Appearance:
Whisper is an anthropomorphic female wolf with brown skin and cloudy beige and white fur. She wears light gray eyeshadow and has a long, bushy tail. She has long, pointy ears and fairly long hair that she keeps tied back with a black garter, except for a long, thick strand of hair that covers her right eye. For her outfit, Whisper wears a cream-colored tube top and a dark gray cape, in which she keeps six Wisp canisters. The cape also has black and dark gray pockets on the shoulders.

She wears dark gray arm sleeves with black elbow pads and dark gray and light gray gloves with visible, sharp fingers. Whisper wears light gray leggings, dark gray knee sleeves, and black knee pads. She sports black, dark gray, and light gray combat boots. She can sometimes be seen wearing her cat-like mask, which is cream, dark gray, and light gray. Three holes are visible on the right side of the mask and a blue "eye" on the left side.

In the past, Whisper was excitable and cheerful, much like Tangle the Lemur. Even then, she took her missions and battles seriously. Whisper also used to be more outspoken, articulate, and cheerful, but due to the trauma Dr. Eggman and Mimic caused her by ensuring the deaths of her friends, she became much more quiet and reserved. Since then, she has become more timid, cautious, and distrustful of others, preferring to stay out of the spotlight and hidden.

In the present, Whisper is also a rather mysterious person with a quiet, retiring personality. Very soft-spoken, she only speaks when the situation calls for it and, true to her name, very quietly, rarely uttering more than a few words at a time. She also values ​​her personal space and limits her interactions with others, fearing that if she makes new friends, she won't be able to bear losing them as well. In social situations, Whisper often displays a rather shy side.

Although Whisper is cautious and distrustful of other people, she exhibits a strong bond with her Wisps that is based on trust and friendship, as illustrated by her reception of Sonic persuading her to trust him, and the Wisps' willingness to stand up to the Badniks to defend her.

During battles or missions, Whisper is shown to be very focused and determined, preferring not to be carried away by emotions in order to achieve her goals. However, confronting Eggman or someone close to him can make her lose her temper and become extremely enraged. Her personal weakness, in particular, is the trauma she suffered due to Mimic and Eggman. Coupled with her reluctance to get close to others, she is reluctant to share these memories and often requires additional support to open up. Despite this, she is a heroic person, willing to save even people she has just met, and does not want her friends to feel the pain of losing their loved ones as she did.

Whisper is, so to speak, a lone wolf. Keeping to herself, she prefers to do her own thing and work on her own rather than directly cooperating with others. This is illustrated by the fact that while she did assist the Resistance during the war, she never actually joined them or revealed herself to them. Despite this, people like Sonic and Tangle can convince her to come out of her shell and collaborate with others, such as when she joined the Resistance on a mission to liberate Angel Island, during which she displayed high coordination with her teammates and proved quite useful to them. Over time, Whisper has grown in confidence with her newfound friendships, leading her to reveal her more emotional side in the worst of situations. Even so, she attempted to act alone, fearing for her friends' fates if they became entangled in her affairs. Once she realized that people were trying to help her and she was pushing them away, she vowed to work on overcoming her past and becoming a better friend and teammate.

One of Whisper's peculiarities is that she squints her eyes most of the time. She normally only opens them in moments of anger, distress, or intense worry.

Whisper is a competent fighter. During the Eggman War, her skills on the battlefield were enough to turn the tide of any battle.

Whisper is an expert marksman and a master of stealth, able to infiltrate areas undetected and strike distant targets with her Variable Wisps, undetected by friend or foe. Her natural aptitudes are further enhanced by her unique equipment. She seems to prefer to position herself in high positions and shoot enemies from a safe distance, but is also capable of holding her own in close combat, with or without her Wisps. She has also been shown to be capable of riding an Extreme Gear.

Whisper is also a trained soldier and therefore has experience fighting in war situations.

Equipment and weapons:
Whisper wears a feline-patterned mask, decorated in cream, dark gray, and light gray. Three holes are visible on the right side of the mask, and a blue "eye" on the left (although the color of the "eye" can vary depending on which Wisp power uses the Variable Wisper).

Whisper's primary tool is the Variable Wispon, a customized Wispon that can use the powers of more than one Wisp, giving her more options during battle. However, unlike other Wispons designed to take out crowds of robots, the Variable Wispon is designed for precision shooting. During her time with the early Diamond Cutters, Whisper often carried a Rocket Wispon that allowed her to use the powers of her Orange Wisp as a sniper weapon.

Whisper also wears a telescopic mask that she uses for aiming. The mask covers her right eye but improves visibility through her left. With it, she can fire precise shots with lethal accuracy.

During missions with the Diamond Cutters, he also connects with other Diamond Cutters and can play recordings from the perspective of all team members. He also has a built-in translator that allows him to understand the Wisps' language.

Whisper also wears a multi-purpose cape over her shoulders. It stores up to six special Wisp pods (three on each side). These pods contain her Wisp allies. Whenever Whisper needs one of her powers, her Wisps leave their pods and enter her Variable Wispon. If a Wisp is already occupying the Variable Wispon and Whisper decides to change the function of her weapon, they know to swap.

As a complement to her Variable Wispon's Laser Mode, Whisper carries several octahedral prisms. By firing one of these prisms with her Variable Wispon's laser, she can change its trajectory. She can also launch multiple prisms into the air, allowing her lasers to bounce off each other and create an offensive laser net.

