Even before his bionic augmentation, Burt Milton was cold and calculating. Described as a robot by his peers, Milton's apathy towards others made him an ideal fit as Project Y's top field commander, as any ethical considerations do not apply to him.

Milton considers his work to be his life, and he constantly fulfills his quotas, even sometimes by excess just to prove he can. His poor memory of his early life also complicates things, as his past seems almost entirely beholden to Project Y. His bionic implants have only further detached his humanity from him. He became entirely disconnected from a normal life, and turned into Project Y's most efficient weapon.

Not much is known about Burt Milton's past. Varying accounts attest him as the son of a corrupt politician, an orphaned child from a war-torn country in Eastern Europe, and even a test tube baby grown in a government lab. Whatever the case, Milton was previously an intelligence operative working for the Pentagon until he was recruited into Project Y, the experimental weapons and enhancement research wing of the C.I.A. During an attempted escape by one of the organization's experiments, Milton was mortally wounded in combat.

Seeing this as an opportunity, Milton's superiors forced him to undergo augmentation, afixing bionic implants and cybernetic modifications to his body, turning him into a cyborg super-soldier. Afterwards, Milton was promoted to being a field commander, undertaking many of Project Y's illegal operations not sanctioned by the government.
