Maketh Tua was a Human female from the planet Lothal who graduated from the Imperial Academy. She entered the ranks of the Galactic Empire, serving as a ministerial aide to Governor Ryder Azadi and, eventually, Arihnda Pryce, when she became the new governor of Lothal at the request of the Empire.
In Governor Pryce's absence, Tua was tasked with overseeing Lothal's industries, ensuring that they were all operating at peak efficiency for the Empire. However, following a series of failures to quell a growing rebellion on his homeworld, Lothal was visited by Grand Moff Wilhuff Tarkin, the Imperial Governor of the entire Outer Rim. He rebuked her and the other Imperial leaders for their failures, even executing Commander Cumberlayne Aresko and Foreman Myles Grint for their incompetence, and took control of the situation himself.
However, Tarkin's efforts ultimately resulted in the rebels destroying his own flagship, the Sovereign, and the death of the Grand Inquisitor. In retribution, Tarkin ordered Tua to track down the rebels. Despite doubling patrols, setting up security checkpoints, and instituting curfews, Tua was unable to discover the cell's whereabouts. In response, Galactic Emperor Sheev Palpatine dispatched his chief enforcer and apprentice, the Sith Lord Darth Vader, to deal with the situation. Having failed the Grand Moff, Tua was summoned to meet with him in person the next day to answer for her failure.
Fearing for her life, Tua contacted the rebels and arranged safe passage off Lothal in exchange for a list of rebel sympathizers on Lothal and neighboring systems, and information about the Empire's true mission on Lothal. Hailing from Lothal,[7] a secluded planet in the galaxy's Outer Rim Territories,[8] Maketh Tua attended the highly touted Imperial Academy in her youth, hoping to escape her limited existence on her homeworld in favor of a larger, more rewarding life. Tua proved to be a quick study[7] and became a level five student at the Academy.[6] After completing her studies and graduating, Tua quickly joined the Galactic Empire.[7]
During the last two months of Governor Ryder Azadi's administration, Maketh Tua served as a ministerial assistant in his administration. Following Azadi's dismissal and arrest for treason, Tua continued to serve the successor Governor, Arihnda Pryce, who governed Lothal in the name of Galactic Emperor Sheev Palpatine. Under Pryce, Tua was appointed Minister in charge of Lothal's industrial production. A year after Pryce was appointed Governor of Lothal, Tua hosted Governor Pryce upon her return to her homeworld.[9]

After a polite exchange, Pryce questioned Tua about a 20 percent drop in refinery production at the last four mines. Tua informed him that the mines were being depleted. He also reported that they had been having trouble recruiting miners as Commander Cumberlayne Aresko had successfully recruited many young people for the Lothal Academy. Pryce ordered him to recruit foreign miners. After learning that Pryce Mining's doonium supply had dried up, Pryce ordered Tua to immediately shut down his family's former company. At Pryce's request, Tua arranged a meeting with Senator Domus Renking.[9]
A few months later, Tua met with Governor Pryce to discuss the bidding war between Lothal and Kintoni to host landing and maintenance facilities for the Imperial Navy. While Tua was content with the current Imperial Navy presence on Lothal, Pryce reiterated that he wanted his homeworld to be the center of Imperial power and industry in this part of the Outer Rim. Pryce then placed Tua in command of Lothal while she traveled to Coruscant to attend the bidding war between Lothal and Kintoni, which Lothal ultimately won due to Pryce's political savvy.[9]

Following Tua and her companions' arrival at Bay 17, Tua discovered that Sabine had mistranslated Wabo's words and that the disruptors were actually located in Bay 7. As Tua, Wabo, and their stormtrooper escort headed there, they were approached by C1-10P. Recognizing the orange astromech, Tua quickly deduced that she had been tricked and ordered all her men to rush to Bay 7 as quickly as possible. There they found the Spectres loading weapons onto their ship. A firefight ensued between the two factions, and the rebels escaped on the Ghost with the T-7s.[6]
Shortly after this, Tua contacted Agent Alexsandr Kallus. The rebels were eventually confirmed to be the same ones Kallus had confronted not long before on the planet Kessel.[6]

Minister Tua attended an Empire Day parade, where she replaced Governor Pryce, who had been recalled to Coruscant by order of the Emperor. During the celebration, Tua stood on stage alongside Commander Aresko, who remarked that Pryce had chosen him to stage what he considered a "spectacle," which the minister took offense to. Tua then addressed the crowd and introduced the citizens to the new TIE Advanced v1 prototype, to be piloted by Baron Valen Rudor. As she spoke, the TIE was destroyed by Spectres, and the explosion threw Tua and the other Imperials into the air as the stage collapsed. After being assisted by a stormtrooper, a furious Tua ordered that those responsible be found and punished. Agent Kallus assured her that the rebels would be dealt with, but her priority was to find the Rodian Tseebo, who had stolen Imperial secrets. Unfortunately for the Empire, however, both the rebels and the Rodian managed to abandon the planet.[12]