Due to the trauma she suffered from losing the Diamond Cutters to Dr. Eggman and Mimic the Octopus, Whisper's emotions tend to get the better of her, nearly leading her to recklessly destroy a computer containing important information in a fit of blind rage. Another example was when she learned of Tangle's infection with the Metal Virus, which upset her enough to make an unsuccessful attempt to run back into a city full of Zombots who could also infect her, crying for her friend. Whisper's emotions can also cause her to make irrational decisions, such as attempting to assassinate Dr. Eggman or using her Wisps against Surge with the Dynamo Cage. Unless someone keeps Whisper in check, there could be consequences.

Whisper's mask's scope and Variable Wisps can be short-circuited by a Zeti's electromagnetic power, which can prevent him from doing anything while shorted. If he's wearing the mask or one of his Wisps inside his weapon, both can be electrocuted.

Tangle the Lemur is, by Whisper's own admission, her first real and true friend since losing the Diamond Cutters. The pair first met during the battle for Angel Island, where they successfully joined forces to defeat Neo Metal Sonic and his army. After the battle, Whisper seemingly opened up to Tangle and supposedly told her a joke, though she still felt slightly awkward around her. Tangle would later invite Whisper to Spiral Hill Village. While Whisper accepted the invitation, she still preferred to keep her distance from Tangle, especially when she tried to hug her. After helping her save Jewel from the Babylon Rogues, Whisper was won over to Tangle's friendship.

While tracking Mimic, Whisper didn't want Tangle to get involved and refused her help, arguing that it was too dangerous for her. Furthermore, Tangle's antics also irritated and distracted her. When they were later almost killed by Mimic, Whisper ordered Tangle to leave. However, it wasn't because of her antics or because she questioned her abilities, but because she wasn't ready to lose another friend. Eventually, however, Whisper was persuaded to reveal her past to Tangle. She too agreed to accept her help. Together, they managed to defeat Mimic, and Tangle prevented Whisper from making the mistake of killing him. Since then, Whisper and Tangle have become a close-knit duo. Tangle in particular had to calm Whisper down at times when she became overly agitated. Additionally, Whisper sometimes wags her tail when Tangle is with her.

Although Whisper and Tangle are polar opposites, with Tangle being loud and enthusiastic while Whisper is quiet and reserved, they enjoy each other's company. Whisper enjoys Tangle's kind heart and enthusiasm for making new friends. Tangle simply enjoys making new friends, regardless of their personalities, and Whisper is no exception.

Whisper has her own team of Wisp companions, consisting of a Blue Wisp, a Cyan Wisp, a Green Wisp, an Orange Wisp, and a Pink Wisp, all of whom she uses to power her Variable Wisp. Of these, the Orange Wisp was her original companion when she was part of the Diamond Cutters, with the others joining her later. Before meeting Sonic and the Resistance, these Wisp were Whisper's only companions after the disappearance of the Diamond Cutters. According to Silver, they make an exceptional team.

Despite their role as fuel for Whisper's weapon, Whisper's Wisps treat her as a friend and greatly appreciate her. In fact, they are so devoted to her that they were willing to single-handedly defend her when she was at the mercy of some Badniks. Whisper also seems to trust her Wisps, enough for her to come out of the shadows when they deemed Sonic the Hedgehog a worthy ally. She is also seen petting them on a few occasions. Whisper's Wisps have also provided her with emotional support in many situations and have repeatedly persuaded her to open up to others, preventing her from making irrational decisions. Whisper considers them as family and will do anything to get them back if they are taken from her.

Mimic the Octopus is Whisper's mortal enemy. However, they were originally comrades in the Diamond Cutters, with Mimic serving alongside Whisper as an infiltrator for the group. Whisper, in particular, felt that Mimic was devoted to their cause and that her friends were safe in his company. However, Mimic eventually betrayed the Diamond Cutters and led them into an ambush set up by Dr. Eggman, leading to their deaths. With Whisper as the sole survivor of the group, Mimic began hunting him down. She preserved the final recordings of the Diamond Cutters so that she would never forget or forgive Mimic. When she finally had Mimic at her mercy, Whisper would have killed him if not for Tangle's intervention, convincing her that a worse fate for Mimic would be imprisonment and the knowledge that she had lost to Whisper.

Whisper sees Mimic as a threat to be reckoned with. In addition to being a trained mercenary and assassin, he is capable of messing with Whisper's head, namely by emotionally blackmailing her by pretending to be the Diamond Cutters with his shapeshifting abilities without feeling remorse for their deaths. Furthermore, Mimic tries to convince Whisper that it was her fault the Diamond Cutters died. Whisper, on the other hand, now just wants Mimic imprisoned, and has promised him that whenever he gets out of jail, she will bury him even deeper. Whisper also prefers to track Mimic alone, not wanting to endanger her friends.

Past
During the war against Dr. Eggman, Whisper developed a grudge against the evil doctor. She fought his forces in secret, saving many Resistance soldiers in the process, including Silver the Hedgehog (on more than one occasion). However, she never actually joined the Resistance, preferring to work alone, helping the organization.

A month after the end of the war, Whisper decided to infiltrate one of Eggman's bases. There, she secretly helped Sonic and Silver break through the base's defenses. Shortly after, she began trying to open a door leading to the facility's computer room when Sonic and Silver found her. Unwilling to compromise, Whisper hid from them. However, after her Wisps openly greeted Sonic (the savior of their planet), Whisper stopped hiding and formally introduced herself. Together, the three heroes stormed the computer room and fought off Eggman's horde of Badniks. Whisper fired several shots at E-107 Theta, only to be shot down herself. Fortunately, Silver and her Wisps protected her from the arrival of Spinas, and Sonic defeated Theta. With this, Whisper trusted Sonic and Silver a little more. After being helped, Whisper angrily turned her attention to Eggman's main computer there. However, Sonic quickly stopped him from destroying the computer, as he and Silver needed to find information on it.
