clutch, as he controlled her and Kit just as Starline did. But following Kit's plan, Surge exposed his dirty scheme by exposing the Phantom Rider, shouting on live television that he had been destroyed, just as he requested. Later, the two went down to the shuttle and fought him, claiming that they were finished with his services.
