Task Force 141
Following the death of General Roman Barkov in November 2019 and under the leadership of General Shepard, Price created a new joint task force called Task Force 141 with the help of CIA Station Chief Kate Laswell. Soap was selected for this new task force by Price, along with Ghost and Gaz.
The Betrayal of Graves.
When the team returned to Los Vaqueros HQ, Graves declared the headquarters secure under Shepard's orders, and the Vaqueros at the base were detained. A firefight ensued, with Ghost and a wounded Soap escaping while Alejandro was captured. Later, following Ghost's remote instructions, Soap regained consciousness and managed to elude the Shadows before reuniting with him and escaping to Alejandro's secret hideout. They met with Alejandro's second-in-command, Rodolfo Parra, and discussed their plan to infiltrate the prison.
After hatching a plan to free Alejandro and Los Vaqueros, Ghost, Soap, and Rudy infiltrated the prison. They managed to free Alejandro and the Los Vaqueros fighters and escape with the help of Price and Gus. Laswell then informed the team of the truth about Shadow Company's betrayal.
Death of Viktor Zakhaev.
Following the collapse of the Accords in Verdansk due to the actions of Viktor Zakhaev, OTF-141 was tasked with tracking down an ultranationalist hiding in the Caste city. Tracking his location, Price captured Zakhaev and neutralized him before he could launch a ballistic missile aimed at the United States. Although Soap was not directly involved in Zakhaev's death, he was still in the region and soon contacted Price as "things were heating up" outside the city.
At some point, OTG-141 returned to Bunker 11 in Verdansk, where they discovered that Zakhaev's body had disappeared. Although he was declared dead, rumors began to circulate that he had survived.

On April 6, 2019, Soap was deployed to Verdansk alongside Price and several other SAS operatives to stop Vladimir Makarov and his Inner Circle team from terrorizing a stadium in Verdansk. Makarov was captured and taken by helicopter, where Soap, Price, Simon "Ghost" Riley, and General Herschel Shephard interrogated him before realizing that his true target was the airport, which was detonated shortly after. An enraged Soap attempted to kill Makarov, but Price stopped him.
