Among the Ops Chiefs of the Esper Union, Li Ling's reputation is well-known and despite his sometimes difficult personality, he is admired by many (especially among the younger members).

Hailing from a wealthy clan in Tangton, Li Ling grew up spoiled and self-centered. Even in his childhood, he liked to cause trouble, and his behavior only worsened when he awakened to his Esper powers as a teenager. Firmly believing that "Might makes right", he used his powers as an excuse to behave however he wants. An encounter with the still mortal Yun Chuan set him straight and instilled a sense of justice into him. From then on, he used his powers to defend the weak as part of the Esper Union. Despite this reformation, he still likes to cause trouble for his superiors by ignoring rules and embarking on unsanctioned operations.

After transforming into an Esper, Li Ling's already striking appearance became even more notable. While he retained the youthful look of a 21-year-old man, his irises turned glowing red, surrounded by pitch black sclera. Most of his other features remained the same, for example his wild, black hair reaching all the way down to his thighs, which he already wore that way during childhood. The most notable change, however, are the massive four extra arms floating behind Li Ling, that he can control as he pleases. These arms turn to a rosy pink color towards the hands, feature sharp claws and are adorned by two sets of bracelets. Each one cuts off at the biceps, where they appear to be connected to some kind of dull golden ring, giving off the impression they are reaching into this world from another dimension

Li Ling's outfit is simple but memorable - given that he is completely shirtless, showing off his well-toned chest and abdominal muscles, most likely developed while training rigorously under Yun Chuan. His lower body is covered by a large pair of translucent, pink hakama pants adorned with Chinese characters. Underneath the translucent material, he wears another set of white kung fu pants. The whole ensemble is tied together by a series of white belts around Li Ling's slim waist, with several belt loops dangling down his legs as well. On his feet, he wears a pair of black platform sandals, possibly referencing the Japanese geta or Chinese manchu.

While Li Ling wears little accessories, he sports a dark collar-like tattoo around his neck, with a couple of four-cornered star tattoos underneath, along his shoulders and chest. His arms are covered by long gloves of the same color, reaching up to his biceps - notably the same place his spectral arms cut off at. His lower left spectral arm wields a massive rose colored spear with golden ornaments at the tip, a callback to Nezha's Fire-tipped Spear (火尖槍). A couple of golden wheel adornments are attached below his sandals, undoubtedly referencing Nezha's Wind Fire Wheels (風火輪).

In his alternate skin Rowdy Boy, Li Ling's hair turned bright pink and he sports a long, black leather coat. While still showing off his bare chest, the coat is secured by several buckles around his waist. He still wears wide, semi-translucent pants, however more in the style of wide jeans than hakama. The pants are fastened by a black belt with a chain of black, spiky ornaments. Additionally, Li Ling's spectral arms turned a more purple color, and the hands are covered in two pairs of black fingerless gloves with spiked bracelets. Rounding out the look is a pair of pink tinted glasses, giving him more of a neon-punk look with sharp contrasts between black and bright pink. His weapon and wheels also reflect this change.
