PresentationThe triumph in July 2000 in an impeccably democratic election of Vicente Fox, presidential candidate of the right-wing National Action Party (PAN), meant more to Mexico than a mere change of Government, the end of 71 years of political regime monopolized by the Institutional Revolutionary Party (PRI). Purebred rancher, devout Catholic and trained in Business Administration, Fox had a complete professional career at the Coca-Cola branch.

In his six years in office, the lack of a legislative majority left important structural reforms in the pipeline and constitutional changes, while other major changes that did see the light, such as the tax reform, did not bear the expected results. The parliamentary unlocking of the new legal framework for Chiapas, the Law on Indigenous Rights and Culture, did not satisfy the Zapatista insurgents.

On the other hand, the sober economic growth, linked to the situation in the United States and the Oil prices, although accompanied, of course, by financial health, exchange stability and historically low inflation, made it difficult to correct social deficits. In foreign policy, Fox, despite his defense of free trade and his presumed affinities with George Bush, another cowboy president, failed to obtain an immigration agreement from Washington after the 9/11 attacks.
