It seemed that Delilah's work was responsible for the creation of the Toons (through unknown means), while Arthur, as the Concept Artist, received their reference designs. From the notes scattered around the back, it could also be assumed that she had a passionate attitude towards her work, as Arthur adored her greatly and was likely also a workaholic due to his coffee addiction. Unlike Walton, however, she seemed to have fewer ideals than him, sometimes appearing to have tunnel vision and instead focusing on matters with a more "realistic" perspective - such as ignoring his concerns about a possible serious accident or that the Christmas Toons would be perfectly fine on their own until the holidays rolled around again, just to save resources, without considering the psychological impact it would have on their mental states.

Delilah has waist-length, ash-brown hair with highlights, two side-swept bangs framing her face, low bangs, and pale ivory skin. She is seen wearing faded rainbow-themed pants and a white, high-collared coat with a light pink tint due to the lighting, both with black stains (presumably from Ichor) on the cuffs and sleeves. She also has a swirl and appears to be wearing baby blue gloves.

Arthur Walton was one of the founders of the Gardenview Educational Center and Museum, collaborating with a close associate, Delilah Keen. It appeared that Arthur was not only responsible for designing all of the current Toons (and later handing them over to Delilah to create), but was also the creator and host of the in-universe TV show "Dandy's World", which is corroborated by how he described the show's sole purpose in a note to that point.