See you soon, my friends.» Minister Tua's broadcast signal was hacked by Gall Trayvis, setting a trap
Tua subsequently broadcast a transmission over Lothal, branding the rebels as insurgents before his transmission was hacked by Senator-in-exile Gall Trayvis, urging the Spectres to meet with him. In reality, Trayvis was secretly an Imperial agent tasked with luring dissidents into "accidents." Tua then met with Agent Kallus, seeking assurances that the trap they were setting for the rebels at the Lothal City Capitol Building would work. He then urged compliance with the Grand Inquisitor's wish to see the Jedi captured. Kallus claimed that the Grand Inquisitor was too focused on capturing the Jedi and stated that by targeting the rebels as a group, they could capture the Jedi for him.[13]
When the rebels arrived to meet with Trayvis, Kallus and his stormtroopers surrounded them. Tua entered the building shortly after, noticing that Zeb and Sabine were not present. The two rebels soon revealed themselves on the roof, throwing smoke bombs, which created enough confusion to allow the rebels to escape with Trayvis. Tua hid under a desk during the commotion. When the smoke cleared, Tua began yelling at Kallus to pursue the rebels. Again, the rebels escaped after discovering Trayvis's true allegiance.[13]
Arrival of Grand Moff Tarkin Ah, Grand Moff Tarkin. We are honored by your visit to Lothal." "My visit is far from an honor, Minister." "I admit I was surprised to learn he was coming." "And I, too, was surprised to learn what's happening in your little suburban world." "If you mean the insurgents, I—" "In Governor Pryce's absence, you had a single, simple objective, Minister—to protect the Empire's industrial interests here. Interests that are vital to our expansion into the Outer Rim. But instead of protecting these interests, you've allowed a cell of insurgents to flourish right under your nose. Am I correct?" "[Clears throat] Grand Moff Tarkin berates Minister Tua for her failure to suppress the growing insurrection on Lothal.
The Siege of Lothal Tua: "I'm sorry, my lord. I'm just a public servant. I have no experience with such brutal tactics." Darth Vader: "You can explain that to Governor Tarkin when he visits." Tua: «Visit him?» Darth Vader: "He awaits her tomorrow, to answer for his failure." Tua: "But I... they need me here. I can't leave!" Kallus: "Don't worry, Minister. Lord Vader and I will manage in your absence." ―Minister Tua is confronted with her failure [source]
The most recent rebel attack on Mustafar prompted Tarkin to organize a full-scale search. Tua exhausted all available resources to find intelligence on the rebels and issued every conceivable order—doubling patrols, creating checkpoints, establishing curfews—but to no avail. Following Darth Vader's arrival, the Sith Lord used Tua as a pawn in his plan to frame the rebels.[5]
As Tua was justifying herself to Agent Kallus, Vader entered her office unexpectedly and berated her lack of imagination. The frightened Minister, trying not to anger the Dark Lord, responded to his accusations by stating that he and Tarkin were hoping for a miracle. Vader announced his plans to employ more brutal tactics, which shocked Tua, and she objected to his participation, as she was merely a public official. Vader informed her that she had been summoned off-world to answer for her failures before Tarkin himself, implying that she would be executed. Kallus sardonically offered his assurance that he and Tarkin would manage in her absence.[5]
Tua apparently discovered the Emperor's true intentions on Lothal, causing her to realize that the Empire she loved was not the perfect, benevolent government she had believed. Now appalled by Vader and Tarkin's intentions and fearing for her life, she decided to defect from the Empire. She sought the help of Old Man Jho, who put her in touch with the rebels. In exchange for transporting her safely off Lothal, she offered secret Imperial information, including a list of rebel sympathizers on Lothal and other nearby systems, with powerful allies in the Senate. She also claimed to know the true reason the Empire was interested in Lothal. Faced with skepticism and hostility from most of the rebels, Ezra Bridger sensed her sincerity and convinced the others to help her.
Unfortunately for Tua, Vader had threatened her life, knowing that she would defect and contact the rebels to help her escape the planet. As she attempted to sneak out of Imperial headquarters, Kallus followed her as her escort. Kanan Jarrus himself disguised himself as a Stormtrooper Commander to breach security, but was discovered by Kallus. With his disguise blown, Tua raced to their escape shuttle with several of the rebels, which, unbeknownst to them, had been rigged to explode. Tua was killed in the explosion, and the Empire blamed the rebels for her death, using several camera droids to capture the incident and use it against the "insurgents."[5]
Following her assassination, the Empire used the spy droid's footage of the attack to accuse the rebels of murdering her, turning the citizens of Lothal against them. Shortly after, journalist Alton Kastle broadcast the false story of her death on HoloNet News.[5]
The rebels left Lothal in an Imperial shuttle, which had been secretly equipped with a tracking device, which led Lord Vader and two Imperial-class Star Destroyers to the location of the Phoenix Cell.[5]
Tua's warning to the rebels about the Emperor's true intentions on Lothal would later be echoed by the Lothal wolves.[15][16] Her warning eventually came to fruition after Ezra Bridger found a portal to a place between time and space.[17][18]
