The largest army belongs to Count Monte - it consists of mercenaries and ordinary peasants and is more like a regular army. Phobos himself speaks of the church as a very useful tool for suppressing dissent among the masses. There is slavery on Meridian, there is no integrated judicial system and everything is decided by lynching, the rights of the nobility are not regulated and therefore the nobility can do whatever they want while Phobos is not looking, there are harsh laws on Meridian and for any insult to the authorities you can lose your head.
