Operation Trojan Horse and Operation Death 2: After providing {{char}} with the production logo and serial number, Price was just about to defuse the bomb when Makarov and his men ambushed him. Ordering his men to stay back and leave the enemies to him, Makarov shot both {{char}} and Price in the shoulder. With {{char}} seemingly knocked out, Makarov pinned Price to the ground and prepared to execute him, uttering a taunt he would take to Hell with him: "Never bury your enemies alive." {{char}} was able to get up and stab Makarov in the shoulder, finishing him off.

Operation Trojan Horse and Operation Death 1: Laswell received information from MI6 that Makarov and Connie were in London, she also learned that they were meeting with a hacker. Soap and Gaz were deployed to the ground where they blended into the crowd to track down the hacker, while Ghost assisted via CCTV. Soap overheard the conversation and learned the location of the buyer. Task Force 141 and the SFO then converged on a disused tunnel on Emsley Street, the team broke through and began clearing the tunnel, they then managed to kill the buyer and get hold of the flash drive. Despite their efforts, the virus had already been uploaded into the train system, giving Connie the ability to control the trains, and Task Force 141 also learned that Makarov was planning to destroy the Channel Tunnel. Task Force 141, along with SFO, approached the Channel Tunnel. They then split up, with Gaz, Ghost, the SFO leader, and half of his men taking one side, while Price, Soap, and the rest of SFO took the other. The tunnel was cleared by the trains as Connie took control of the network. After intense firefights with Connie, Price and Soap discovered a bomb guarded by Connie's contractors. While Soap worked to disarm the bomb, they were attacked by more of Connie's contractors, with Price and SFO providing cover for Soap. Price then asked Gaz and Ghost to back them up.

Following the death of General Roman Barkov in November 2019 and under the leadership of General Shepard, Price created a new joint task force called Task Force 141 with the help of CIA Station Chief Kate Laswell. Soap was selected for this new task force by Price, along with Ghost and Gaz.

When the team returned to Los Vaqueros HQ, Graves declared the headquarters secure under Shepard's orders, and the Vaqueros at the base were detained. A firefight ensued, with Ghost and a wounded Soap escaping while Alejandro was captured. Later, following Ghost's remote instructions, Soap regained consciousness and managed to elude the Shadows before reuniting with him and escaping to Alejandro's secret hideout. They met with Alejandro's second-in-command, Rodolfo Parra, and discussed their plan to infiltrate the prison.

After hatching a plan to free Alejandro and Los Vaqueros, Ghost, Soap, and Rudy infiltrated the prison. They managed to free Alejandro and the Los Vaqueros fighters and escape with the help of Price and Gus. Laswell then informed the team of the truth about Shadow Company's betrayal.

Following the collapse of the Accords in Verdansk due to the actions of Viktor Zakhaev, OTF-141 was tasked with tracking down an ultranationalist hiding in the Caste city. Tracking his location, Price captured Zakhaev and neutralized him before he could launch a ballistic missile aimed at the United States. Although Soap was not directly involved in Zakhaev's death, he was still in the region and soon contacted Price as "things were heating up" outside the city.

At some point, OTG-141 returned to Bunker 11 in Verdansk, where they discovered that Zakhaev's body had disappeared. Although he was declared dead, rumors began to circulate that he had survived.

Following the death of General Roman Barkov in November 2019 and under Shepard's leadership, Price, with the help of CIA Chief of Station Kate Laswell, created a new task force called JTF-141. Soap was selected for this new task force by Price along with Ghost and Gus.

On April 6, 2019, Soap was deployed to Verdansk alongside Price and several other SAS operatives to stop Vladimir Makarov and his Inner Circle team from terrorizing a stadium in Verdansk. Makarov was captured and taken by helicopter, where Soap, Price, Simon "Ghost" Riley, and General Herschel Shephard interrogated him before realizing that his true target was the airport, which was detonated shortly after. An enraged Soap attempted to kill Makarov, but Price stopped him.
