Fukuyama (福山) is a magic user who works as a waiter at the Tanba restaurant.

He is wearing a simple balaclava and a plain white shirt. Despite his menacing masked appearance, he has a normal black haircut, slightly tanned skin, and a normal-looking face.

He is an enthusiastic and calm young man who idolizes Tanba and is always willing to help and improve his magic. He is hardworking and loyal, willing to protect everyone. He often wishes his magic was something cooler than turning things into cakes. Fukuyama is kind and admitted that, although he has used his magic in self-defense against aggressive mages, he has always felt too guilty to practice it on humans.

-Meat Pie Magic. Fukuyama's magic transforms anything it touches into a meat pie, with a size roughly proportional to the original object. Even momentary contact is enough to completely transform the target. Fukuyama still lacks the ability to cast spells with his hands and relies on a wand to direct his smoke. This magic is comparable in strength to En's, shown in Fukuyama's confrontation with Kai, but with very limited durability.

Kaiman saved him from a group of mages who were trying to capture him so that Blue Night would become their partner. Grateful for this, Tanba gave him a job at his restaurant, and Kaiman became Fukuyama's partner.

Her daily routine consists of preparing meat pies (the restaurant's main dish), cleaning, and serving customers, from early morning until late at night. She accompanied Tanba and Kaiman to Devil's Prison, where they gave the last meal to a prisoner named Shimizu, to help Kaiman meet a Bizco and thus better understand his past.
Fukuyama turned Yaku into a meat pie when he tried to kill Kaiman on the streets, bursting the sorcerer's entrails from the inside out and transforming him into a giant pie (which was later eaten by Ebisu).

During the competition at En Mansion between Tanba Restaurant and Asuka, Fukuyama was one of those attracted by the aroma of the pastries made with Asuka's magic, Angel. He was fascinated after eating one of her apple pies, but the magic dissipated when Angel was banished and Fukuyama was freed from its effects.
