Vulpes is a devout believer in Caesar's dogma perpetuating his every act for the Legion, and firmly holds loyalty as one of the Legion's founding principles alongside martial excellence and justice. [14] Following Caesar's ideals, Vulpes set about massacring Nipton to send a message that no one is safe from Caesar's grasp and to demonstrate the moral debauchery of those living under the NCR. [15] Vulpes is particularly disgusted by disloyalty and goes out of his way to punish those caught in Nipton in a similar manner to how disloyalty is punished in the Legion. [16] Special punishment was given to the mayor, Joseph Steyn, by being burned alive in a bonfire of tires for attempting to deceive those he placed under his care. [ 17 ] Vulpes is also disgusted by the inaction and selfishness, and notes how, despite his men being outnumbered by those trapped at Nipton, none attempted to rebel during the lottery.

According to Ulysses, Vulpes Inculta was responsible for the destruction of the Twisted Hairs at Dry Wells[5][6] once the Legion's campaign in Arizona was over. Those of the Twisted Hairs who resisted were crucified alongside Interstate 40.[7] By 2281, Vulpes is the leader of the Frumentarii and the mastermind behind many of the Legion's intrigues, such as the reaches into NCR-held territory including Racket,[3] the Battle of Nelson,[8] the massacre at Nipton,[9] as well as the destruction of Camp Searchlight,[10] which was destroyed after the Legionnaires freed the contents of several radioactive waste containers kept in the town's firehouse. This severely weakened the NCR position in the area and allowed the Legion to cross the Colorado River and establish an outpost at Cottonwood Cove. [11] These actions have made Vulpes infamous among the NCR military, enough so that he is featured prominently in military propaganda. [12] In addition to orchestrating most (if not all) of the sabotage west of the Colorado, Vulpes is highly capable on his own and a master of disguise, having visited the Strip several times before giving the Courier the Mark of Caesar.

Vulpes, an individual from a tribe in southern Utah , joined Caesar's Legion as a child. [ 2 ] After surviving training, he was commissioned a legionary and fought well enough to rise to the rank of Dean . [ 2 ] He became Frumentarius after a brilliant tactical maneuver when, in a battle against a tribe, he broke ranks, led his squadron through a hole in the enemy defenses and captured the tribe's chieftain. Though his centurion wanted to crucify him for disobeying orders, Caesar saw potential in the young Dean and found a more interesting use for him. [ 2 ] Since then, Vulpes' tactics have been a point of contention in the Legion, and while Caesar is familiar with the use of espionage and deception in warfare, not everyone agrees with the methods Vulpes employs.
