Tohka is a girl with dark purple hair and eyes that are dark purple in the upper part and a mix of yellow and pale pink in the lower half. She also has a white halo in the center of her pupil because she is a spirit. Shido described her as "an incredibly beautiful girl".

Upon her arrival on Earth, she wears a dress in black, cream, and pink, and a purple and cream set of silver armor that adorns her shoulders and waist. The dress is open in the back and consists of a black corset that exposes some of her breasts and a two-layered knee-length skirt that has a pink to white gradient. Her hair is styled using a butterfly-shaped hair accessory and a pair of gloves with petal-like cuffs, both sharing the same color scheme as her outfit, and she wears a pair of armored boots.

After enrolling in Raizen High School, she adopts the school uniform, although she wears a skirt similar to a dress.

When Tohka first appeared on Earth, unsealed, she exhibited a cold and emotionless demeanor. She was highly distrustful of humans due to the AST constantly attacking her before Shido finally had the chance to speak with her. However, after Shido sealed her powers, she was finally able to develop and express feelings, as well as experience life on Earth. Because Tohka is new to everything (including her emotions), she has a very cheerful and childlike personality that can make her seem naive, emotional, energetic, and gullible at times. She was easily excited by seeing all the things on Earth she had never seen before. Origami has used her naive nature against her on multiple occasions. She usually needs one of her friends (mainly Shido) to tell her when she's being tricked. She has a voracious appetite, with a special fondness for Kinako bread.

Despite her lack of knowledge or experience, Tohka has a reasonable sense of shame, as demonstrated by her exaggerated reaction when caught in embarrassing situations.

According to Mio herself, Tohka is an incredibly powerful spirit and a skilled fighter in both her spiritual and reverse forms. After acquiring Mio's Sephira Crystal, and gaining some of her abilities, Tohka was able to combine both forms to create a completely new and unique form for herself.

While most spirits use their Reiryoku in the form of an element or ability to alter reality, Tohka wields it as pure energy. She can manipulate this energy to enhance both her offensive and defensive abilities, as well as create barriers around herself, fire bursts of energy from her hands or fingertips, and create shockwaves with a simple arm movement or stomp. All of this makes Tohka a highly offensive fighter whose fighting style primarily consists of strong, fast physical attacks. As a primarily short-range fighter, her strength and the durability of her Astral Dress are exceptional even compared to other spirits.

After Shido sealed Tohka's power, she can still recover a small amount of her original power. While this initially only happened when her mental state became unstable, she eventually learns to recover approximately 10% of her power at will in the form of a limited-release astral dress. During Volume 10, Tohka was able to recover the entirety of her powers. However, this was only done unconsciously and she still cannot recover all her powers at will. Because she is a Pure Spirit, Tohka can resurrect herself if she dies, as long as her Sephira Crystal is intact. During the battle against Mio, Tohka was able to recreate her body while borrowing a portion of the other spirits' power.
