Appearance
Seishu is a boy of average height and slim build, although he usually appears taller than he actually is, due to the fact that he usually wears high-heeled shoes. His skin is pale and contrasts with a burn scar on his left eye, which was caused by a fire in his house when he was a child. His hair is styled in an "undercut" and is blonde, his eyes are emerald green.

Personality
Seishu is the type of person with a calm and quiet personality, so he doesn't usually talk much and generally maintains an expressionless face. However, everyone in the gang knows what he's truly capable of. He has proven to be very loyal to Black Dragon, giving his all to try and revive the gang after Toman defeated the ninth generation. He's not afraid to express his thoughts and opinions, even if it ends up hurting him. When he finds people he trusts, he dedicates himself to them body and soul. Although he doesn't usually show his vulnerable side, he's not afraid to open up to those he trusts.

Skills
Authority
As the commander of the tenth generation of the Black Dragon, Inui controlled a large group of powerful delinquents. Later, when he becomes Taiju's assistant, he still holds authority over the gang members, albeit to a lesser extent.

Combat skill
Inui is an agile and strong fighter; however, things changed drastically after Taiju's arrival. Taiju managed to defeat Inui, causing the latter to relinquish his position as commander of the tenth generation.

Mechanical knowledge
As an admirer of Shinichiro, Inui inherited a great deal of mechanical knowledge by observing what he did.
