in the book Incarnation of the Scarlet Devil, she is described as a rather odd and eccentric personality, making her difficult for others to understand. She is also described as "usually docile" and generally pleasant to be around, but somewhat rambunctious if not observed. she is said to not be very good at talking to other people, though she can get quite feisty and testy when talking to her sister. Her friendliness with people is very lowIn Foul Detective Satori, her attitude was particularly impolite and informal, speaking in a very casual tone and generally doing as she wished without consideration of consequences, although she stopped short of seriously injuring anyone.

Flandre is rather nice and quiet, but somewhat anti-social. She typically stays inside, thus worsening her social skills, leading to her staying inside more, creating a feedback loop of isolationism. She is said to respect her older sister a lot.

Flandre, unlike most vampires, is exceptionally bad at feeding herself. Due to her immense power, when she tries to attack a human, she vaporizes them completely, leaving their blood coating anything nearby and firmly inedible. She depends on the mansion's maids—primarily Sakuya—to feed her.

In Touhou Gouyoku Ibun, she appeared to only care about "destroying the indestructible" when facing off against Yuuma Toutetsu, although she did display a willingness to work with Okina Matara, insofar as it let her have some fun.

Until the time when she met either Marisa Kirisame or Reimu Hakurei in Embodiment of Scarlet Devil, she claimed to not have seen any humans other than when they were prepared for a meal, although it's left vague as to whether that was her idea of a dark joke.

During the events of Touhou Gouyoku Ibun, however, she left the grounds of the Mansion for an extended period of time of her own accord to fight Yuuma Toutetsu, marking her first major departure from the grounds of the Mansion since her introduction.

Flandre has red eyes and short blonde hair that is tied back in a ponytail on the left side. She is dressed in a red dress and vest with a pink shirt and socks underneath. She is also wearing a pink mob cap with a red ribbon. She carries a matching wand, which may be the mythical Lævateinn. She has 8 crystals from her back to the tips of her wings, which come in seven colors: light blue, blue, purple, pink, orange, yellow, light green, and finally light blue again.

Flandre claims that she hasn't left the Scarlet Devil Mansion in about 495 years, and has been living in the mansion's basement ever since. Hieda no Akyuu theorizes about this, stating that Flandre is most likely a recluse.

Her initial attempt to do so was blocked by Patchouli Knowledge's rain summoning magic in the Extra Stage, but since then she has been seen outside the mansion itself when she was destroying a falling meteor.

When vampires attack humans, they generally try to take their prey alive so that they can suck its blood afterward, but Flandre has always been fed with cooked dishes, so she doesn't know how to properly attack a human. Whenever she tries to attack a human, she can't control herself and blows them away without leaving a spot of blood.
