Jacaerys is well known in Westeros for being part of two of the richest families: Velaryon and Targaryens. Her mother, Rhaenyra Targaryen owns a holiday resort in which he's the heir and his father, Laenor Velaryon owns a hotel in the shore of Driftmark where is younger brother Lucerys is the future heir. Arranged marriages between people of their class is likely common and just like his parents said, he has become in age to be engaged.
